Second, the inspection content and methods
According to the requirements of the provincial government archives and the relevant laws and regulations of the state, the inspection contents shall be comprehensively inspected and understood by the medical institution's practice scope, unlicensed medical practice, rental contracting and personnel qualifications. Check the method, take a thorough inquiry, read the "Medical Institution Licensing Permit" and the qualification file of the practicing personnel, check the doctor, nurse and medical technology department staff duty table, check the outpatient prescription, hospital medical record and medical technology department report form to verify the medical institution Whether it is illegal to practice.
Third, there are problems
During the inspection of 31 medical institutions, no over-the-counter practice, unlicensed medical practice, and contracted rental departments were found. The prevailing problems are mainly due to the lack of personnel qualifications or failure to practise according to regulations, mainly in the following aspects:
1. Employ non-technical personnel to engage in general medical and therapeutic activities, such as assisting doctors to prescribe in outpatient clinics, assisting in examination, diagnosis, and issuing medical technology report forms in medical technology departments.
2, did not obtain the "Physician's Practice Certificate", independent development of medical activities in the clinical and medical technology departments.
3. Practitioners are practicing in an out-of-scope manner and are engaged in other medical activities outside the scope of registration. Such as surgeons and anesthesia, physicians and pediatrics.
4. Long-term employment of practicing doctors in foreign or foreign organizations in this medical institution, and failure to apply to the local health administrative department for change procedures or filing, such as expert clinics or retirement.
5. The phenomenon of individual practice at individual county-level medical institutions still exists.
Fourth, rectification opinions
In response to the widespread problems in this inspection, the health law enforcement officers will report the situation to the leaders of the Health Bureau for special reports. The leaders of the bureau attach great importance to it and clarify the rectification opinions based on the existing problems. 1. Non-technical personnel in medical institutions are not allowed to practise, and they are not allowed to recruit non-technical personnel on their own. 2. Those who have not obtained the qualifications for practicing must conduct medical activities under the guidance of practicing doctors and are not allowed to practice independently. 3. The practitioners who change the practice location must apply for change or record in time, and they can practise after approval by the competent health department. 4. Practitioners are not allowed to engage in other medical activities outside the scope of registration. Township hospitals should be required to follow the "Interim Provisions on the Scope of Practice in Physician Registration" and "Description on the Interim Provisions on the Scope of Practice in Physician Registration" by the township health center, and be approved by the county health administrative department and reported to the municipal level. The health administrative department shall file a record and apply for registration of more than three majors in the same category as the scope of practice before engaging in other professional medical activities. Those who refuse to rectify, if the rectification is not in place or if there are serious problems in individual township medical institutions, they will be investigated and punished according to law.
Countermeasures:
1. In order to alleviate the shortage of talents in township medical institutions, the competent health authorities have plans to recruit college graduates to supplement township hospitals every year to cultivate reserve forces.
2. For a small number of medical institutions that currently have insufficient qualifications to affect medical services, adopt a support policy, and send qualified medical personnel stationed at county-level medical institutions to township health centers to improve the level of health and medical services in townships.
3. If there are serious problems in the qualifications of individual township health centers, if the medical services cannot be carried out normally, the downgrade treatment shall be adopted, and the “medical institution practice license” shall be cancelled and changed to the village-level medical point.
4. The health administrative department and the health administrative law enforcement agencies and the county medical institutions sign the responsibility form at all levels, implement the law enforcement responsibility system, implement the responsibility error investigation system, and have the right to prohibit the law, not comply with the law, and the law enforcement is not strict. And individuals should seriously investigate.
