First, establish a concept of administration according to law, focus on promoting fiscal reform, comprehensively regulate how financial management manages money, use good money, play a good role in regulating the financial situation, and promote the development of the province's economic and social undertakings. To this end, I led a group of people, conducted nearly half a month of research and research, and put forward the general idea of ​​the province's financial work, that is, to establish the concept of administration according to law and financial management according to law, working around the provincial party committee and provincial government center to protect Stabilizing, safeguarding reform, and ensuring development as the goal, through deepening fiscal reforms, standardizing financial management, and gradually establishing a financial operating mechanism that meets the requirements of public finances. Adjust the province's tax-sharing fiscal system in a timely manner. In order to further improve the province's tax-sharing fiscal system, in the second half of 2000, after examining the financial system and financial operation mechanism of Guangdong and Zhejiang provinces, combined with the actual situation of the province and the budget law to implement the tax-sharing system, proposed to adjust me. According to the adjustment plan formulated by the provincial party committee and the provincial government, the report was submitted to the Standing Committee of the Provincial People's Congress in a timely manner and implemented from 2001. The practice in the past two years has proved that the adjustment of the financial system of our province is successful. First, the provincial level increased the concentration of some financial resources, and enhanced the ability to support the development of the province's social economy and social undertakings, especially the establishment of a relatively standardized provincial financial transfer payment system. In 2001, the provincial financial arrangement was used for transfer payments to cities and counties of 2,320 million yuan, which was 6-5 times in 1999 and 4 times in 2000. The province's fiscal revenue increased by 18.5 billion yuan in 2000 compared with 1999. We will comprehensively implement rural tax and fee reforms and effectively reduce the burden on farmers. In the process of promoting the reform of rural taxes and fees in our province, as the director of the provincial tax reform office, I worked hard for the provincial party committee and the provincial government to make good ideas and be good candidates. In addition to doing a good job in propaganda and launching, tax reform program evaluation and approval, the investigation of tax and fee reform has been strengthened, and it has been treated seriously as an important political task in terms of thought and action. Since last year, I personally conducted a total of 18 tax reforms for more than 60 days. In particular, in the key stage of the nationwide suspension of the comprehensive implementation of the tax and fee reform, the site inspection of the preparations and implementation conditions of the tax reform work in Nantong, Taizhou, Suqian and other three cities, timely recommendations to the provincial leaders, and in the provincial party committee, the provincial government Under the strong leadership, we insisted on pushing the province's tax and fee reform to a comprehensive level. In response to the new situations and new problems that emerged during the reform, we have led the development of 12 rules and regulations on tax and fee reform and various supporting reforms. At present, the rural tax and fee reform in our province has achieved initial results. In 2001, the actual burden of farmers was reduced by 4.01 billion yuan, down 50.8%, and this year it was down 2% from last year. The settlement of village-level debts is progressing smoothly. By the end of June this year, the province had resolved the agricultural debts of 66.90 billion yuan, accounting for 39% of the total debt. The rural tax and fee reform in our province has not only been welcomed by the peasants, but also fully affirmed and highly evaluated by the Party Central Committee and the State Council.
Seriously implement the "Decision on Strengthening Provincial Budget Review and Supervision" by the Standing Committee of the Provincial People's Congress and reform the budget management of fiscal revenue and expenditure. In order to implement the decision of the Standing Committee of the Provincial People's Congress, the provincial finance has strengthened and improved the budget preparation work and comprehensively promoted the reform of the departmental budget. According to the work basis of our province, I propose to study and decide on the office meeting of the Office. In 2001, a number of provincial-level units were selected to pilot the departmental budget, which was fully launched in 2002. The departmental budgets of the eight pilot units, including the provincial courts, in 2001 were implemented after approval by the Fourth Session of the Ninth Provincial People's Congress. In 2002, the departmental budgets of 127 provincial-level units were reviewed and approved by the Fifth Session of the Ninth Provincial People's Congress, and were implemented on time and in batches. From the perspective of implementation, the transparency of the allocation of funds and the seriousness of the budget have been enhanced, and the phenomenon of arbitrary budgetary budget has been greatly reduced. In 2003, the budgeting of provincial departments was being carried out in an orderly and orderly manner, and cities and counties were actively piloting departmental budgets. At present, some provincial-level units and regions are conducting pilot reforms of centralized treasury payments. The fourth is to standardize government procurement behavior and further expand the scale and scope of government centralized procurement. The inspection and supervision of the implementation of the regular government procurement system was carried out, and the procurement behavior was gradually developing towards standardization. In conjunction with the promulgation and implementation of the “Government Procurement Law”, we will promptly formulate implementation opinions and relevant supporting measures, and do a good job in government procurement according to law. In 2001, the province's government procurement volume reached 4.5 billion yuan, an increase of 51% over the same period in 2000, and the savings rate reached 11%. In the first six months of this year, the province's government procurement volume reached 2.94 billion yuan, an increase of 59% over the same period last year, and the savings rate reached 11 to 41%.
Adjust the optimal spending structure to ensure that key expenditures such as payroll are needed. After I took office, I heard the most and the most stressful one was the problem of wage arrears. In order to solve this problem effectively, according to the provisions of the Budget Law on "preparation of expenditure budgets at all levels, we should make overall plans and ensure the key points", I have always asked all localities to give priority to the full and sufficient financial resources to arrange the wages of employees of government agencies and institutions that are uniformly stipulated by the central government. At the same time, the provincial finance takes care of the actual situation in some areas and provides financial assistance to the hardship areas through transfer payments. In response to issues such as the low political quality of a small number of cadres and the lack of strict political requirements, the ideological education of cadres of the whole system has been strengthened. Third, consciously accept the supervision of the Provincial People's Congress and its Standing Committee, conscientiously handle the recommendations of the NPC deputies, and comprehensively improve the provincial financial management level. During the annual budget preparation process, the relevant departments of the National People's Congress shall be informed of the guiding ideology and principles of budget preparation in a timely manner, and the review opinions of the relevant departments of the National People's Congress shall be accepted; after the budget has been reviewed and approved by the people's congress, the budget review report and the resolution of the General Assembly passed by the people's congress will be earnestly implemented. The second part has problems and efforts for two years. Although I have done some work and achieved some achievements, there are still some shortcomings. There are:
First, the implementation of financial regulations is not strong enough. In more than two years of work, although I tried my best to do administration according to law and manage money according to law, due to various reasons, in the implementation of the annual budget, there is an additional phenomenon in the application for funds of the unit; after the financial funds are allocated, tracking Insufficient questioning; there are violations of financial discipline in a few units at the provincial level, and supervision and handling are not enough.

Second, personal theory is not enough. Learning theory is self-conscious, persistent, and systematic. The implementation of various measures for theoretical study and education is not in place and the implementation system is not strict. In the study, there is a tendency to study economic theory, management knowledge and financial knowledge, and to study political theory, party building theory and knowledge.
Third, some work is not well grasped. There are still weak links in the adjustment of fiscal expenditure structure. The guarantee foundation for guaranteeing wages, “two guarantees” and “low-income guarantees” is still not solid; management work is lagging behind, and efforts to clean up the scope of financial supply still need to be strengthened; consolidation, improvement and improvement of rural taxes The task of reforming the results of the fee reform is rather arduous; the team building is not sufficiently strict, and the supervision mechanism is not perfect; the talks and ideological and political work of the general cadres of the organs are not in place, and some cadres are still unfamiliar.
Fourth, there is a gap between the construction of a clean government and the requirements of the central and provincial committees. The importance, urgency, long-term understanding and understanding of the party's work style and clean government building and the anti-corruption struggle are still insufficient. Although the phenomenon of cadres accepting food and so on is restricted, it has not disappeared. There are heavy business and light supervision.
Fifth, when there are many contradictions and pressures, there will be irritable emotions, sometimes not paying attention to working methods and methods. There is not much active communication with the fraternal units, especially the major economic sectors.

1. Take the lead in political theory and business knowledge learning.
