First, the basic situation

In the past few years, under the supervision of the county people's congress and its standing committee, we have adhered to the working mechanism of “government leadership, departmental organization, popular participation, and social supervision”, and fully implemented the “Food Sanitation Law of the People's Republic of China”, which effectively guaranteed The county's food hygiene and safety. At present, there are 1,170 food production and operation units in the county, including 73 production and processing units, 548 wholesale and retail units of non-staple food, 549 hotels and 2,890 employees. The food hygiene permit issuance rate reaches 100%, the physical examination rate of employees is 98%, the monitoring rate of various types of real estate foods reaches 100%, and the hygiene monitoring rate of tableware reaches 100%.

Extensive publicity, strengthen the concept of the legal system, and continuously improve the awareness of food hygiene and safety

In the past few years, we have organized and carried out effective publicity activities, and made full use of county TV stations, township radio stations, slogans, announcements, street banners and other propaganda forms to widely publicize the Food Sanitation Law. Through the centralized publicity of the market, we will check the house-to-house publicity, set up a counseling platform for important festivals, and publicize the importance of food hygiene and safety to food producers and consumers, so that the general public can understand the common sense of food hygiene and improve the public. Food safety awareness. Through extensive and in-depth publicity, the majority of food practitioners and consumers have a better understanding of food hygiene laws and regulations, have a better understanding of food hygiene and safety knowledge, and have raised public awareness of food hygiene and safety. At the same time, it has increased the consciousness of food producers and operators to abide by laws and regulations, and consumers have learned to use laws to protect their rights and interests. In the past few years, more than 6,000 food hygiene and safety knowledge materials have been distributed, 12,000 leaflets have been issued, three TV special programs have been published, and more than 30 news items have been published.

Strengthen inspection, strengthen supervision and management, and continuously improve food safety and quality

First, establish a food hygiene and safety supervision and inspection leadership organization

In order to ensure the safety and quality of food, the county has set up a leading group for food hygiene and safety supervision and inspection. The deputy head of the county is the leader of the group. The heads of health, industry and commerce, quality and technology supervision, animal husbandry and agriculture are members of the food source group. The processing group and the circulation consumption group are responsible for the food hygiene safety supervision and inspection work of the county. All relevant departments have established a safety responsibility system, clarified the leaders in charge, set up offices, established specialized departments, and implemented specialized personnel to grasp this work.

Second, strengthen the public opinion supervision of food hygiene and safety

In the work, give full play to the public opinion guiding role of the news media, adopt various forms to publicly expose the illegal and criminal acts of producing and selling fake and shoddy and toxic and harmful foods, and assist the supervision and law enforcement departments to expose ugliness and warn violations. At the same time, pay attention to the typical example of praise and reporting. We also invite people from all walks of life to act as supervisors of food hygiene obligations, mobilize all aspects of society, combine daily inspections with national supervision, set up complaints telephones and suggestion boxes, and implement comprehensive social supervision of food hygiene and safety.

Third, increase food safety and safety supervision and inspection

The first is to improve the coordination mechanism for food hygiene and safety supervision and inspection. All members of the Food Hygiene Safety Leading Group can play their respective functions according to their division of responsibilities. By integrating regulatory resources, the decentralized regulatory forces will be centralized, the specific regulatory content will be unified, and comprehensive law enforcement and joint law enforcement will be promoted to form a coordinated and unified Food safety regulatory mechanism.

The second is to strictly review and issue food hygiene licenses. All units that produce and operate food must obtain health permits in accordance with the requirements. The production and operation conditions must meet the hygiene requirements, and the foods produced and operated must also meet the hygiene requirements. Regardless of whether it is in the pre-approval or in the supervision and inspection, it is strictly inspected in accordance with the standards of the Food Sanitation Law, and it is handled in accordance with the procedures stipulated in the Food Sanitation Law. After the formalities are completed, the health permit is issued. In the work, focus on the units that have obtained the health permit, and revoke or withdraw the health permit for those who do not meet the sanitary conditions. After the expiration of the validity period of the health permit, if the review is carried out again and the sanitary conditions are met, a new certificate will be issued, and if it does not meet the sanitary conditions, it shall not continue to engage in food production and management activities.

The third is to strengthen the health checkup of food workers. On the basis of obtaining a health permit by the food production and operation unit, it is important to check the health certificate of the food practitioners, adhere to the monthly inspection and annual review, and ensure that the physical condition of the food workers meets the requirements of the Food Sanitation Law. If you find that you have not obtained a health certificate or your physical condition is not suitable for food hygiene work, you must resolutely dismiss it to ensure the safety of food hygiene and ensure the safety of consumers.

The fourth is to carry out special rectification actions for food hygiene and safety. Every year, the county government concentrates on the special rectification of food safety and safety in the county, formulates practical implementation plans, clarifies the focus of rectification work, and takes decisive measures to comprehensively carry out rectification work in response to the current strong public problems. Since the beginning of this year, the departments of health, industry and commerce, animal husbandry, quality and technology supervision and other departments have been able to follow the deployment of special remediation plans, focusing on milk powder, and inspecting foreign foods, focusing on the verification of production sanitation licenses and health inspection results reports. Renovate the county food hygiene market.

Strict law enforcement, strengthen administration according to law, and continuously improve the rule of law in food hygiene and safety

All relevant departments earnestly implemented the administrative law enforcement responsibility system, cleaned up the integrity, acted impartially, and resolutely stopped the act of non-compliance with laws, lax enforcement, illegal investigation, and heavy approval and light supervision. In the supervision and monitoring work, the Food Sanitation Law was implemented in earnest, the hygiene standards of the food industry were strictly implemented, and the food safety and quality were improved. The corruption, the fake and the inferior and the "three no" foods found in the inspections were strictly investigated according to the provisions of the Food Sanitation Law. Since the beginning of this year, a total of 220 food units have been warned within a time limit, 3 households have been banned according to law, 1 household permit has been revoked, and 800 kilograms of food that does not meet health standards has been confiscated and destroyed.

Second, the existing problems

In the past few years, although we have achieved certain results in the implementation of the Food Sanitation Law, there are still some difficulties and problems in our work. The main performances are as follows: First, due to insufficient food hygiene funds, food monitoring equipment is outdated, and evidence-picking tools are backward, which has affected the development of food hygiene supervision to a certain extent. Second, most of the food production and operation units are individual industrial and commercial households, lacking effective safety testing methods and quality control measures, and the operation and management are relatively backward. The food hygiene and safety situation is not optimistic. Third, some lawless elements often sell fake and inferior foods to rural bazaars and small shops. Farmers are easy to buy fake and shoddy foods. Rural food hygiene supervision is difficult, and rural food safety work is relatively weak.

Third, the next step is to work

First, we must further increase the propaganda of the "Food Sanitation Law" and the "Decision on Further Strengthening Food Safety Work" issued by the State Council on September 1. Led by the county government, in the main streets of the city and the various markets in the rural areas, through various forms of publicity activities, in-depth study and publicity of the "Food Health Law" and "Decision" spirit, understanding the common sense of food hygiene and safety, improve food hygiene practitioners And the legal awareness of the vast number of consumers, forming a good social atmosphere in which everyone cares about food safety and everyone values ​​food safety.

Second, we must strengthen the supervision and management of food hygiene and safety. Conduct regular inspections on all aspects of food production and management, conduct monitoring and inspection of sanitary conditions, strictly implement national health standards, crack down on illegal activities of unlicensed production and operation and sales of foods that do not meet health standards, regulate food hygiene market order, and improve food. Health and safety quality, and effectively protect the health of the people.

Third, we must improve the level of equipment testing technology. We will adopt various channels to improve the training and re-education of existing personnel, continuously improve the management level according to law, and improve the quality of food hygiene and safety management. Further increase capital investment, do everything possible to create conditions, gradually improve food hygiene testing equipment, increase equipment technology content, and provide quality and scientific services for the county's food hygiene and safety supervision.

Fourth, we must further strengthen the leadership of food hygiene and safety work. Continue to follow the government's unified leadership, departmental guidance and coordination, the joint work of all parties, high-level leadership, all-round operation, attach great importance to food hygiene and safety, increase efforts to crack down on investigations in accordance with the law, strive to improve food hygiene and safety supervision, and actively create food safety The good atmosphere ensures that the people of the general public use safe and secure food.
