Hello everyone!
According to the requirements of the district environmental protection performance assessment, the bureau needs to make a statement on the completion of the pollution control project and the environmental performance. In response to the annual environmental protection tasks, the bureau has formulated a special work plan, and detailed the breakdown of the plan, and implemented the responsibility to the relevant departments. The relevant work of the bureau is reported as follows:
I. Completion of pollution control and cleaning project According to the pollution control and cleaning project arranged by the district party committee at the beginning of the year, there are xx sewage treatment plant supporting pipe network project and xx road third phase project. According to the task arrangement, the bureau carefully organized and constructed, in accordance with the relevant national environmental protection laws and regulations, strict environmental protection in the construction of the project, successfully completed the above two engineering tasks. The following is the description of the project:
1. The supporting pipe network project of xx sewage treatment plant under the responsibility of our bureau, a total of Huangtian sewage pumping station, No. 2 sewage pumping station in the central area, No. 3 sewage pumping station in the central area, xx sewage pipeline, xx six road xx road intersection There are six sub-projects such as sewage and the No. 1 sewage pumping station in the central area. The project budget cost is 45.06 million yuan, and the contract cost is 36.41 million yuan. The main construction and pipelines of this system are designed according to the scale of 600,000 m3/d. The main construction content is sewage collection and transfer system, including sewage main pipe, sewage main pipe and sewage lifting pump station. The project will integrate the domestic sewage of Xin'an, Xixiang and Fuyong Old Towns into a unified pipe network system for centralized rectification and energy conservation and emission reduction, so that the urban environment of xx can be effectively purified and beautified. Through the cooperation of all parties involved in the war, the supporting pipe network project of the xx sewage treatment plant has completed the annual task of pollution control and cleaning in XX years according to the plan. At present, the above six sub-projects have all been completed and put into use, including No. 1 sewage pumping station, No. 2 sewage pumping station, No. 3 sewage pumping station, Xin'an 6th Road xx road intersection interception and Jiangangshan sewage pipeline and other five sub-projects. It has been handed over to the custody unit by the bureau, and the Huangtian Sewage Pumping Station Project is in the process of handover.
2. The third phase of xx road has a total length of 3.7 kilometers. The total length of the sewage pipeline and box culvert entering the xx sewage treatment plant in the north and south sections is 4,232 meters, which is the only passage for the wastewater from the xx sewage treatment plant. At the southern section of the xx road phase III municipal project, the sewage pipeline and box culvert entering the xx sewage treatment plant totaled 1,100 meters, which was completed at the end of XX and passed through the water. The xx sewage treatment plant has also been officially put into use. A total of 3,132 meters of sewage pipes in the northern section have been basically laid at the end of XX.
Second, the environmental performance According to the division of environmental protection indicators of the Environmental Protection Agency, the environmental protection work of the Bureau is mainly to promote the environmental protection of the project, combined with the characteristics of the work of the Bureau, to promote environmental protection of the project, mainly from water conservation, energy conservation, emission reduction and The special environmental protection measures have been implemented and achieved certain results. The environmental protection measures of the bureau are introduced as follows:
1. Water-saving for some government projects undertaken by our bureau, the bureau strictly follows the district's policy requirements for realizing water-saving projects, and implements the concept of water-saving throughout the whole process of project construction management, and implements the requirements of “three water-savings at the same time”. To be practical: First, in the early stage of the project, the bureau strictly controlled the design, incorporated various water-saving measures, water-saving equipment and appliances into the engineering design, and saved water from the source, and adopted the rainwater and sewage diversion system for municipal engineering construction. Effectively reduce the workload of sewage treatment; Secondly, in the implementation phase of the project, strengthen the quality control of the construction project, urge the supervision unit to strictly control the installation quality of the water pipeline, and avoid the waste of water resources caused by the quality of the project.
2. Energy Conservation The Bank has made new breakthroughs in environmental protection, energy conservation and circular economy development, implemented regulations, standards and norms related to building energy conservation, vigorously promoted building energy efficiency design, and actively explored effective ways for government projects to develop circular economy, and related departments. After the communication is coordinated, the energy conservation and environmental protection monographs are listed in the project proposal, feasibility study and preliminary design stage. As one of the pre-approval contents of the project, the building energy conservation and environmental protection objectives are clear, the measures are proper, and the funds are guaranteed. Through the promotion of new processes, new materials, new equipment and new technologies, the new scientific and technological achievements of energy conservation and environmental protection will be effectively applied to many government projects of the bureau. At present, solar thermal technology, permeable bricks, noise-reducing asphalt, low-e insulating glass, energy-saving lamps, frequency conversion energy-saving technologies, etc. have been widely used in government projects of our bureau.
3. Emission reductions Because some of the projects undertaken by the Bureau are located in the built-up areas, the construction and construction process will inevitably have a certain impact on the surrounding living environment. Therefore, it is required to have various pollutants generated during the construction process. Effective control to minimize the impact on the environment. In the actual construction, the construction road is sprinkled with water to prevent dust pollution, and the process of transporting earth and stone to the motor vehicle is strictly guarded to prevent spillage and flushing of the exit vehicle to avoid polluting the road. In view of water environment pollution, the strict environmental protection system and construction design during the construction period shall be formulated, and the disposal of pollutants produced during production and temporary living facilities shall be emphasized. The production and domestic wastewater and domestic garbage shall be stabilized and allowed to enter the urban pipe network. Construction waste and spoil shall be landfilled at specified points.
4. Special measures for environmental protection In the early stage of the project, the Office will entrust a number of projects responsible for entrusting relevant units with relevant qualifications through public bidding, conduct environmental assessment and soil and water conservation monitoring of the project, and prepare soil and water conservation plans for relevant projects and submit them for review. At the same time, the design unit is required to set clear requirements for environmental protection, and can make relevant engineering design in combination with environmental protection. The environmental assessment of the second phase of the xx road, the third phase of the project, the Xixiang Avenue-xx Avenue overpass, and the soil and water conservation monitoring of the second and third phases of the xx road were completed.
During the construction of the project, relevant control measures shall be taken for environmental protection, strictly in accordance with the construction of soil and water conservation plan, and water conservation monitoring shall be carried out on the project to prevent soil erosion caused by the construction. In order to reduce noise pollution, measures such as prohibiting whistle warning signs, planting noise-reduction green belts, rationally arranging construction time and transportation channels, and controlling road construction quality are set up in the construction to effectively reduce the adverse impact of the project on the environment.
Looking back on the work in the past year, although the SIPO has achieved certain results, there are still some tasks that need to be improved. In the future work, the SIPO will continue to work hard on environmental protection work, strengthen our understanding, and further reduce environmental protection measures. In fact, we have successfully completed the environmental tasks assigned by our superiors.
