Report on the 2005 annual meeting of the OECD Agricultural and Forestry Tractor Official Test Standards Rules and the visit to the Spanish Agricultural Machinery Test Station
From February 22 to March 1, 2005, a Chinese delegation headed by Comrade Liu Xian, the head of the Agricultural Machinery Testing and Appraisal Station of the Ministry of Agriculture, attended the annual meeting of the official test standard rules for OECD agriculture and forestry tractors held in Paris. I. About the annual meeting of the official test standard rules for OECD agriculture and forestry tractors At the annual meeting, there are 18 OECD agricultural and forestry tractors official test standard rules, representatives of the official member states and representatives of three non-member states, and two applicants from the country. Representatives, representatives of three international organizations including CEMA, IFAP, ISO, and project officers of the OECD Agriculture and Forestry Commission Secretariat, Mr. DEBOIS is the Secretary General of the OECD Secretariat. The current annual meeting elected Mr. KIM, the representative of South Korea, as the executive chairman. The working language of the meeting is English and French. The meeting was held at the International Energy Agency Conference Center in Paris, France for a period of four days.
The main topics of this annual meeting are:
1. Technical discussions
1.1 The Secretariat has made a report on updating the performance test rules for agricultural and forestry tractors. The original rules 1 and 2 are merged and replaced by the new rule 2. The new rules will be implemented in March 2005 and the report number of the new rules will be The approval fee was arranged. The new rules add anti-mud water test, new PTO test curve and so on. 2. International cooperation. The OECD Secretariat informed delegates of some of the OECD and international cooperation organizations. Over the past year, the OECD Secretariat has strengthened its links with the European Union and ISO and other international organizations, and has stated the test developments at various test stations.
3. The OECD Coordination Center reported on the approval of reports at various test stations, the allocation of contributions, and changes in reporting approval fees. In 2004, the Coordination Center accepted a total of 262 approval reports. Of the 262 reports, 203 were approved. Due to the withdrawal of Canada, the proportion of national dues has increased. The proportion of commitments in China is 1.205%, and the annual increase in membership fees is no more than 10%. Finally, the General Assembly decided that China will finalize the final schedule with the OECD Agriculture and Forestry Commission Secretariat as soon as possible and send it to the relevant conference delegates in a timely manner. The deadline for registration for the 2005 Engineers Meeting is tentatively scheduled for July 1.
III. About the visit to the Agricultural Machinery Test Station of the Spanish Ministry of Agriculture The 12th OECD Conference of Tractor Test Engineers was held in Madrid, Spain in 2003, and hosted by the Agricultural Machinery Test Station of the Spanish Ministry of Agriculture. In 1988, the OECD Committee approved two units in China to become the official test standard test laboratory for OECD agriculture and forestry tractors. Since the completion of the OECD official test approval for 71 types of tractor products, China has improved the quality of export tractors and enhanced the competitiveness of the international market.
