The evaluation of leading cadres by the faculty is an important power conferred by relevant laws and regulations. It is an effective form for the faculty and staff to exercise democratic management and democratic supervision in accordance with the law. It is an important manifestation of carrying forward socialist democracy and upholding the party's popular line. The spirit of the 16th National Congress of the Communist Party of China and the important measures to promote the party's "reliance" policy. Establishing a system of democratically appraising leading cadres is conducive to strengthening the building of cadres and improving the quality of cadres; it is conducive to enhancing the concept of cadres and the relationship between the party and the masses; it is conducive to strengthening the party's work style and building a clean government, and strengthening the self-restraint mechanism of internal supervision. In order to do a good job in the democratic evaluation of leading cadres in our park, the implementation measures are formulated in accordance with the provisions of the Education Law, the Teacher Law and the Provisional Regulations of the School Staff and Workers Congress.

I. The guiding ideology and principles of democratically appraising leading cadres

Guided by the spirit of the 16th National Congress of the Communist Party of China, in accordance with the requirements of the "three represents," we will further deepen democratic management, safeguard the democratic rights of faculty and staff, and promote the implementation of the party's policy of "depending on the faculty and staff to run schools." Democratic appraisal of leading cadres must adhere to the principle of "seeking truth from facts, being kind to others, and managing cadres by the party."

Third, the democratic review of leading cadres' programs

Democratic review leading cadres are conducted once a year, as follows:

1. The cadres are deported. The leading cadre himself will make a report on his debrief at the teaching representative conference. The contents of the report are the work situation, achievements, problems, reasons analysis and future measures and plans.

2, the public comment. The evaluation is carried out in two steps. The first step is to use the secret ballot method to evaluate the deputy leading cadres. The evaluation level is “satisfaction, basic satisfaction and dissatisfaction”. In the second step, the cadre review team convene a public forum or through individual interviews to conduct a back-to-back review of the object of the review. When making comments, be sure to be objective, fair, and comprehensive.

3, comprehensive finishing. Organize the representative comments, statistical evaluation results, and make a comprehensive evaluation to form a written report to the competent leadership and the higher authorities.

4, feedback results. The results of the review are the responsibility of the main leaders.

5, rectification and improvement. Convening a group of democratic life meetings, the cadres were evaluated against the opinions put forward by the public, carried out criticism and self-criticism, and proposed measures for rectification. Review and rectify the situation, and inform the participants through the meeting at an appropriate time.
