Summer Social Practice Report - Community Volunteer Service and Legal Publicity
Lead: From July 30th to August 8th, 2019, the author conducted summer social practice in the Democratic Community Residents Committee of Xicheng Sub-district Office in Jingzhou District. The practical topics were community volunteer service and legal publicity.
Jingzhou District is located in the northwest of Jingzhou City. It has jurisdiction over 7 towns including Jinan, Chuandian, Mashan, Balingshan, Lijing, Mishi and Yucheng, 3 sub-district offices in Dongcheng, Xicheng and Chengnan, 2 Taihu Port and Lingjiao Lake. Farm Management District and Jingnan Chengnan Economic Development Zone in Hubei Province. The towns have jurisdiction over 37 residential neighborhood committees. 133 village committees. The area covers an area of 1,045 square kilometers and has a population of 601,200.

During the summer vacation in 2019, the author conducted a 10-day social practice in the Democratic Community Residents Committee of Xicheng Sub-district Office in Jingzhou District. The subject of this practice is defined as “community volunteer service and legal propaganda”, and the activities of the author are also carried out around the theme of practice.
During the practice period, the office will reach the office of the democratic community area according to the working hours every day. In the initial stage, it is mainly familiar with the basic conditions of the jurisdiction, the surrounding environment and the scope of work. The author understands that the area of the Democratic Community Residents Committee of Xicheng Sub-district Office covers an area of 7,272 people, with an area of 0.8 square kilometers. The resident population is 8,272, with a population of 7,272 and a population of 210. Unemployed and unemployed 60 people. There are 407 low-income households with a total of 1010 people. The main work of the residents' committee is focused on civil activities such as marriage, household registration, social security, welfare, etc., which are closely related to the lives of the people, as well as comprehensive community governance. After getting familiar with the basic situation, the author began to work formally, and at the same time investigated and understood the relevant issues of the selected topics.
Volunteer service in China can be traced back to the activities of Lei Feng in the 1960s, while the real systematic volunteer activities began in the late 1980s. After extensive publicity and implementation activities, the foundation of society was established in 1994. In December, the Central Committee of the Communist Youth League officially established the "China Youth Volunteers Association". After more than a decade of development, especially the impact of some major events and events in recent years, it has greatly promoted the development of volunteer service.
Take the democratic community as an example, every year, we must carry out related voluntary services, including helping elderly people who are lonely, unemployed people, legal publicity and education, public security patrols, etc., especially in June this year, the Olympic torch relay passed through Jingzhou, which was transmitted in some sections of Jingzhong Road. In the jurisdiction of the Democratic Community Residents Committee, the neighborhood committee organizes volunteer security personnel to assist the public security organs in maintaining the order of the corresponding road sections under the unified deployment of the city, district and street. At the same time as these activities are carried out, the author also finds and understands that there are also some problems. It can be said that these problems are representative. It can be said that it is also a problem and difficulty faced by all grassroots units.
First, the development of some volunteer services is formal and sporty, and the resounding period during the activity service is not high. Lack of long-term, basic volunteering services;
Second, the proportion of volunteers engaged in volunteer service is relatively small, and the acceptance is not high;
Third, the professionalism of volunteer service personnel is insufficient.
Fourth, all sectors of the community have insufficient understanding of volunteer services, and there is a big misunderstanding of volunteer service. Some people believe that the misunderstanding of volunteer service is “sweeping the streets” and other activities, and some people do not cherish volunteer service.
The most important aspect in the construction of the legal system is the implementation of the law, and the basis of its implementation is the understanding and observance of citizens, and the basis for understanding lies in propaganda.
For thousands of years, China has ruled over the rule of law and power is greater than the law. From the proposal and implementation of the rule of law, the legal concept and legal literacy of the whole people have been improved. At present, China's National People's Congress and the State Council have formulated more than 400 laws and more than 800 administrative regulations. In addition, there are a large number of local laws, regulations and administrative regulations.
Legal quality is also a basic component of the quality of citizens, and this is a propaganda that needs to be organized by grassroots organizations. Every year, the legal publicity day and the consumer rights protection day community will carry out different forms of activities. According to the propaganda activities that the author has learned, there are certain effects, but there are also the same problems as volunteer services. It can be said that this is also a problem faced by many grassroots communities and units.
From the city to the district, the streets, the community are carrying out comprehensive social security management. The community is a grassroots unit and it is very important for the development of this work. Many problems arise with the grassroots, and solving these problems directly at the grassroots level can greatly reduce social costs. For example, some civil disputes that occur in the community can be greatly reduced by legal costs at the grassroots level. According to the relevant provisions of the Civil Procedure Law of the People's Republic of China, the trial period for ordinary civil cases is six months. If there are special circumstances that need to be extended, it can be extended for another six months. Some issues through mediation, persuasion of the parties to help the problem to resolve the grassroots, reward law enforcement costs. Make better use of legal resources. This requires everyone to raise the awareness of the law, and more importantly, the spirit of the rule of law in the law, which promotes the building of a harmonious society and the comprehensive management of public security.
The author is a law student. The reason why the practice topic is “community volunteer service and legal propaganda” is not only related to his major, but also considers the relevance of the two. In the volunteer service activities, the legal publicity is included, and the legal publicity is included. The activities carried out well have a great role in promoting volunteer service. At the same time, as a current college student, college students with law majors are volunteer activities, especially the legal publicity has a certain role in promoting their professional learning.

The serious employment situation requires us to value professional study in the university for four years, and at the same time, more important is the ability to apply professionally. The improvement of the application ability is multi-faceted. In addition to professional internships in professional organizations, legal publicity and legal consultation in the grassroots community are also very important. On the one hand, we have professional studies in schools, and there is a huge professional advantage in conducting basic legal propaganda and legal counseling compared with those who do not have systematic learning. On the other hand, the grassroots community lacks the corresponding number and long-term Active volunteers. Therefore, the author believes that our current law students should not only be limited to campus, but should also go out of school. They can use their spare time to carry out such volunteer services in the neighborhood of the school. This is not only beneficial for us to study at school. Professional knowledge can also improve the adaptability of entering the society after graduation. The development of this activity can be carried out through the use of organizations similar to the community, such as the Youth Volunteers Association, the Legal Service Group, etc., so that the organization can make this volunteer service more sustainable. The development of volunteer activities not only helps us, but also promotes the comprehensive social governance of the community. It also helps to balance the surrounding environment of the campus and improve the social reputation of the school.
Postscript: Through this summer social practice, I have a more intuitive understanding of some of the issues. At the same time, we also understand the hardships and dullness of grassroots work.
