I. Completion of fixed assets investment

From January to March, the fixed assets investment of the whole society was 321 million yuan, accounting for 19.9% ​​of the plan of 1.61 billion yuan, down 22% compared with the same period of last year, capital construction investment increased by 150.8%, and renovation investment decreased by 94.5%. The preliminary work of the project has been continuously promoted. The 13 feasibility study and fund application reports for the dominant animal products project have been reported to the State Development and Reform Commission and the State Animal Husbandry Bureau.

Second, the difficulties and problems in the investment work

Since the beginning of this year, the infrastructure and key projects have made gratifying progress, the industrial cultivation has been strengthened, the investment structure has been further adjusted and optimized, and the investment efficiency has been further improved, which has promoted the sustained and rapid economic and social development of the county. However, there are still some difficulties and problems in the investment work, mainly in the following aspects: First, the investment in fixed assets of the whole society has declined. This is because the technical reform project of Honghe Tobacco Factory has been basically completed, and the investment in renovation and transformation has dropped drastically. The number of newly started large projects is relatively small, down 50% from the same period of last year, and no new investment increments have been formed. Second, the investment and financing channels are still single, and the dependence on fiscal funds is relatively high. The establishment of diversified investment entities and operational marketization The new investment and financing system will take time; the third is affected by the macro-control, some new and technological transformation projects credit funds are in place and implemented poorly; Fourth, with the deepening of investment and financing system reform, the difficulty of obtaining higher-level capital subsidies is coming The bigger.

Third, future work advice
