Under the correct leadership of the school party committee and administration, especially under the specific guidance of the party and government leaders and the leaders of the school, the implementation of the important thinking of the "three represents" in practical actions over the past year, according to the strategy of building a world-class agricultural university The goal is to carry out international exchanges and cooperation in schools around the needs of school development, discipline construction and personnel training. The main work is as follows:

1. Study the spirit of the 16th Party Congress and the important thinking of the "Three Represents" and contribute to building a well-off society in an all-round way. This year, through the study of the archives of the 16th National Congress of the Communist Party of China, especially in the mid-10th of this year, we will participate in the young and middle-aged cadres of the Ministry of Education. The training class focused on the spirit of the 16th Party Congress and the important thinking of the "Three Represents", and the ideological understanding has been improved. To realize a well-off society in an all-round way, especially in rural areas, we must improve our political literacy and leadership skills. Under the guidance of the important thinking of the 'Three Represents, we must firmly establish a sense of serving the people wholeheartedly, and we must benefit from the development of the school. Starting from the overall situation of discipline construction and personnel training, do your job well. In the specific work, the school's educational foreign affairs work should reflect the idea of ​​serving education reform and development, serving modernization, and serving the overall situation of diplomatic work. In accordance with the overall planning and goals of the school's development, we must strive to introduce high-quality foreign education resources to serve discipline construction and high-quality personnel training. Adhere to the times, develop and innovate, adapt to the changing situation, research and solve new problems. It is necessary to continuously improve the service standards and efficiency of grassroots units and teachers engaged in international exchanges and cooperation, and provide quality services for the daily international exchange activities of the school. To be familiar with foreign affairs policies and to abide by foreign affairs disciplines, we must adhere to the principle and be flexible according to the actual situation.

2. Further promote the international cooperation in science and technology and education The substantive, in-depth and high-level cooperation in science and technology and education will play an important role in promoting the development of disciplines and improving the level of running schools in an all-round way. This year, in addition to continuing to promote scientific and technological cooperation with countries such as Europe and Japan, the focus is on cooperation with American institutions. Utilize the mechanism of the agricultural cooperatives of Chinese and American universities to strengthen exchanges and communication with the US, and actively propose areas for possible cooperation. At present, the project has been initiated or is under development, including a new round of cooperation projects between China and Germany, “Food Quality and Sustainable Development of China's Agriculture”; joint training with Masters of the French High Tech Group and n+i Engineers College; and Cornell USA Collaborative school and student exchange programs at the University, the University of California at Davis, and the University of North Carolina; and the University of Texas A&M University in food quality control and cooperative education. The above projects will further promote the cooperation between our university and world famous universities in science and technology and education, and expand the influence of our school.

3. Inviting international celebrities to come to the school to invite international celebrities to come to the school to give speeches is of great significance to improving the international influence of our school and expanding students' horizons. In the second half of this year, according to the instructions of the main leaders of the school, they organized or participated in the organization of the speeches of the Israeli ambassador to China, the US Deputy Minister of Agriculture, and the President of Israel. In addition, he also actively contacted the Agricultural Counselor of the US Embassy in China, and the Honorary Professor of the United Nations, the Director-General of the United Nations, to give a speech. The above work will significantly improve the level of international exchanges in our school.

4. Actively expand the enrollment of international students and continue to actively create conditions to promote the enrollment of international students. On the basis of the evaluation of the education management of international students in Beijing last November, our school has made our school a designated school for Chinese government scholarships and a designated school for Hong Kong, Macao and Taiwan students. In 2003, 16 government scholarship students and 1 Hong Kong student were admitted. At the same time, we actively worked with relevant colleges to expand the scale of language students. In terms of software construction, in cooperation with graduate schools, it is planned to select some disciplines. From the foreign language training programs of cultural and educational experts, we will focus on funding 2 to 3 disciplines to hire foreign teachers for a long time. The purpose is to enable these disciplines to be continuously funded after 2 to 3 years. A series of courses taught in English are offered independently, which provides corresponding software conditions for enrolling students, especially European and American students.

At the same time, it is important to emphasize student exchange as an important part of cooperation in inter-school exchanges to expand the number of international students.

However, due to the influence of SARS, the number of current students in our school has decreased compared with the past.

5. Participation in talent introduction in schools This year, we actively cooperated with relevant departments to participate in the introduction of talents in schools. Its main tasks include: strengthening contact and communication with overseas alumni and well-known experts of our school, and introducing to relevant units. In the formulation of foreign cultural and educational subsidy programs, funds were provided for the visits of foreign visiting professors and lecture professors of our school. At the same time, it provides convenience for foreign experts who come to the school to give lectures.

6. Strengthen contact with higher-level departments, and strive for funding to continue to strengthen contacts with higher-level departments and get their support in time. In the past year, the financial support from the higher education departments such as the Ministry of Education, the State Administration of Foreign Experts Affairs, and the Ministry of Science and Technology has increased significantly. Among them, the cultural and educational expert project has increased from 10 years in 2001 to 24 years, and has doubled in two years. If we add special funds for international conferences, etc., in 2003, the special expenses for foreign affairs received by our university from the higher authorities were three times that of 2001. In addition, we have won some key international science and technology cooperation projects of the Ministry of Science and Technology and bilateral cooperation projects between the Ministry of Science and Technology and the Ministry of Agriculture. The above-mentioned funding has provided a strong financial guarantee for the majority of teachers to engage in international cooperation. Therefore, it has obvious promotion effect in mobilizing teachers to engage in international cooperation and exchanges. For example, the number of international conferences hosted by our school has increased significantly this year.

7. Strengthen internal management and improve work efficiency. On the basis of existing human resources and financial resources, through rational division of labor and strengthening the standardization of work, and simplifying procedures, etc., improve work efficiency and service standards, and better deepen the internationalization of schools. Cooperation and communication work services. The main tasks include: unifying the staff of the whole office, and setting the A and B corners for all positions to ensure timely handling of various foreign affairs matters; strengthening the strength of the International Cooperation Section and implementing division of labor by region to ensure work. In-depth conduct; standardize foreign affairs approval business, simplify procedures; establish foreign expert database; strengthen financial budget management, improve resource utilization efficiency; adopt foreign management standards for cultural and educational experts, adopt unified management in the whole school, and use the project approval quota Improve the efficiency of capital utilization and the effect of attracting talents.

8. Strive to do daily foreign affairs work and ensure the normal operation of foreign affairs in the school. I have undertaken a large number of specific foreign affairs management tasks including: daily foreign affairs approval business; inter-school contact work; Sino-US cooperation between the two communities and the United States Contact and exchange and coordination with relevant member institutions in the country; coordination with relevant departments within the school. Other transactional work also includes receiving temporary visits, drafting various summaries, plans, plans, reports, letters, and English introductions to schools. For a variety of reasons, many of the transactional work is undertaken by myself, taking up a lot of time and effort.

9. Responding to emergencies and doing a good job in protecting foreign personnel One of the main tasks in the first half of this year is to protect the personnel outside the school. Before mid-April, our school has 150 foreigners. After the outbreak, strictly follow the unified arrangements of the school and the regulations of the higher authorities, timely check the number and status of foreign personnel, implement the responsibility system and various protection measures, formulate work plans, and provide convenience for departing personnel. Units and key personnel with more overseas personnel shall contact themselves on their own initiative, supervise and urge the inspection measures to be in place, and inform the school of the relevant situation in a timely manner. So far, no outbreaks have occurred in the overseas staff of our school.

The foreign affairs involved in the school are very wide. The achievement of the above achievements is the result of the personal guidance and participation of the school leaders. It is the result of the active participation of the majority of professional and technical personnel, and it is also inseparable from the joint efforts of all staff. In this regard, I would like to express my heartfelt thanks. I only played a role in which I should play.

However, on the whole, there is still a big gap between the school's international cooperation and exchange work and the status of the school and the goal of building a world-class agricultural university. The cooperation with world-renowned agricultural universities needs to be further strengthened. Foreign experts are hired. The level needs to be improved, and the work on talent introduction needs to be further strengthened. The substantive cooperation in education and science and technology needs to be further implemented. The links with international organizations need to be further strengthened, and the breadth of external publicity is insufficient. Personally, there is not enough understanding of the situation of cooperation and communication, the work is targeted, the initiative is insufficient, and it is caught in a transactional work, and the overall situation is not considered enough.

In the future, we must truly set the goal of building a world-class agricultural university, and focus on the overall situation, planning and deepening substantive international cooperation and exchanges. It is necessary to strengthen cooperation with world-renowned universities, strengthen links with distinctive foreign institutions, and achieve strong cooperation; focus on inviting world-renowned scholars and celebrities to visit the university; and deepen international cooperation and exchanges to enhance school awareness and school Level; continue to take practical measures to expand the enrollment of international students.
