加強培訓，全面提高全員電腦操作水平為了推進全系統計算機基礎知識的普及和oa辦公自動化進程,加快信息化建設步伐，實現公文內部流轉無紙化，有效提高工作效率，我局進行了一系列聯合辦學和系統培訓，取得了良好成效。
一是形式靈活，系統內外兩推進。年初我們和電腦學校聯辦了計算機基礎操作及oa辦公自動化培訓班，並組織人員積極參加市局相關業務操作培訓，又先後組織業務股室開展了經濟戶口、信用分類監管數據採集錄入培訓及執法上線培訓等，全面推進全員電腦操作水平和全系統信息化建設水平。
二是合理安排，工作和學習兩不誤。除系統內業務培訓外，聯合辦學培訓一般都在雙休日或夜間。參訓人員晚上學習理論，白天在工作中操作實踐，實現了培訓和工作相互促進、共同提高。
三是精選內容，業務和操作兩結合。我們按照學員的不同情況，分為基礎班、提高加強班和專業班，既普及計算機基礎操作知識，又培訓電腦套用業務骨幹。
四是好學上進，學風和作風兩促進。所有同志都分外珍惜學習機會，犧牲休息時間，克服各種困難，不僅提高了計算機套用水平，更錘鍊了工商隊伍積極向上、勇於爭先的精神風貌和團隊精神。
積極穩妥完成市場辦管徹底脫鉤工作
____年__月_日全省工商系統市場辦管脫鉤工作正式啟動以來，定遠縣委、縣政府高度重視，堅決貫徹執行省、市和上級有關部門辦管脫鉤的檔案精神，把市場辦管脫鉤工作作為一項重點工作，採取有效措施，狠抓落實，積極穩妥推進脫鉤工作，確保了我縣市場辦管脫鉤工作在____年_月底按期完成。
_、統一思想，提高認識，加強對市場辦管脫鉤工作的領導定遠縣政府成立了由縣長任組長，縣政府分管副縣長和有關分管領導為副組長，__個相關部門負責人為成員的領導小組。制定並印發了《××縣人民政府關於工商行政管理機關與所辦市場徹底脫鉤的實施方案》。縣委書記××四次聽取專題匯報，就脫鉤和維穩工作提出要求。縣長××和分管副縣長××多次就市場辦管脫鉤工作進行督導、調研、聽取匯報，專門召開了縣政府常務會議，多次召開領導小組會議，研究討論市場脫鉤工作。工商部門與縣經貿委保持密切聯繫，就移交的各項工作與相關部門進行了多次磋商，採取積極穩妥的措施，確保了市場辦管脫鉤工作如期進行。
_、明確責任，團結協作，切實維護脫鉤期間社會穩定縣政府及時作出部署，選派得力工作人員組成四個專門辦事機構，即：脫鉤辦公室、人事界定組、資產清理組、宣傳維穩組。先後召開了全縣工商系統公務員大會、分流人員動員會、工商系統老幹部情況通報會，傳達省、市政府關於市場辦管脫鉤工作會議精神，宣傳省、市、縣政府關於市場辦管脫鉤的檔案精神，做過細的思想政治工作，努力消除不穩定因素。同時制定了強有力的維穩工作方案，建立了層層包保和親情包保相結合的“雙包保”責任制，實行重點包保、結對包保、親友包保等強有力的_包保措施，變分流人員_為領導下訪，以座談會、個別談心等方式與分流人員及其親屬廣泛接觸，做到以情感人，以理服人，從而穩定了人心。通過細緻的思想工作，爭取到了大部分同志的充分理解和信任。他們對縣政府的脫鉤方案表示滿意，對省、市、縣各級政府出台的分流安置政策表示理解和擁護。
_、周密部署,按時交接,把辦管脫鉤各項工作落到實處我縣此次市場辦管脫鉤工作，分兩種類型實施脫鉤運作。市場服務中心及其所屬_個市場，__名正式人員，指定移交給縣經貿委；工商局勞動服務公司及其應脫鉤的市場臨時聘用人員由縣工商局實施改制和組織清退。____年__月__日下午，我縣如期舉行市場辦管脫鉤交接儀式，原工商部門所屬市場和市場服務中心人員實現了辦管徹底脫鉤。三月底，新組建的縣市場服務中心已正常運作，除退休以外的__名同志全部安排了就業崗位。與此同時，勞動服務公司改制和臨時人員清退工作也全面完成。
積極探索、努力推進契約監管基層化“七進”活動。
開展契約“七進”活動，是促進基層工商所契約監管機制全面深化，監管領域進一步拓寬，監管力度進一步加大的重要手段。為此，縣局領導高度重視，把契約“七進”活動擺上重要議事日程，並作為契約管理工作的一個重點。

二是借鑑經驗、整體推進。我局根據本轄區契約現狀，制定了切合實際的“七進”計畫，以創新的精神大膽實踐，並號召基層各所向契約“七進”試點所參觀學習，充分發揮基層契約監管幹部的才智，進一步提升工商形象。
三是重點突出，分類指導。全縣系統以省局開展的契約“七進”活動為抓手，以契約全方位工作為平台，全面調動廣大契約監管幹部的積極性，進一步提高契約監管水平，使“七進”活動開展的既有形式多樣又內容豐富。
通過全縣系統三分之二工商所的積極探索，我局契約“七進”活動初見成效。其中：契約七進幫扶進農戶達__萬餘戶、進企業__家、進現場__場、進鄉鎮_個、進市場_個、進社區_個、進商場_個。_月_日，××市工商局契約監管“七進”現場觀摩會在我局召開。與會人員現場觀摩了××、××工商所契約“七進”的軟體資料和活動開展的圖片展板，並參觀了××超市有限公司、××養鵝專業合作社、××米業有限公司、××米業有限公司等幫扶點，以及××契約進鄉鎮“七進”成果展示。省局××副局長對會議作了充分肯定，認為××縣局乃至××市工商系統契約“七進”工作“全面、規範、深入、紮實”，措施多、力度大、影響好，有經驗、有地位、有成果。
三、存在問題當前，工商行政管理面臨許多新的課題和挑戰，工商部門肩負的責任更加重大。基於新舊管理體制碰撞和辦公經費缺乏等客觀原因，我縣工商工作仍面臨諸多困難和問題。
_、人員少、任務重，隊伍整體素質與新時期監管要求不相適應。我局現有公務員___人，其中__歲以上占__，年齡結構不合理，文化層次參差不齊，影響監管水平的提高。尤其農村工商所，每所只有幾名公務員，管理著多個集貿市場、上百戶企業、上千戶個體、私營經營者，難以應對基本所需。
_、財政經費保障不足，執法裝備亟待更新。全縣__個工商所中，有的所無交通工具，有的所車輛老化，不能正常運行；全系統辦公設備配備少、配置低，與有效履行市場監管執法和維權職能的要求不相適應。
_、市場監管工作任務重、難度大、牽涉面廣，各種新問題、新難點層出不窮。尤其是查處取締無照經營和食品安全監管等項工作，往往要涉及諸多前置審批項目和眾多部門職能，牽涉層面廣、社會影響大、民眾關注度高，需要政府協調各相關部門齊抓共管，綜合治理。
四、____年工作思路下年我局工作的總體思路是：
以隊伍建設、效能建設為重點，在監管執法水平上有新提升。進一步加強領導班子和幹部隊伍建設；繼續強化效能建設和“一日工作秩序化”制度的執行和督察力度；加強信息化推廣套用工作；強化廉政建設。維護穩定大局，營造內和外順的和諧工作環境。
以加大服務力度為重點，在服務大局上有新拓展。切實發揮職能作用，提供高效、便捷的服務，努力最佳化環境，服務招商引資，服務新農村建設，服務工業園區建設。
以營造公平公正、規範有序、和諧誠信的市場環境為重點，在依法行政上有新成果。突出產品質量和食品安全監管力度；開展農資市場專項整治；嚴厲查處虛假違法廣告；加大商標保護力度；開展商業賄賂專項治理和打擊傳銷工作；加強對契約、經紀和拍賣行為的監管；嚴厲查處無照經營和假冒偽劣等各種違法經營行為。
以促進社會和諧穩定為重點，在維權能力上有新亮點。繼續推進“一會兩站”建設，把維權工作覆蓋到最基層；充分發揮協會和行業組織作用，引導廣大經營者誠實守信、依法經營、公平競爭；積極參與平安建設，維護社會和諧穩定。
著力更新思想觀念，努力創新體制機制。圍繞省、市局機構改革方案，在職能配置、機構設定、運行機制等方面進行相應變革，力求在工作思路、履職重點、能力素質等方面有新的提高。
