Clean up and rectify the work plan of the natural gas market
In order to further strengthen the management of the gas market in our district, maintain the order of the gas market and social stability, and ensure the safety of the people's lives and property, in accordance with relevant laws and regulations and archives requirements, a comprehensive clean-up of the gas market in the region will be carried out. In order to do this work, this program is specially formulated.
First, the guiding ideology is based on the party's xx spirit, guided by the relevant requirements of the state and the city, and based on the relevant laws and regulations such as the “X× Provincial Gas Management Regulations”, to ensure gas safety and maintain the gas market. For the purpose of business order, we will further improve the safety awareness of the whole society and the consciousness of operators' law-abiding management, and promote the development of the gas market management in our district in the direction of legalization, standardization, health and order, convenience and security.
2. Clean up and rectify all units, individuals and gas users engaged in gas operation and gas burning appliances installation and maintenance in the urban area.
3. The object of cleaning and the content unit or individual have not approved the construction of the gas project or have not obtained the qualification of the gas enterprise to engage in gas business activities;
The unit or individual has not obtained the gas cylinder filling registration certificate issued by the provincial quality and technical supervision administrative department for the liquefied petroleum gas filling business for civil or vehicle use;
Units or individuals transporting liquefied petroleum gas without dangerous goods and procedures;
Unit or individual non-gas burning appliances installation and maintenance enterprise qualifications engaged in gas appliance installation and maintenance business;
Illegal buildings occupy pressure gas pipelines.
4. Rectification objects and contents Liquefied petroleum gas storage tank stations, liquefied petroleum gas supply stations and gas vehicle filling stations have hidden dangers or equipment and facilities that do not meet the relevant specifications;
The gas enterprise management rules and regulations and emergency rescue plans are not perfect, and the safety fire protection facilities are incomplete.
The quality of gas distributed by gas companies does not meet the standard or the measurement error is greater than the prescribed standard;
The liquefied petroleum gas storage tank station is filled with non-self-owned gas cylinders or not attached to the gas cylinder warning label and gas cylinder filling label;
Pressure vessels such as storage tanks in LPG storage tank stations are not regularly inspected and registered;
The gas source plant and each liquefied petroleum gas storage tank station shall not provide operating gas sources to unlicensed enterprises and individuals, and may only be filled if they hold the "Gas Enterprise Qualification Certificate" or "Liquefied Petroleum Gas Supply License";
Liquefied petroleum gas storage tank stations and supply stations must hold the "Gas Enterprise Qualification Certificate" and "Liquefied Petroleum Gas Supply License", "Inflammable and Explosive Chemical Fire Safety License" and the "Business Office" issued by the Trade and Industry Bureau. License to engage in business activities;
Adhere to the filling behavior of unqualified or over-examined unqualified cylinders, and all liquefied petroleum gas storage tank stations shall not be filled with unqualified or over-period cylinders;
Liquefied petroleum gas supply stations sell liquefied petroleum gas cylinders that do not meet national standards or exceed the inspection period or have no safety inspection marks;
The gas burning appliance business unit sells unqualified gas burning appliances or liquefied petroleum gas cylinders filled with gas;
Liquefied petroleum gas tankers and LPG carriers are not fully licensed to transport liquefied petroleum gas and liquefied petroleum gas cylinders;
Liquefied petroleum gas cylinder transport vehicles are illegally transported;
Liquefied petroleum gas storage tank station, liquefied petroleum gas supply station, gas vehicle refueling station, etc., beyond the prescribed project management;
The professional management, safety, technology and operation of gas enterprises have not been professionally trained and have not obtained job certificates;
Gas burning appliance installation and maintenance enterprises have not installed gas appliances or installed untested gas burning appliances according to the specifications and standards.
