The implementation of comprehensive environmental improvement, urban work has made new progress. Strengthen environmental management and prevent industrial pollution. Although the Office attaches great importance to environmental pollution complaints and properly mediates, it has eliminated some hidden dangers caused by social unrest, but such as: hotel fume pollution, coal-fired boiler dust pollution and noise pollution are still hot spots for public complaints.

The main reasons for the pollution caused by hotel smoke pollution are: First, the urban planning is unreasonable. The residential buildings on both sides of the street are planned to be commercial and residential buildings. According to the relevant laws, commercial and residential buildings can operate the catering industry. The environmental protection department cannot prohibit commercial and residential businesses. The hotel is opened in the building; second, the industrial and commercial department does not need to go through the approval of the environmental protection department before issuing the business license. After the opening of the business, the environmental protection department can intervene in management; the third is the lack of very mature fume control technology in China.

The main reason for the serious pollution of small boiler smoke is that the bathing industry in our city mainly uses small coal-fired boilers, and the dust-removing facilities for pollution control have higher cost and little governance value; while the oil-fired boilers and electric boilers are too expensive to operate. Most owners are discouraged.

Sixth, the phenomenon of pollution rebound of “15 small” enterprises such as small papermaking still exists. Since last year, the city has resolutely banned and shut down the “15 small” enterprises. Many departments have jointly conducted many on-site inspections. Most enterprises have cut off power, dismantled production facilities and cleaned up the production site, but However, some production facilities in Luxi County have not been dismantled, and the site cleaning is not complete. The phenomenon of unauthorized production recovery has occurred. Even several paper mills in Luxi County are being added. The main reasons are: small papermaking and other “15 small” enterprises have small investment, quick results, and good economic benefits, and most of them are in remote villages, and the supervision of environmental protection departments is weak.
