We will do a good job in food safety and ensure that the county's urban and rural residents use safe food, and strive to create a good investment environment, a fair competitive environment, a relaxed shopping environment and a safe consumer environment for our county.
First, strengthen daily supervision and inspection, and create a "food assured project"
Do a good job in food supervision and inspection in daily work to ensure that major festivals are safely passed. First, the "Check Food and Insurance Festival" activities were carried out. Before the New Year's Day and the Spring Festival, we started with food, beverages and condiments that are closely related to the lives of the people. We examined 24 food distribution points and 4 bazaar markets and confiscated more than 1300 bags of expired food. Second, before the "May 1" Golden Week, the county's 86 food processing enterprises and sales points, 4 bazaars were inspected, and according to government arrangements, actively cooperate with relevant departments on the county's major hotels, restaurants and 2 A cattle and mutton market was inspected to ensure the safe passage of the “May Day” “Golden Week”.
Second, focus on the "food quality and safety month" law enforcement actions, crack down on the illegal activities of selling famous wines
Before the Spring Festival, in order to ensure the safety of food consumption of the general public during the holiday season, the “Food Quality and Safety Month” enforcement action was concentrated. The first is to clean up the famous wine market. A total of 22 commercial buildings, supermarkets and famous cigarette hotels were inspected, and 5 distribution outlets for “wuliangye”, “Moutai” and “Wuliangchun” were investigated and sold. 68 bottles of counterfeit “Wuliangye” and 18 bottles of “Moutai” were seized. "Five Grains" 36 bottles, involving a total amount of 37,000 yuan, in order to ban the production source, law enforcement officers adhere to the "five never let go" principle, according to the clues provided by the dealers, actively contact with Wuliangye Co., Ltd. to smash the Lanzhou A fake den, seized more than 500 counterfeit "Wuliangye", blocked the source of fraud, and cooperated with the public security department, arrested illegal elements selling fake wines in our county, and cut off the source of fake wine. The second is to conduct special inspections on 12 food production and processing enterprises and 61 food distribution outlets. They use toxic and hazardous substances, non-food raw materials to produce processed foods and illegal use of additives, do not meet mandatory standards, no QS logo, and less Second-class damage to fraudulent consumers
Third, earnestly organized and carried out food special supervision and spot checks
Strictly check the safety of the food production plant and ensure the quality of the products. We will conscientiously implement the food production inspection system, strengthen the supervision of food production enterprises, and severely investigate and punish the behaviors that harm consumers' safety and health. First, concentrated efforts on 11 kinds of products of 32 food production enterprises were supervised and spotted, and 21 samples of rice, flour, soy sauce, vinegar, alcohol, milk powder and purified water were taken. The pass rate of sampling inspection is 95%. The second is to inspect the quantitative packaging of 14 food production enterprises, a total of 32 batches of quantitative packaging foods, and 5 food production enterprises with insufficient packaging.
Fourth, in-depth implementation of food safety special rectification
In order to ensure the safety of the food import of the people in the county, this year, the bureau organized a total of two major food safety special rectifications. The first is to carry out a special inspection of the enterprises that have obtained the "food production license" certificate. The nine food production enterprises that obtained the food production license from the production and operation status, process flow, environmental sanitation, the use of food additives, the implementation of the food production inspection system, the improvement of the food standard system, the quantitative packaging and the product packaging labeling, Special inspections were carried out on the specification of the QS mark. The second is to conduct a special review of the four companies that have passed the production conditions review and are required to report and issue certificates. From the operation of the enterprise, the production facilities, the production environment, and the labeling specifications of the product identification, the revisiting of the rectification opinions proposed by the review was reviewed. The third is to severely investigate the unlicensed production of food. The “Old Five” foods were investigated without a license, and concentrated efforts were made to conduct special inspections on the sales and use units of “Old Five” foods such as wheat flour, rice, soy sauce, vinegar, and edible vegetable oil. Check 26 “five-class” food production enterprises. Check 1 grain and oil wholesale market, 3 township farmers' markets, check 32 grain and oil distribution stores, check food distributors and supermarkets, check 26 hotels, restaurants and enterprise canteens, and investigate and deal with production enterprises without “QS” identification. Eight of them, 134 bottles of “Old Five” foods that use the “QS” mark and no “QS” mark, and severely punished the production, distribution, and use of foods that do not meet the requirements. The fourth is to conscientiously implement the task of “seeking ten and finding ten” and inspect 96 production and sales enterprises of rice, flour, soy sauce, vinegar, vermicelli, yuba, meat products, aquatic products and alcohol, and inspect 12 kinds of products and 128 types. The fifth is to carry out a special campaign to trace the "Sultan Red No. 1" chili products. According to the District Quality and Technical Supervision Bureau's "Immediate Notice on Tracing the "Sultan Red No. 1" Pepper Products, the Bureau dispatched 28 law enforcement officers and executed 5 law enforcement vehicles, going deep into the streets, hotels, restaurants, villages, and bazaars. Special inspections were carried out on pepper products used and sold in 8 hotels, 6 large supermarkets, 76 condiment stores and 4 bazaars in the county. The company seized 114kg of bulk chili noodles containing “Sudan Red No.1” and “Hongshanhe” brand, and packed 180 bags of chili powder and chili pepper.
Fifth, strengthen the follow-up supervision of the certified enterprises.
Increase the intensity of food production and processing, establish a food production inspection system, improve the food standard system, conduct a patrol inspection of certified food production enterprises, and regulate the production behavior of food enterprises. 48 food safety responsibility books and 28 food safety commitments were signed with food production enterprises, so that corporate legal persons can bear the responsibility of the first person responsible for food safety.
6. Establish quality archives of food production enterprises, and actively prepare for food hygiene license takeover
First, earnestly implement the quality and health supervision duties of food production and processing, fully undertake this new major task, carry out in-depth food production and processing industry, comprehensively carry out food production and processing industry survey, and vigorously promote food quality and safety market access. A total of 154 food production enterprises were inspected and investigated, laying the foundation for the successful takeover of food hygiene licenses. The second is to establish the quality file of food production enterprises in our county, and record 154 food production enterprises into the computer management, so that it is easy to grasp the quality status of the enterprise products at any time, and provide services for food production enterprises in time to ensure the quality of products.
7. Strengthen food standardization work.
In order to further standardize the behavior of food production enterprises, the standard management of food production enterprises has been increased. First, the “General Rules for the Labelling of Prepackaged Foods” and other two national compulsory standard publicity classes were held, and 65 technicians were trained to enable the technical personnel of food production enterprises to organize production according to standards. The second is to increase the clean-up of food standards, clean up more than 60 food standards of 37 food production enterprises in the county, abolish 22 sets of food standards, and revise 15 sets.
Eight, there are problems
1. The phenomenon of unlicensed food production is more common, but there are certain difficulties in investigating and handling work. Due to the outdated production facilities of some small workshops in our county, the number of personnel is uneven, and many workshops are unable to obtain the access permit. However, farmers still need these small workshops to process agricultural products for them, and some of the surplus grain needs to be sold in the market. To subsidize households, this makes it very difficult for us to ban these small workshops and affect the overall process of market access.
2. The quality of food is worrying. With the continuous development of science and technology, some unscrupulous criminals use various means to deceive and defraud consumers. They often use foods that confuse product names and package similarities to achieve their goals and consumers. It is impossible to prevent.
Nine, the focus of the next step
1. Increase supervision of food production and processing enterprises, strictly adhere to market access for food quality and safety, and ensure food quality and safety from the source of production.
2. Further implement the anti-counterfeiting responsibility system in the jurisdiction, seriously investigate and deal with illegal activities of unlicensed production and sales of food, and gradually establish a system of unlicensed investigation and punishment.
3. Seriously implement the “two grasps and two improvements”, establish and improve the daily inspection system of enterprises, regularly supervise and inspect the verification system, and strictly implement the factory inspection system.
4. Intensify publicity and exposure. Any serious illegal behaviors such as adulteration of adulteration, false refilling, and shoddy charging should be resolutely banned and exposed.
