Community cadre debriefing work plan


In order to meet the needs of the new situation of community development, we must effectively strengthen the education, management and supervision of community cadres, comprehensively improve the overall quality and service level of community cadres, promote the community to co-construct, and accelerate the construction of "harmonious communities", which will be carried out throughout the city. This program is specially formulated for community cadre debriefing activities.

First, the guiding ideology

Guided by the important thinking of “xxxx”, with the overall requirements of “Pioneer Project” as the main command, and with “cadre debriefing and democratic appraisal” as the main content, we will comprehensively establish an evaluation mechanism based on work performance and public opinion and public opinion, so that community cadres can The assessment work is institutionalized and standardized.

Second, the time range

The work of community cadres is carried out once a year, and the time is scheduled to be at the end of the year. The subjects of debriefing and appraisal are members of the community party branch and the community neighborhood committee, namely the secretary of the community party branch, the deputy secretary, the director of the community neighborhood committee, and the deputy director.

Third, the work steps

All party committees should formulate practical and feasible target evaluation rules in light of the actual community construction and annual work priorities. The deliberation and evaluation work of community cadres is carried out according to the annual target management assessment rules, and is carried out in a combination of normal assessment and centralized assessment, quantitative assessment and qualitative assessment, party member mutual assessment and public assessment.

The first step: the party committee issued a notice to clarify the time, place, and participants of the community cadre deliberation review meeting, and announce the target evaluation rules and the list of members of the deliberation review leading group. At the same time, inform the relevant city leaders, representatives of the units in the district, party committee cadres and representatives of the party members to attend the meeting.

Step 2: After receiving the notice, the appraiser will write about 1,000 words of debriefing materials according to the prescribed assessment content, write a summary of the individual's annual work situation in a concise manner, submit it to the assessment leading group for review, and prepare for the debriefing.

The third step: convene a review meeting of community cadres. The community cadres separately perform work and debriefing, and the assessment leading group scores the basic part of the community from the five aspects of morality, energy, diligence, performance and honesty according to the status of the debriefing and the annual target assessment task.

The fourth step: the party committee will classify and summarize the scoring of the debriefing. According to the personal debriefing accounted for 10%, the package-level municipal leadership evaluation accounted for 10%, the assessment leading group evaluation accounted for 45%, the resident unit representative evaluation accounted for 10%, and the community resident representative evaluation accounted for 25% of the evaluation system, calculated according to the percentage system Comprehensive assessment. According to the assessment ratio and standards, according to the principle of ranking from high to low, the three grades of excellent, competent and incompetent are determined, and the evaluation ranking is determined, and the assessment leading group is finally approved. In principle, the proportion of elites in the community cadres should not exceed 15% of the total number of community cadres.

Step 5: The Community Assessment Leading Group will inform the communities of the final results of the assessment. Honor certificates will be issued to the community cadres who have been rated as excellent, and material rewards will be given. The community cadres who are incompetent in the examination will be pardoned, correcting mistakes within a limited time, formulating corrective measures, and tracking the results. Community cadres who have been incompetent for two consecutive years will be given the appropriate organization to dispose of their duties.

Fourth, several requirements

1. All party committees should attach great importance to the review and deliberation of community cadres, and regard it as an important part of community construction in the current and future period, put it on the agenda, and earnestly grasp it. Party committee secretaries must earnestly perform the duties of the "first responsible person", match and strengthen the assessment of the leadership team members, clarify the work responsibilities and division of labor, form a unified leadership of the party committee, and the relevant departments work in their respective roles and closely cooperate.

2. All party committees must conscientiously organize the evaluation work of various community cadres. In the process of debriefing, we must adhere to standards, strict procedures, and serious discipline, so as to be objective, fair, and just. The personnel participating in the appraisal shall be composed of the members of the community package leader, the members of the assessment leading group, the representatives of the resident units, and the representatives of the community residents. In principle, there shall be no less than 3 representatives of the resident units, and representatives of the community residents shall not participate in the evaluation. 40% of the total number of people.

3. All party committees shall, in accordance with the requirements of this program, organize and implement the deliberation and deliberation of community cadres.
