Guiding college students to promote social employment through science and technology entrepreneurship is one of the key tasks of the technology business incubator in a specific period. Establish a pilot program for college students' science and technology entrepreneurship bases, aiming at relying on the national science and technology entrepreneurship incubation system, providing entrepreneurial environment and hardware security, entrepreneurship training and counseling, professional technology public platform and investment and financing services, market expansion services, and national technology-based SMEs. Special advantages such as the support of technological innovation funds, guide the gathering of social resources, cultivate the entrepreneurial awareness and ability of college students, and continuously cultivate and reserve a large number of innovative and entrepreneurial talents for the implementation of high-tech industrialization and construction of innovative countries.

First, the guiding ideology

Under the guidance of the scientific concept of development, we will make full use of the technology enterprise incubation system to guide university students to promote social employment through technological entrepreneurship, promote the close integration of university education resources and industrialization of scientific and technological achievements, and provide fresh blood for the construction of innovative countries and foster reserve forces.

Second, the overall goal

Relying on the technology business incubator, it is planned to establish a group of college students' technology and entrepreneurship apprenticeship bases during the three-year period. Through the organization of four stages of college students' entrepreneurship training, entrepreneurial training, simulation entrepreneurship and entrepreneurship, we strive to absorb more than 30 college students' entrepreneurial teams on average, and establish 10,000 college students, and 7,000 graduate students, of which 500 are cultivated. The above-mentioned large-scale enterprises with independent intellectual property rights and incomes of 10 million yuan have driven tens of thousands of college students to find employment.

Through the construction of the base, the incubator will be guided to strengthen cooperation with the university, gradually establish and improve the entrepreneurial education and entrepreneurship training system for college students, and improve the entrepreneurial awareness and technological entrepreneurship of college students.

Through the establishment of a base, we will guide social resources to gather students' science and technology entrepreneurship, create a good entrepreneurial incubation environment, and form an all-round, in-depth and efficient entrepreneurial guarantee and operation mechanism.

By guiding college students to promote social employment through science and technology entrepreneurship, we will cultivate and reserve college students' scientific and technological innovation and entrepreneurial talents for the national high-tech zone "secondary entrepreneurship" and the construction of innovative national strategic goals.

Relying on the incubator to guide the government, universities, science and technology service institutions and various policy resources, forming a policy guidance, incubator support, production, study and research combination of college students' science and technology entrepreneurship mechanism.

Produce conditions.

The main body of the base is a technology business incubator. The establishment of the base requires the following conditions:

1. The incubator sets up a business incubator fund or fund of not less than 3 million yuan. Give priority support, funding or investment to university students' science and technology entrepreneurial activities and science and technology projects in the base.

2, incubator and a so-called university to establish a cooperative relationship to promote college students' technology entrepreneurship. It is clear that it provides convenience and support for college students' entrepreneurship in the aspects of university scientific and technological achievements transfer, laboratory opening, teaching and research resources, college students' school registration, household registration, and file management.

3. Establish a science and technology entrepreneurship training mechanism for college students. Conduct training on national science and technology industry policy interpretation, technology entrepreneurship case analysis, technology entrepreneurship consulting and guidance.

4. Organize college students' entrepreneurial practice and communication. At least one college student will be organized into an internship activity every year, and each period will generally be no less than 20 working days and 10 trainee positions.

5. Provide college students with simulated entrepreneurship services. Entrepreneurship consulting and project demonstration services are provided for each student's entrepreneurial team with at least 3 months of free work or public space.

6. Provide entrepreneurial services for college students. Including enterprise registration services, "one-on-one" entrepreneurship counseling, unified financial agency, free space with a total area of ​​not less than 500 square meters and a non-profit period of not less than 2 years, non-profit professional technology platform services and office equipment such as computers Guarantee.

7, has absorbed more than 10 college students entrepreneurship team, and promised to absorb more than 30 college students entrepreneurship team within 3 years.

Generate a program.

1. Recommended by the provincial science and technology department to the Ministry of Science and Technology. Recommended information includes:

The cooperation archives and materials of the incubator and the relevant institutions of the university on supporting the science and technology entrepreneurship of college students;

2. The Torch High-tech Industry Development Center of the Ministry of Science and Technology is responsible for data acceptance and condition review.

3. After the Ministry of Science and Technology reviewed and confirmed, it issued a list of “Pilot Units for Undergraduate Technology Entrepreneurship Bases”.

4. The approval period for each batch of bases is 3 years, and a batch of bases are reviewed and approved each year, and included in the annual statistical system and business guidance scope of the National Torch Program Incubator. The indicators are evaluated every year, and the conditions are reviewed every three years to implement dynamic management.

Guide the policy.

Within the scope of complying with relevant national science and technology, fiscal policies and systems, we will give priority support to base construction and university students' science and technology entrepreneurs.

1. Priority support will be given to the National Incubator Professional Technology Public Service Platform project serving college students' science and technology entrepreneurship, and the funding will be significantly improved.

2. Give priority support to the university students' entrepreneurial projects in the base of the National Science and Technology SMEs Technology Innovation Fund, and make special "identification".

3. Increase support for venture capital investment projects for university students who are engaged in venture capital and science and technology entrepreneurship projects of national technology-based SMEs.

4. Research and introduce other policies to support the construction of college students' science and technology entrepreneurship bases.

Base definition.

College students refer to college students, postgraduates and returnees who have not studied or graduated in higher education institutions for more than two years.

College student science and technology enterprise refers to a small-scale science and technology enterprise founded by a university student alone or a team of university students. It has the qualification of an independent enterprise legal person; the university student himself should be a full-time staff member of the enterprise, responsible for the main technology research and development or operation management of the enterprise, and assume the main duties. .

Undergraduate technology enterprises in the base usually refer to college students' technology enterprises whose entrepreneurship period is less than 36 months and whose registered capital is generally less than 2 million yuan.

Base management.

The pilot work of the college students' science and technology entrepreneurship base is included in the work system and management sequence of the national technology business incubator, and the annual indicator evaluation and dynamic management are implemented.

Support other social institutions and non-state incubators to carry out the construction of college students' science and technology entrepreneurship training bases. For those with significant results, refer to the definition criteria of professional incubators and prioritize them into the national incubator certification program.
