From the perspective of motor vehicle management, the Ministry of Public Security has mandatory regulations for the comprehensive safety technical performance of motor vehicles. All motor vehicles must carry out comprehensive safety technical performance tests. These two tests, which are listed by the Ministry of Transportation to increase the number of operating vehicles, increase the burden on the transportation enterprises.

SMEs generally reflect high financing costs. At present, SME financing is still dominated by bank loans. In addition to collecting loan interest from enterprises, banks at all levels have more than a thousand intermediate service fees for various names, and the phenomenon of “serviced” is widespread. According to our investigation, a company has a one-year loan of 6 million yuan to the bank. In addition to the normal handling of various mortgage guarantee procedures, it also has to pay an intermediary service fee of 298,000 yuan to the bank. In addition, banks are becoming more and more difficult to finance SMEs by “grasping the big and letting go” and “suspecting the poor and loving the rich”. This has led many companies to turn their attention to social financing usury. It has also stimulated many social and financial enterprises in the name of guarantee companies, pawn shops and microfinance companies to switch to loan sharks. The difficulty of financing SMEs not only restricts the development of enterprises, but also provides a breeding ground for illegal activities such as illegal fund-raising and usury loans. It is a scourge for social stability and economic development.
