After more than one year of unremitting efforts, the staff of the district office has completed the data entry and trial operation of the population information of the township unit. It also has obvious discrepancies with the data of manual statistical reports, and compares the total population, birth, death and other data with relevant departments. In order to solve the above problems, the Mindong City Population and Family Planning Bureau issued the "Notice on Carrying out the Work of Comparing Population and Family Planning Statistics", in accordance with the spirit of the Municipal Bureau's file notification, in order to do a good job of data comparison in our district. , to make the system data accurate and realistic, and truly play the role of the information system, specially formulated this implementation plan;

First, the guiding ideology

Guided by Deng Xiaoping Theory and the important thinking of the "Three Represents", establish and implement the scientific concept of development. In accordance with the overall requirements of "management complementarity, service interaction, and information exchange", focus time, concentrate strength, and focus on comparison to ensure statistical data quality. Meet the required standards and strive to raise the information construction work to a new level.

Second, the main tasks and work requirements

This statistical data comparison is based on the community-level "population and family planning family card", compared with the statistics of the public security, health and epidemic prevention, civil affairs and other relevant departments, focusing on the total population, birth, death, etc. Population data. By comparing and correcting the missing, missing, and wrong information of the “house card”, the case information of the township-level population and family planning management information system is revised and improved, and the overall improvement of the data quality of the population and family planning management information system is promoted.

The comparison work is carried out at the township level. The community is the basic unit of comparison work. The statistics of the total population, birth and death population are compared to the information collection, and the community can collect the collected materials directly by the community. The community collects feedback from the county level to the community, such as the birth information of health and epidemic prevention, and the death information of civil affairs.

Compare the total population. The key points are compared with the portal population of the Ministry of Public Security. The community compares the list of the registered population of the police station with the village-level “house card”. If the population of the Ministry of Public Security’s portal is checked, if the population and family planning department does not count, you can refer to the household registration. The population information is established to establish a card. At the same time, in comparison with the "house card" project, the missing, missing and wrong information can be supplemented and revised in time according to the population information of the Ministry of Public Security.

Compare the birth population. Compared with the information on the newborn vaccination of the health and epidemic prevention department and the information on the newborns in the public security department, the birth population, the birth vaccination information of the newborn vaccination information of the epidemic prevention department and the information on the settlement of the public security, the population and family planning department did not count, The card can be built with reference to the epidemic prevention department and the birth population information of the public security department. The same birth population in the same township is not allowed to repeat the card.

Compare the dead population. Compare with the information on the death of the portal of the Ministry of Public Security, the cremation registration information of the civil affairs and funeral management department, and the death certificate issued by the major hospitals of the health department. Any deaths that are checked out will be supplemented or revised.

Through comparison, the “house card” with missing, missing and misreported information should be supplemented and modified, and the case information of the township population and family planning management information system should be revised and improved; the new “house card” with complete information is directly Entered into the community population and family planning case management information system; the information incompletely entered into the township population and family planning case management information system "incomplete information module", and registered separately.

Third, the implementation steps

1. Start-up phase: April 27-30. The main task is to promote the launch and collect data to compare the relevant information.

The communities negotiated with the local police stations, health and civil affairs departments to collect the required data. The community shares cooperated with the relevant departments in four districts to communicate and coordinate.

2. Implementation phase: May 1st – 30th. The main task is to organize special personnel to carry out data comparison work, improve family card and supplement system data.

Organize a community-level family planning data comparison work meeting to decompose the data provided by relevant departments to the community level.

The community planning and staff members are verified on a street-by-street basis, on a floor-to-floor basis, on a household-by-house basis, on a case-by-case basis, and on a case-by-case basis. There is incomplete information, and it is not allowed to be amended in the "house card".

At the same time of data comparison, there should be a change in the original "house card" in the case of hooking, writing and scribbling.

The comparison data will be reported to the District Office of the Family Planning Office before May 20, and the district office will send special personnel to review the items one by one and item by item.

The comparison data of the community computer personnel after the review is correct and entered into the wis system before the end of May.

"House Card" Binding Archive: After the household card information is sorted, it is bound by the blue shell code produced by the whole city. The community is the unit, one book is bound by one hundred households, and one book is sealed by less than one hundred households. After the perfection, the original loose-leaf binding is changed to fixed binding. Each “Household Card” catalogue must be printed in a unified mode. The binding should be fixed with a string. The first page of each household card is the cover, the second page is the catalogue, and the third page is the official card. The cover and catalogue are all printed in a unified manner. The back card of each household card is printed on the unified font of the computer. The content of the back card is: household card number **** *** community *** building number ****----*** *.

3. Inspection and acceptance stage: June 1st – 15th. The district office organizes special personnel to conduct inspection and acceptance according to the township. If the standard of work requirements is not met, the district will report criticism.

Fourth, guarantee measures

1. Establish a leading group. In order to ensure efficient and orderly data comparison, the Chaoyang District Office established a leading group. The team leader is chaired by Wang Zhen, the director of the office. The deputy leader is served by Song Yang, deputy director of the office. The members are composed of district planning and family offices and community secretaries.

2. Establish a population information resource sharing system. The community shall, in accordance with the requirements of the “Jundong Municipal People’s Government Office’s Opinions on Establishing a Population Information Resource Sharing Mechanism” issued by the Zhengzheng Office, collect data from relevant departments before the 3rd of each month. .

3. The results of this data comparison work will be included in the year-end responsibility assessment.

4. Supervision and inspection. Every two weeks, the completion of the comparison work in the whole district will be tracked and supervised, and the progress of the work will be notified in the whole district. For the communities with slow progress, the Chaoyang District Office will send special personnel to the grassroots level, focus on supervision, and ensure the number comparison work. Going smoothly.

5. After the data comparison is completed, the Chaoyang District Office will appraise and commend the information construction of the whole district at an appropriate time. This data comparison work will be an important part of the evaluation.
