1. In the "strike hard" rectification struggle and maintain social stability. By adopting: First, adhere to the "two basics" to ensure the effectiveness of the attack; second, strengthen the guidance and investigation and evidence collection, and strengthen the joint efforts to combat crime; third, strengthen supervision, strict law enforcement, and resolutely prevent and correct the ineffective combat; Fourth, the focus of supervision Measures such as cases have fully exerted the functions of reviewing and approving and made due diligence to maintain social stability. Since the crackdown, the province has arrested 32,660 suspects, and the average time limit for handling cases has been shortened from the original four days to 2.3 days.
2. In strict enforcement, to ensure the quality of the case. By adopting: First, correctly grasp the conditions of arrest, and do a good job of review according to law; second, strictly control, control the abnormal growth rate of non-catch rate; third, pay attention to measures such as tracking and checking the quality of case handling, and pay close attention to the quality of case handling. Through the review of the 2002 non-capture case and 180 cases of withdrawal, non-prosecution, and court acquittal, the accuracy of the arrest case increased from 99.5% to 99.94%. In general, the quality of the case is good.
3. Strengthening "two" supervision and safeguarding judicial justice. By adopting: First, implement the "top-ranking" project of criminal case supervision, and build a large-scale supervision structure; second, strengthen publicity and broaden the source of the case; third, adjust the direction of work and expand supervision of new fields; fourth, strengthen coordination and cooperation with public security organs. The establishment of a joint conference system; the fifth is to intervene in the investigation activities of public security organs in a timely manner, and give full play to measures such as guiding the role of investigation and evidence collection to intensify supervision work. Last year, the province notified the public security organs to open 1,344 1508 people, ranking third in the country; a total of 56 people were intercepted and arrested, 2,074 2,975 people were involved in the investigation, and 1,550 2,265 people participated in major cases, and achieved good legal results. 4. In the prevention of crimes and the maintenance of the legitimate rights and interests of young people. By adopting: first, actively participate in the research on prevention of job crimes; second, comprehensively implement the comprehensive management requirements of the investigation and supervision link; third, create a good social environment and other measures conducive to the healthy growth of young people, and seriously carry out crime prevention and establish excellent youth rights protection. Post activities. Last year, three grassroots colleges in the province's procuratorial system won the title of national excellent "Youth Rights Protection Post"; 13 hospitals won the provincial "Adolescent Rights Protection" title. The Investigation and Supervision Department was awarded the title of Advanced Collective for Juvenile Protection Work by the Provincial Minor Protection Committee.
5. In deepening reforms and improving work efficiency. Continued to carry out reforms in the investigation and supervision departments of the province to guide the investigation and evidence collection and review the arrest work methods and deepen the pilot work of the procurator. A total of 53 grassroots investigation and supervision departments have been identified as pilot units for the procuratorate; the ability to guide the investigation and evidence collection and the “review of arrest cases” have been generally enhanced throughout the province.
6. In-depth investigation and research, and strengthen the guidance on the next. By adopting: First, strengthen the horizontal contact with the public security, courts and other departments for the difficult problems encountered in law enforcement practice, conduct in-depth discussions, and create conditions for strict law enforcement; second, form a work promotion group to make a package, and go to the grassroots level on a regular basis. Guidance; the third is to select trees and promote experience. The "Compilation of Cases for Supervision of Provincial Cases" and "Compilation of Investigation and Supervision Work Experiences" were compiled and selected, and five advanced models such as the Investigation and Supervision Department of Jiamusi City were selected for promotion, which promoted the in-depth investigation and supervision of the province.
7. Strengthen management and improve the team's quality. Focusing on a series of work arrangements such as "establishing five advantages room" and "establishing a learning-oriented office" in the provincial party group, we will do a good job in team building with a high standard and strict requirements in a pragmatic and responsible manner. Through the establishment of activities, the concept of work learning and learning work has been further established. In order to promote the healthy development of investigation and supervision.
Although some achievements have been made in the investigation and supervision work, I still feel that there are some problems that cannot be ignored: First, the ideology is not liberated, the pace of reform is not big; second, the imbalance of work is carried out, and the case is supervised. There are still blank spots in the work; the third is that the problem of inefficient work of some police officers needs to be solved urgently.
Since March 2003, I have been transferred to the "Procuratorate College Building" Infrastructure Office by the Party Group. The work of the office is under the responsibility of Comrade Wang Jinli.
