First, strengthen leadership and clear goals

1. 2. 3. In order to effectively improve the cultural quality of the cadre team, the SIPO decided to use the three-year period to implement the cadre team education upgrade plan, requiring those with high school education to participate in the specialist or undergraduate correspondence examination in the first year, with a specialist degree. The cadres are required to complete the study of the undergraduate program within two years. Those who have obtained the bachelor degree are encouraged to participate in the study and study of postgraduate students in this system. The county bureau will formulate specific reward rules to encourage further upgrading of further study.

4. In order to effectively improve the computer level of the contingent of cadres and enable the cadres to better adapt to the needs of modern office, the SIPO will strictly follow the prescribed steps of this Council's "Informationization Construction Outline" and require all law enforcement personnel to obtain all of them within two years. 5. In order to effectively improve the administrative law enforcement level of the cadre team, the SIPO will hold four training courses on laws and regulations within this year. The law enforcement officers are required to train at least four times a year.

6. 7. Second, develop a system to ensure time

1. The central group learning system. Every Friday afternoon, for the county bureau leadership team center group study day, the branch leadership team must also determine the corresponding study day, and the weekly study time is not less than half a day.

2. The learning system of the bureau. Every Monday afternoon, the cadre of the bureau is concentrated on the study day. Each branch office must also determine its own study day, and the concentration of study time is not less than half a day.

3. Establish a personal long-term learning mechanism. The principle stipulates that all staff members of the system shall be self-study for not less than one hour per day.

Third, take measures to implement the content

1. The county bureau shall, in conjunction with the actual and work needs of the unit, formulate a business learning and training plan for the whole year and implement it.

2. Learning and training institutions should summarize and report on the implementation of the learning and training program at the end of June and the end of December each year.

4. Fourth, strengthen assessment, and strive for effectiveness

2. Law enforcement personnel implement the post-training system. New law enforcement officers must carry out post legal knowledge training, and obtain administrative law enforcement certificates after passing the examination before they can go to law enforcement. For law enforcement officers of internal rotation, the county bureau will organize training in a unified manner, and only after passing the examination, can they work in a new position.

3. After the promulgation of new laws, regulations and rules, training institutions shall organize learning and training in a timely manner. Leading cadres and business backbones shall be completed within two months, and full-staff training shall be completed within three months.

4. The learning style should be flexible and diverse, and improve the learning effect. The combination of concentrated learning and self-study, the combination of leadership counseling and expert lectures, the combination of systematic learning and special lectures, the combination of training and learning exchanges, and the real effect of learning.

5. Organize system knowledge and law knowledge competitions from time to time every year, and give certain material and honor awards to those with outstanding performance.

6. Each year, a year-end legal and regulatory knowledge test will be held. Those who fail to pass the test will be allowed to retake the test once. If the test results are still not passed, the administrative law enforcement certificate will be withdrawn, the administrative law enforcement qualification will be cancelled, and the post will be treated. Only basic salary will be paid until the test is passed.
