I. Unswervingly Advancing the "Three-in-One" Reform The first major event after I took office was the reform of the county's national taxation institutions. The second is to develop a plan. After careful planning, I personally participated in the formulation of 10 supporting programs to guide the overall reform, reported to the Municipal Bureau, and was recognized. These programs have been gradually improved in practice and have played a guiding role in the system-wide "three-in-one" reform. The third is organizational implementation. During the implementation of the program, I withstood the pressure from all aspects, seized the key links such as streamlining diversion and competition, and unswervingly implemented it, and promoted the overall process of reform. In the process of reform, although he has experienced the test of safety, honor and disgrace, success or failure, he seized the opportunity and won the initiative, laid the foundation for further deepening the national tax reform, and persisted in the unremitting efforts to build the team at all levels. From the beginning of the day, I will pay attention to the construction of the various levels of the team. In the construction of the county bureau's own team, through the implementation of the "Party's rules of procedure, the "Decision on Strengthening the Responsibilities of the Leaders of the County Board Leaders" and the "County Bureau Party Group" on Strengthening the Top Management The Opinions and other systems are all inclusive of the thinking, style, and discipline of the county bureau. At the same time, in improving the leadership method, we will guide everyone to continuously strengthen learning, strive to improve the leadership art, and further enhance the cohesiveness and combat effectiveness of the county bureau. In the construction of middle-level cadres and sub-bureaus, we will take reform as an opportunity to adjust the cadres through competition. More than 80 person-times have significantly optimized the age structure, knowledge structure and professional structure, and greatly improved the overall quality of middle-level cadres. In the deployment of general cadres, two-way selection was carried out, and more than 300 positions were adjusted, which promoted the rational flow of personnel and realized the optimal allocation of human resources. In particular, the overall quality of the county bureau and some important positions was significantly improved. Through persistent and unremitting efforts to strengthen the construction of the various levels, it provides a strong organizational guarantee for the healthy development of the county's national taxation.
III. Careful organization of taxation work I have worked hard to learn to apply Marxist system theory and methodology, and put forward the idea of ​​arranging the implementation of taxation work chorus with the main line of "four major battles". The first is the science and technology tax campaign. At the beginning of June, the county's taxation information construction work conference was held to systematically deploy the objectives, tasks and steps of the science and technology taxation campaign, and the promotion of CTAIS as a breakthrough, opened the prelude to the construction of tax informationization. The second is the taxation campaign in accordance with the law. At the beginning of September, the county’s Dongbao branch office convened the county’s taxation work conference, and took the branch as a pilot. Focusing on the implementation of individual tax classification management, and exploring the organic combination of taxation and tax collection and management, after this year’s pilot, A set of operational models with strong operations was summarized and promoted in the county. The third is the campaign to promote production and tax increases. In mid-October, the county's taxation work conference was held as an opportunity to launch a “ten one-one” project for the service economy in the county. The export-oriented economy focused on promoting the continuous optimization of the tax structure. The tax revenue of the economy has increased by 38% over the previous year, and it has become a new bright spot for economic growth. The fourth is the civilized tax campaign. Taking the convening of the county's national tax system spiritual civilization construction exchange meeting as a symbol, it puts forward the work requirements of optimizing services, civilized taxation, diligent and honest administration, and improving work efficiency, so that the mental outlook and work style of system-wide cadres There has been a noticeable improvement. The successive implementation of the "Four Major Campaigns" constitutes a complete system of taxation work. At the same time, the overall work has maintained clear-cut ideas, clear priorities, overall linkage, coordinated advancement, and consistent characteristics, reflecting the medium and long-term goals and stages. IV. Continuous innovation and preparation of tax management At the beginning of the county's institutional reform mobilization meeting, I clearly stated that taxation work should be continuously innovated, which is the fundamental driving force for the progress of the national taxation industry. This view is both a deep understanding of my long-term thinking and practice, and an important guideline for guiding me to carry out my work. Over the past year, four innovations have been highlighted. First, in accordance with the process of promoting modern taxation management, relying on CTAIS, reform and innovation of tax collection and management methods. Second, in accordance with the requirements of decentralization and decentralization, transformation of functions, reorganization of the responsibility system, standardization of work processes, and innovation of the operational mechanism of the organs. Third, in accordance with the requirements of rational order and standardized management, 75 new systems were established, 36 systems were revised, and innovations in the work system were carried out. Fourth, in accordance with the requirements of improving work efficiency and improving the office environment, the county office and the office buildings of the three sub-bureaus in the urban area were rebuilt according to modern standards, facilities were added, functions were improved, and the work environment of the institutions was innovated. V. Mutual Amalgamation, Doing a Good Job of Diligent and Clean Government Construction In strengthening the work of building a diligent and honest government, I have always adhered to three viewpoints: First, adhere to the high degree of unity of the work of building a clean and honest government and the work of the taxation center, and to understand the party style in essence. Looking back on my job experience in the past year, I feel full and gratified.
