"Safety and Integrity Enterprise" to create an activity implementation plan

In order to further consolidate the city's work safety production base, promote the full implementation of the company's safety production main responsibility, improve the company's self-safety management level, decided to carry out the "security and integrity enterprise" creation activities in the city. The plan is as follows:

First, the target requirements

Introduce the social integrity management mechanism into the field of safe production, and carry out the activities of “safe and honest enterprise” to cultivate a number of standardized enterprises with safe management norms and good reputation, and help a group of standardized enterprises with development potential and willingness to promote. To rectify a number of problem-oriented enterprises with poor safety management and many hidden dangers. Adhere to the principle of “being trustworthy, losing trust and being disciplined”, establish and improve the mechanism of safety and integrity incentives and restraints, so that “good enterprises can benefit, the average enterprise is at the level, and the problem enterprises are punished”, creating a “law-abiding, standardized, honest, and orderly city” in the city. "The new order of safe production. Through careful cultivation, assistance, and rectification, enterprises at different levels will be upgraded every year, upgraded every year, and strive to use three to five years to make the safety production level of key enterprises greatly improved.

Second, the condition standard

Standardized enterprise. The focus is on the cultivation of enterprises such as “coal mines, non-coal mines, smelting, dangerous chemicals, fireworks and firecrackers, civil explosives, construction, machinery, textiles”. The specific standards are implemented in accordance with relevant national safety production laws and regulations and industry standards.

Standardize the enterprise. Enterprises that choose a safer production base in different industries meet the following standards by helping:

1. Conscientiously implement the safety production laws and regulations, implement the commitment system, complete all kinds of administrative licenses, and have a strong sense of responsibility for safety production;

2. The organization and personnel configuration of the safety production management meet the statutory requirements;

3. The “three systems” specification for safe production is targeted and operability;

4. The safety production management mechanism is sound, the site safety management is orderly, there is no violation of regulations, illegal operations, and violation of labor discipline;

5. The operation mechanism of hidden danger investigation and management is sound, and the investigation and management of hidden dangers at the factory level, workshop, team and post are put in place;

6. The safety production education and training work was effectively implemented, and the relevant personnel's certificate-taking rate reached 100%, and the safety culture atmosphere was strong;

7. Report, evaluate and monitor major hazards according to law;

8. Obtain an occupational health administrative license according to law, and the occupational hazard prevention measures are effectively implemented;

9. Safety equipment and facilities are in good condition, and inspection, inspection and maintenance are carried out regularly;

10. The emergency rescue plan for safety accidents is perfect, and emergency personnel, equipment and drills are in place;

11. The investment in safety production guarantees meets the statutory requirements;

12. Actively cooperate with the relevant departments in the safety production administrative law enforcement and inspection work.

Problematic enterprise. Choose a group of enterprises with poor safety management and many hidden problems, organize their efforts to carry out centralized rectification, and achieve the following basic requirements through rectification:

1. The investigation and management of hidden dangers are basically in place, the general hidden dangers have been rectified in time, and major hidden dangers have been completely eliminated;

2. The “three systems” for safe production basically meet the requirements, and daily safety management is strengthened;

3. The work of safety production education and training is basically implemented, and personnel in important positions are required to hold certificates;

4, safety facilities, equipment inspection and testing and routine maintenance are basically in place, the operating state is normal;

5. There are emergency rescue plans for safety accidents, and emergency rescue personnel, equipment and drills are basically put in place.

1. Pull out the list. Before the end of March, the counties, high-tech zones and Baigou·Baiyangdian Hot Springs City and relevant departments of the municipal government shall, in accordance with the prescribed quantity, determine the list of standardized enterprises to be cultivated and the standardized enterprises to be assisted, and at the same time, according to the safety of the enterprises under their jurisdiction and their departments. The status quo of production, determine the list of rectification enterprises, and clearly identify the specific responsible departments and responsible persons for nurturing, helping, and rectifying enterprises, and report to the Municipal Security Committee.

2. Sign a letter of commitment. Before April 15th, all counties, high-tech zones, Baigou·Baiyangdian Hot Springs, and relevant departments of the municipal government will organize a letter of commitment with the identified standardized and standardized enterprise training targets, issue conditions and standard rules; and identify the rectification enterprises. Sign the letter of rectification and stipulate the time limit and requirements for rectification.

3. Develop incubation, assistance, and remediation programs on a case-by-case basis. Before the end of April, all counties, high-tech zones, Baigou·Baiyangdian Hot Springs, and relevant departments of the municipal government should organize experts and relevant personnel to go deep into the identified cultivation, assistance, and rectification of enterprises, and the difficulties in the safe production of enterprises. We will sort out the problems and weak links, and work out with the enterprises to formulate specific cultivation, assistance, and remediation plans.

4. Cultivate, help, and rectify. From the beginning of May to the end of July, the relevant enterprises will check and rectify one by one according to the relevant conditions and standard rules. At the same time, all the counties and experts from the counties, high-tech zones and Baigou·Baiyangdian Hot Springs City and relevant departments of the municipal government shall be responsible for subcontracting, stationed at the enterprise, and cultivated, helped and rectified on the spot.

5, demonstration of observation. In July, the Municipal Safety Supervision Bureau, together with relevant departments, selected one standardized or standardized enterprise in non-coal mines, hazardous chemicals, building construction and general industries, and held on-site observation meetings respectively; it is better to choose one or two rectifications. The company will hold a live experience exchange meeting.

6, organization acceptance. The acceptance of standardized enterprises shall be carried out in accordance with relevant national and provincial regulations. After the self-inspection and self-inspection of the standardized enterprise, and the cultivation and assistance work, the responsible department and the enterprise jointly submit an application for acceptance to the same-level security committee. Starting from August, according to the requirements of “mature one, one acceptance, one qualified, one file”, the enterprises that submitted the application will be organized and accepted by the municipal and county security committees. Among them: the Municipal Security Committee is responsible for the inspection of the enterprises directly under the provincial government and the relevant departments of the municipal government, directly under the supervision of enterprises and institutions, and at the same time conduct spot checks on the regulated enterprises accepted by localities and departments; other standardized enterprises are from the county and high-tech zones, Baigou · Baiyangdian Hot Springs organizes its own acceptance. For the rectification of enterprises, in accordance with the requirements of “renovating one, accepting one, qualifying one, and writing one”, the counties, high-tech zones, Baigou·Baiyangdian Hot Springs, and relevant departments of the municipal government shall organize the inspection and acceptance. Standardized and standardized enterprises with experience and acceptance as the “safe and honest enterprise” shall be registered and filed by the Municipal Security Committee.

7. Publicize and solicit opinions. In November, the Municipal Safety Supervision Bureau will be responsible for the acceptance of qualified and standardized enterprises, and will be publicized in the city through television or newspapers, and solicit opinions from relevant departments.

8. Summary of the licensing. Approved by the Municipal Public Security Committee, the list of standardized and standardized enterprises will be announced in the news media, and the company will be commended and awarded at the city's safety production work conference to inform the enterprises that have passed the inspection and acceptance.

Fourth, incentives and punishments

Preferential policies for standardized and standardized enterprises:

1. Propaganda in the news media, and notify the power, finance and other departments to improve the society's awareness of standardized and standardized enterprises;

2. Take a trusting attitude towards enterprises in terms of safety production, reduce the frequency of inspection and law enforcement, and create a relaxed business environment for enterprises to the maximum extent;

3. Enjoy preferential policies for non-stop production and non-stop business during special important periods.

Strict disciplinary measures are imposed on companies with the following conditions:

1. In the case of a standardization and standardization enterprise, if there is a safety production death accident or a major safety and dishonesty behavior, in addition to investigation and handling according to law, the title of standardized or standardized enterprise shall be revoked.

2. For enterprises that do not implement the main responsibilities, have chaotic safety management, and have more hidden dangers, implement key supervision, increase the frequency and intensity of daily inspections, and stop production and rectification in special important periods.

3. For “credit-stained” enterprises that have serious safety accidents and are not in the process of rectification, or resist law enforcement inspections and major safety production accidents, they are included in the “black list” and are subject to severe punishment according to law. Publicity on the news media, to send letters to corporate shareholders, finance, electricity and other units to strengthen social supervision and warning constraints.

V. Work measures

Strengthen organizational leadership. The municipal government set up a leading group of “Safe and Honest Enterprise”, led by deputy mayor Liu Baoling, deputy secretary-general of the municipal government, Wang Zhanyong, and Wang Xiangang, director of the Municipal Safety Supervision Bureau, and leaders of relevant departments, and counties, high-tech zones and Baigou·Baiyangdian Hot Springs City should also set up corresponding organizations to put the creation activities on the important agenda, strengthen organizational leadership, strengthen on-site guidance and inspection, and coordinate and dispatch in time to ensure the work is carried out in a solid and effective manner.

Fully publicized and launched. All relevant departments at all levels must conscientiously organize relevant enterprise leaders and management personnel to publicize the meaning of the “safe and honest enterprise”, the content standards for evaluation, and the program requirements of the selection, in various forms, and fully mobilize the enterprises to participate in the creation activities. Initiative and enthusiasm lay a good foundation for the smooth development of the creation activities.

Implement work responsibilities. All counties and relevant departments shall implement the responsibility for nurturing, helping and rectifying to specific departments and specific persons, clarify specific requirements, and stipulate time limits for completion. The Municipal Safety Supervision Bureau and the Municipal Construction Bureau should plan as early as possible, determine the target, divide the work according to the industry, and do a good job in planning, organizing and guiding the inspection of the on-site experience meeting and rectification of the on-site experience exchange meeting.

Strictly supervise the assessment. The “safe and honest enterprise” creation activities will be included in the key content of the annual assessment. Wherever the localities and departments that have not created the tasks are completed, the assessment at the end of the year will be disqualified. The Municipal Security Commission will organize its forces to conduct inspections and supervisions on the work of various localities and departments, and will seriously pursue the responsibilities of relevant personnel if they do not perform their duties seriously, do not act or act as chaos.
