Social Practice Report of the Three Rural Areas in the Summer of 2019


As a member of the “Three Rural Areas” service team of the School of Public Administration of Sichuan University, I went to Guang'an to pursue the footsteps of great men and pay tribute to the great achievements of great men. Under the leadership of the leader Xiong teacher, we took the infinite reverence for the great men and braved the heat to visit the Deng Xiao & Ping Former Residence Memorial Park. They visited Deng Xiao & Ping bronze statues and visited Deng Xiao & Ping’s former residence showroom. And Deng Xiao & Ping's hometown. Through the visit, we further understood the life of Comrade Xiaoping's magnificent and glorious struggle, and enhanced the sense of mission and responsibility of loving the party, patriotism and love of the school. I am deeply touched by the Memorial Park. Great men have gone to chase, but their spirit has always been a model for thousands of aspiring young people. As a member of a college student, students are also trying to build a great motherland along the footsteps of great men while pursuing great people. Putting the phrase "I am the son of the Chinese people, I deeply love my motherland and the people" inscribed in my heart, always urging and supervising myself.

After visiting the former residence of Xiaoping, our service team rushed to the city of Mingyue Town, Huaying County near the city for field research. They visited and interviewed two pig farms, a rabbit breeding base, and a rabbit meat processing company. The size, process and development of the company and the base. The main purpose of this trip is to understand the development of local towns and villages, and to provide them with the necessary help and support based on the actual situation and the advantages of our college. After consultation, our college and the town government plan to establish a long-term social practice base in Mingyue Town, train our team of student party members, and let the student party members use what they have learned for practice and hone and grow in practice.

This social practice includes students from various disciplines such as our college library, archives, labor and social security, and public service management. My major is information management and information systems. Before I went to the trip, I mainly focused on rural and agricultural informatization. I consulted a lot of books, websites and archives, and had a deeper understanding and detailed understanding of the situation of agricultural informatization in Sichuan Province. Township science and technology management personnel explained a wealth of materials for agricultural informationization. However, when we interviewed the secretary of the Party Committee of Mingyue Town, we found that Mingyue Town, a small town in Guang'an, was only a computer in the office of the mayor and secretary. The agricultural science and technology personnel had almost no access to the Internet and felt that Sichuan is currently present. There is still a long way to go to realize agricultural modernization or agricultural informationization.

Through this field research on Mingyue Town, I have a deep understanding of agricultural informationization. As for the glimpse of the leopard, the informationization construction in rural China started on the basis of the unfinished industrialization. In Sichuan, a large agricultural province, the process of informationization is characterized by complexity, long-term and arduousness.

The overall level is relatively backward, and the regional development is unbalanced. For example, although there are 6,000 agricultural websites in China, it is not proportional to the development of the entire IT industry, which is less than 10% of the total number of websites in the country, and only 0.3% of Internet users. % of users are farmers, the ratio of rural households who have access to market and technical information via the Internet is only 0.8%, and the Internet access level is 740 times that of rural areas. What's more serious is that these websites are really not very lively. Some of them have existed in name only, and they barely survived into agriculture, rural areas and farmers. The “last mile” problem that has plagued information users has become a huge bottleneck in the development of agricultural informatization. The majority of farmers rely on the Internet to obtain information for decision-making in agricultural production and sales, and still less than 1%. Personal experience and information from neighbors and markets to decide what to plant, how much to grow, and how much to sell. Moreover, the current website is less than East and West, there are 297 in Beijing, and only one or two in Qinghai.

The information management foundation is weak, the investment is scattered, and the construction is repeated. Some agricultural materials stocks are duplicated, and the investment is large but the utilization rate is low. The content of the agricultural website lacks industry characteristics or local characteristics. The information is open and low in sharing. The standardization and timeliness of information is poor. The website is established but the resource construction cannot keep up. There is a lack of development of first-hand resources and practical resources.

The development of the information market has just started, and it is still in the stage where the mechanism is not perfect, the information distribution program is not standardized, and the information user is not mature. The event of misinformation or misuse of information sometimes occurs.

Due to the constraints of economic conditions, some regions have insufficient investment in agricultural information infrastructure construction and policy support, which has led to slow progress in information construction.

Based on the development of national agricultural informatization and the provincial conditions in Sichuan Province, I believe that such countermeasures can be taken:

It is suggested to proceed from the actual application demand of rural informatization construction, stand on the national chess game, formulate policies from the giant view, carry out resource integration, make overall planning, rational division of labor, and step by step to strengthen rural informatization construction. At the same time, the integration of large-scale websites will be used to lead the dragon body and the dragon tail, which will not only play the information navigation function of the large-scale national agricultural website, but also show the local characteristics of the regional website, and improve the rural information construction in China. The overall level.

According to the development trend of international informatization, formulate relevant policies and regulations for rural informatization construction in China, formulate unified technical standards and information standards related to agriculture and rural informatization, standardize the management of rural informatization construction, and integrate with international information standards as soon as possible. Improve the openness and sharing of information in China.

Further strengthen the construction of rural informatization teams, attach importance to and plan to carry out the training of information teams, actively support and develop the organization of rural industrial associations, give full play to the role of association organizations and rural technology promotion stations in the construction of rural information teams at all levels, and Agricultural enterprises and large-scale enterprises with a high degree of agricultural industrialization will be developed from information service objects to information providers and information disseminators, and more farmers will use information to develop together.

Taking some of the most urgently needed and immediately available technologies as a breakthrough, establishing a national rural market information system and improving the rural market information service system at all levels, taking effective measures to regulate market information development and construction, and improve the timeliness and effectiveness of information. Enhance the market competitiveness of agricultural products, ease the contradiction between small production and large markets, and solve the problem of information exchange and circulation of agricultural products.

The main body of the initial stage of informatization construction is the government. Only the government can assume the responsibility of providing public communication facilities, establishing rural information systems, and providing information services. Therefore, governments at all levels must first establish information awareness in order to increase the construction of rural informatization. Funding and policy guidance and support will give stronger support to rural information research and development.

Actively develop software products and databases of information-based application systems with China's independent intellectual property rights and agricultural production needs, accelerate the pace of information technology research and products entering the market and transform into productivity; use government investment and social financing to gradually reduce The “digital divide” between urban and rural areas and the gap in rural informatization construction between the east and the west.
