Summary of XX Branch's 2006 Archives Work
In 2006, the archives management of the Agricultural Bank System of our district was guided by the provincial branch office and the administrative department of archives at the county and county levels, as well as the attention and support of leaders at all levels, and earnestly implemented the Archives Law and the Agricultural Bank of China. The Archives Management Measures closely combines the “Regulations on the Scope and Period of Archives of Various Archives of the Agricultural Bank of China” and the “Detailed Rules for the Implementation of the Filing Rules of the Archives of Gansu Province”, starting with weak links and basic business work, and constantly improving the infrastructure. Under the premise of gradually implementing standardized management, we actively took the initiative to grasp the upgrade of the file management standards of all walks of the region and achieved certain results. By the end of the year, there were 9 standards in the archives of 10 units of the nine county sub-branches and local branches of the district, of which 3 units reached the “provincial level”, 3 units reached the “provincial level 2”, and 2 units reached “ At the provincial level, one unit reaches the county level. All the units that have met the standards have basically become comprehensive archives with complete categories, reasonable structure and rich content. The use value and utilization effect of the archives have generally improved.
In the past year, I have done the following work mainly:
I. Strengthen organizational leadership and establish a sound organizational management system
According to the instructions of the superior bank and the local archives management department, the local branch regards the file management work as an important part of internal management and strengthening the construction of spiritual civilization and corporate culture, and attaches great importance to it. First of all, through the organization of the "Archives Law" and the "Gansu Provincial Archives Management Regulations", as well as the relevant regulations of the higher-level banks on file management, the staff of the Bank, especially the archives secretaries, have been strengthened in law enforcement and responsibility. Leaders and all employees have continuously improved their understanding of the importance of file management and laid the foundation for creating a new situation in the file management of the whole bank. The second is to clearly define the leaders and coordination departments, and in accordance with the requirements of relevant regulations, select and match file management personnel with certain cultural literacy and strong practical experience. Each unit has listed the file management work as an important agenda for the leaders. As an important duty of the office director, it regularly analyzes and studies the archives work, solves the existing problems in time, and incorporates this work into the post responsibility system to ensure the file work. Synchronized with business operations. Third, according to the relevant requirements of the superior bank and the local archives administrative department, combined with the actual work of the district's archives compliance, the local branch proposes a specific goal of achieving one-off compliance within the year, and implements the task objectives of this work to specific departments. The implementation of the departmental leadership responsibility system has strengthened the leadership, supervision and assistance of the archives work of the county branches, and has played a powerful organizational guarantee role in promoting the continuous standardization of the system archives work of the whole bank.
Second, earnestly implement the file management standard upgrade work
Based on the actual situation, the Bank has put forward specific implementation opinions and measures to ensure that the upgrading of the standards has been highly valued and strongly supported by the leaders of the two levels of the prefectures and counties; the leaders of the local branches often emphasize the upgrading of the files, and they will do well. The specific deployment and requirements for the upgrading of the Archives Management of the Agricultural Bank of the whole district have been made, which has aroused the great attention of the county branches, so that the necessary people, finances and materials have been implemented in a timely manner. At the same time, in order to fully promote the upgrading of the ABC's compliance standards, The local branch office actively communicated with the regional archives office, timely requested, consulted and researched the specific regulations on the upgrade of the standards, and formulated specific implementation plans. First of all, starting from the branches of the local branches, the paper files of the year were sorted, bound and enriched according to the new requirements, and from the six aspects of management system, cadre team, management system, archives facilities, business construction, development and utilization. The specific content was arrested, carefully and carefully supplemented one by one, and then, according to the regulations, on the basis of self-examination by relevant departments, the file management department was reported in time, and the “provincial level” standard was maintained after inspection and acceptance. It played an active role in promoting the promotion of the file upgrade of the whole bank.
Third, the establishment and improvement of various file management systems
In 2004, on the basis of earnestly studying the Archives Law and the Gansu Provincial Archives Management Regulations, we followed the "Regulations on the Archives of the Agricultural Bank of China in 2003" and the "Regulations on the Scope and Period of Archives of Various Archives of Agricultural Bank of China". We will pay close attention to implementation and regard the establishment and improvement of various file management systems as the focus of strengthening the management of archives and include an important agenda for departmental work. First, the full-time staff of the archives administrative department was invited to visit the on-site guidance and help, and the specific problems that did not meet the system requirements were promptly rectified and corrected. Second, in accordance with the relevant regulations and requirements of archives management, combined with the characteristics of the Agricultural Bank, the "Archives Management System Compilation" was uniformly formulated, from the job responsibilities of archivists to the custody, inquiry, transfer, confidentiality, security, statistics, appraisal, Destruction, reception, utilization and other aspects have established a relatively systematic and complete system. Thirdly, all kinds of registration systems have been fully implemented. From collection, borrowing, utilization, to custody and acceptance, a strict registration and signature system has been implemented in a unified manner, effectively preventing the occurrence of various accidents such as loss, leaking, and damage, and initially achieving file management. Standardization, stylization and institutionalization.
Fourth, attach importance to strengthening the business infrastructure, and improve the level of file management services
In the past year, we have carefully followed the requirements of the “Archives Management Measures” of the Head Office, and while concentrating on establishing and improving the archives facilities and management systems, we have concentrated our efforts on the business infrastructure. First, through the emphasis, inspection and supervision, the management equipment for archives, safety facilities and file equipment of each unit of the whole bank has been continuously improved. The second is to focus on the archival collection of archives, especially the collection of important archives that should be archived but not archived, so that the archives are continuously enriched and enriched. After perfecting the standards, the local branch archives carried out a comprehensive clean-up of the collection and distribution files over the years, and all the files stored by each department or individual were cleaned and reclaimed, so that the number of volumes in the library was 1,583 and 2,649. In order to make the category, structure and information content of the archives take shape, it has created conditions for better serving the reform and operation of the whole bank. The third is to actively provide services, so that the effectiveness and value of file utilization has been significantly improved. According to incomplete statistics, in 2004, the archives of the whole bank were used more than 190 times, and the archives of branches only reached more than 40 times, so that the value of the archives was fully utilized.
V. The main problems and the conception of the archives work in 2004
Looking back at the archives work of our bank in 2004, due to the strong guidance and assistance of the superior bank and the local archives administrative department, under the care and support of the leaders of the two levels of the prefectures and the hard work of all the archivists, no matter from the upgrade, or the business foundation Construction and other aspects have achieved certain results. However, compared with the overall situation of the Bank's archives work and the reform and development of the whole bank, it is still very uncoordinated, especially with the requirements of the higher-level banks. First, due to the streamlining of the staff of the county branch, the personnel of the file management is seriously inadequate, the part-time personnel are not trained, the business of file management is poor, and it is not suitable for the new requirements of file management. Second, because the costs of the whole bank are very tight, the relevant files are The funds and equipment required for compliance are difficult to guarantee. The overall requirements are not suitable for file management. To achieve standardized management regulations, a large amount of funds need to be invested. Third, individual branches do not pay enough attention to archival work. One county branch has not yet reached the standard. Fourth, the system construction is not perfect, the registration system of some archives is not implemented, and it is in the form; the fifth is that the business infrastructure needs to be further strengthened, the categories are not uniform, the structure is single, the archives are incomplete, and the financial, personnel, and credit files are not unified. The issue of custody remains unresolved. The existence of the above problems has a lot to do with the lack of inspection guidance. For this, we will focus on improving in the new year.
In 2005, the Bank will conscientiously implement the spirit of the instructions of the higher-level banks, further strengthen the organization and leadership of the archives work of the whole bank, comprehensively strengthen the business infrastructure, further strengthen the training of archivists and upgrade the archives management standards, and strive for 10 in 2005.
