Since the beginning of the year, we have been supervising and guiding each stage, and we have implemented the work one by one, always highlighting the "four catches":
A solid hardware construction. This is the basis for computer promotion. We squeeze out limited funds, strive for the support of the provincial bureaus, mobilize the enthusiasm of all parties, and provide the microcomputers with the basic units, but with the wider application of the microcomputer in the tax field, Almost all tax-related activities are included, and stand-alone operations are far from meeting the needs of most branch offices. System-wide network operations are imperative. To this end, we immediately conducted an investigation and put forward a set of solutions based on the principle of economy and practicality. We were fully affirmed by the leaders of the municipal bureau: simple wiring and peering of the tax offices and offices of 13 branches. The installation of the network; investment of more than 100,000 yuan, the seven branches from the dial-up to DDN dedicated line networking; allotment of more than 40 sets of various equipment. In this way, a tax management system with a high-end server as the core of the data processing core, a three-level wide area network and a regional network is formed, which is centered on the standard office room of the municipal bureau. The global connection becomes a stable and efficient computer network system; each station in the branch uses a single computer to perform its duties and share information; the efficiency of remote communication between the branch office and the municipal, municipal, and provincial bureaus is doubled.
Second, the software is applied. Together with the relevant companies, we have built the first electronic tax filing system of the national taxation department of the province, and then gradually promoted the 'IMB software developed by the provincial bureau. As of the end of last year, the entire tax business process has been basically covered, and the effect of the application has gradually emerged. Last year, I shifted my focus to the application of office automation, the production of web pages, the "Golden Tax Project" and the preparation of CTAIS. This was the top priority of taxation information construction at that time and in a certain period of time. We entered the preparation in advance, and held three sessions of office automation training in succession. All relevant personnel were trained in rotation, and the “Document Processing Procedures” was also worked out with the office. From hardware, software, personnel to procedures are all in place. According to the unified requirements of the provincial bureau, in January 2000, the global office automation system was successfully opened, and FTP file transmission, e-mail transmission and reception, online information release and download were realized. Various information on taxation work in the city can be found on the website at any time. Inquire. In September last year, when the leaders of the municipal government and some of the city's people's congresses inspected the work of the bureau, they gave high praise to our computer work. In order to ensure the opening of the "Golden Tax Project" and the AIS in 2001, since last year, we have been paying close attention to the network technology training and operation procedures of the national tax cadres; on the other hand, we have accelerated the pace of equipment renewal and network transformation in advance. The realization of the mutual advancement of software and hardware construction, the first to open the "Golden Tax Project" four-level network in the province, was repeatedly affirmed by the provincial bureau leaders.
Three grasp the talent training. Our center has fewer people, more things, and a higher technical content of work. Especially after the "Golden Tax Project" was launched, this string has been stretched very tightly. We adopted a "three-pronged approach" to make a fuss about the quality and quantity of personnel: First, sending out study. Last September, we overcame the difficulties of many people and sent a deputy director to the People's University of China. The four-month information management professional study. The second is the position training. We have established a regular meeting system for the central and lobby system administrators. We will adopt a combination of field meetings and online discussions every month to help you improve your ability to solve practical problems and create a good atmosphere for learning, doing, and improving. The third is to introduce talents. Under the concern of the party group of the municipal bureau, two computer undergraduate graduates were introduced through repeated investigations. Initially formed the echelon structure of computer talents, laying the foundation for the universal application of computer and network technology in taxation and upgrading of documents. Four grasp the standard management. The General Administration determined last year as the "Year of Information Management Quality". We seized this opportunity and took great measures to make the global computer specification management take a new step. First, formulate standardized management methods, scientifically set up positions, clarify operational procedures, establish quality assessment programs, follow-up management and responsibility allocation for personnel of various units, equipment storage and maintenance, procedures and requirements for operation, and effective use of information. Network security, etc., have made strict regulations. Second, conduct monthly online assessments of various grassroots units, item by item, and comprehensive scoring. Third, to promote the study, to use the test, to promote the test, to summarize the assessment at the end of the year, and to take appropriate forms of notification and reward. In order to promote the in-depth development of the information management quality year activities, our center focuses on the monthly science conference, checks the work of each staff last month, arranges the work of the month, plans the next month's work, and has deployment, inspection, There are implementations and echoes. In the past year, we have not had a major equipment, software system, and network security incidents, ensuring the normal operation of the overall work.
In short, in the information work of the past year, we have made new explorations and achieved new results. It contains the care and support of the leaders of the city bureau, which embodies the hard work and sweat of the comrades in the whole center, and also benefits from the understanding and cooperation of relevant departments and grassroots units. As the director, I did my best and did my best. I only did some work that I should do and do my best. This is a rare job opportunity, and it is also a huge work pressure. Even if I work overtime, even if I go to the west, even if there is something wrong, I have no regrets. The second gratification is that the relevant units have always cooperated. Information management is a service work. Without the full understanding and cooperation of various units, the entire city network cannot be connected. The third gratification is the sincere and effective cooperation of all the comrades in the center. Information management is a technical job. I am not a computer expert. But the comrades in the center are all expert talents. My important duty is to take good care of them, use them well, and play their expertise to create a division of labor and collaboration. A lively work situation with both discipline and interest. The fourth gratifying thing is that I have always maintained a strong professionalism. For me, information management is a very unfamiliar job. I honestly study, don’t know what to ask, don’t go to school, work hard, and work hard to coordinate up and down, left and right, inside and outside, and “people”. In the face of current reforms, I have to deal with unusual things with my usual heart. Since I was engaged in taxation work, I have gone from the grassroots to the organs, from the general staff to the "heads of the soldiers." No matter what position I am, I have to ask myself to be a man first, and then to do things. I never dare to give up the future, no matter the reform. The tide will push myself to any position, and I will try my best to make it: the position has changed, the requirements of the work cannot be changed; the duties have changed, the spirit of dedication has not changed; the content of service for everyone has changed, and the quality of service cannot be changed.
