The purpose is to further understand the basic situation of the party's work style and clean government construction work, and to identify the outstanding problems in the integrity and self-discipline of leading cadres in the city. The survey targets are representatives of municipal people's congresses and CPPCC members, leading cadres at all levels, general cadres of the organs, discipline inspection and supervision cadres, and relevant personnel of enterprises. Among them, the NPC deputies accounted for 5.18% of the total number of people surveyed, the CPPCC members accounted for 6.56%, the bureau-level leading cadres accounted for 8.53%, the department-level leading cadres accounted for 29.35%, the discipline inspection and supervision cadres accounted for 14.71%, the general cadres accounted for 30.02%, and the relevant enterprises accounted for 5.65%. The content of the questionnaire involves 34 small items in seven aspects of party style and clean government construction. A total of 5,793 questionnaires were distributed and 4,902 questionnaires were returned, with a recovery rate of 84.62%. The investigation report is as follows:

First, the basic situation of the questionnaire

1. Evaluation of the work of building a clean and honest government. It is believed that the work of party style and clean government in this region and the unit is 43.21%, which is considered to be better at 42.27%, which is considered to be 11.06% in general and 1.29% in bad. 2. Evaluation of the integrity and self-discipline of leading cadres. It is considered that 47.98% of the leaders of the region and the unit are clean and honest, 45.41% are considered to be basically clean, and 1.86% are considered to be unclean, and 4.22% are not known.

3. Responding to the outstanding problems in the integrity and self-discipline of leading cadres. In the first place is the public money to eat and drink, accounting for 33.03%; the second is the private use of the bus, accounting for 32.52%. The third is to use the leadership power or influence the private interests, accounting for 21.58%; the fourth is to run the official officials, accounting for 15.54%; the fifth is to violate the provisions of the money, accounting for 13.08%. The sixth place is high-consumer entertainment activities involving public funds, accounting for 8.69%. The seventh place is that the spouse’s children violated the regulations, and the business enterprises accounted for 8.14%. The eighth place is a serious violation of the interests of the people, accounting for 6.22%. The ninth is gambling, accounting for 4.18%.

4. Regarding which level of leading cadres have a more prominent problem in terms of integrity. It is believed that the bureaucrat-level leading cadres have outstanding problems in terms of integrity in terms of 32.86%; those in the township-level leading cadres are 22.82%; and those in the county-level leading cadres are 19.76%.

5. In which departments and areas, the current unhealthy trends and corruption issues reflect more prominent evaluations. The public security department accounts for 8.85%. The court accounted for 8.75%. The procuratorate accounted for 7.81%. The education sector accounts for 7.73%. The health sector accounts for 4.51%. The tax department accounted for 4.49%. The industrial and commercial sector accounts for 3.65%. Organizational personnel department, urban construction department, financial department, land planning department, transportation department, financial department, etc. are all around 3%. Among them, the NPC deputies considered that the proportions of the courts, public security, and procuratorates were 18.42%, 14.91%, and 13.16%, respectively. The CPPCC members considered that the proportion of public security and education departments was 12.09%.

6. The main reason for the current breeding phenomenon. It is considered that 68.81% of the supervisors are weak; 59.67% of them think that the punishment is not enough; 46.89% think that the regulations are not perfect; and 26.09% think that the ideological and political education is weak. Through the questionnaire, we can see that there are still some problems that cannot be ignored in the construction of party style and clean government in the city and the integrity and self-discipline of leading cadres. First, the more reflective problem is the public money to eat and drink and the private use of the bus. The NPC deputies and CPPCC members have reflected more prominently on these two issues, reaching 50%. There are also a certain proportion of issues that reflect the use of leadership power or influence the pursuit of private interests, running officials and officials, and collecting money in violation of regulations. Second, the unhealthy trend of the political, legal, and educational departments has not completely improved. In terms of honesty and self-discipline, it is believed that the problems at the three levels of bureau, department and department level are prominent at the bureau level.

From the questionnaire, the main reasons for the breeding of corruption and the solutions to the current corruption are the lack of supervision, inadequate punishment and inadequate regulations. The proportion of other personnel is relatively small, and the level of the questionnaire has certain limitations. Regarding the recovery rate of the questionnaire, the questionnaire recovery rate of NPC deputies and CPPCC members is not high, accounting for only 27%, indicating that there is still a lack of organizational work. In the design of the questionnaire project, there are still places that are not scientific enough, and some questions are not so good to answer.
