I was the director of the Provincial Planning and Economic Committee in April 1996. I was re-elected in 1998. In the past seven years, I have a heavy responsibility in this important position of the giant economy, mainly because of the wide scope of work, heavy tasks, and high requirements, which are related to the overall economic and social development of the province. First, on the implementation of duties, do a good job in developing the first priority.
Since the beginning of ****, as the person in charge of the comprehensive economic management department, I have earnestly performed my duties, arranged the national economic and social development of the whole province as a whole, and while focusing on the staff of the provincial party committee and the provincial government, I concentrated on the development of the first. Important tasks have been focused on five areas:
Elaborate the "10th Five-Year Plan". The "10th Five-Year Plan" is a major event in the overall development of Jiangsu. Since 1999, I have been responsible for organizing a special team to prepare the "10th Five-Year Plan". First, we conducted systematic research on 43 topics, providing detailed information and decision-making suggestions for the plan. Under the leadership of the provincial party committee and the provincial government, we have proposed the "10th Five-Year Plan for National Economic and Social Development of Jiangsu Province" for more than two years. It was officially adopted at the Fourth Session of the Ninth Provincial People's Congress in early 2001. At the same time, ten special projects have been compiled.
In the planning process, we conducted in-depth research on major decisions. Regarding the development goals, the overall goal of "enriching the people and strengthening the province, taking the lead in basically realizing modernization" was put forward, and putting the rich people before the strong provinces is the first request. With regard to the development strategy, on the basis of the original four major strategies, the new urbanization strategy was newly formed, and the five major strategies for the development of the 10th Five-Year Plan were formed. Regarding the overall thinking of the "10th Five-Year Plan", it puts forward the general requirements for development with the theme of development, structural adjustment as the main line, system innovation and scientific and technological innovation as the main driving force, and the improvement of people's material and cultural standards as the fundamental starting point. All of these constitute the core idea of ​​the "10th Five-Year Plan" and reflect the spirit of the times of the "10th Five-Year Plan". I have picked up the fifteenth "planning innovation" and received the attention and affirmation of the State Planning Commission.
Develop an annual plan to improve development stability. The formulation of the annual plan is the main function of the Planning Commission. From September each year, I will begin to deploy the development plan for the next year's development plan, analyze the economic development situation through investigation and research, comprehensively balance the expected goals of the annual plan, and focus on new research. The decision-making measures provide planning opinions for the provincial party committee and the provincial government, and report to the provincial people's congress.
In order to implement the expected goals of the project, we have strengthened the economic monitoring work, and carried out economic analysis every quarter every month, and proposed systematic economic forecasts and countermeasures every six months, and reported to the provincial party committee and the provincial government. In recent years, the recommendations of the Commission have been paid attention to by the provincial party committee and the provincial government. Since the provincial party committee filed the entire surplus in 1998, the national economy has faced challenges such as the Asian financial crisis and deflation. By strengthening economic monitoring, there has been no ups and downs. . The stability of the province's economic growth has been significantly improved. The annual economic growth rate is around 10%-11%, which all meet the annual economic growth target, which is 2-3 percentage points higher than the national growth level, and maintains the second largest economy in the country. The status has achieved steady and sustained growth of the national economy.
Seize the opportunity to adjust the economic structure. Since the reform and opening up, the province's economy has developed rapidly. After systematic analysis, I believe that it has mainly seized two opportunities, namely the opportunity to develop township enterprises in the 1980s and the opportunity to develop an export-oriented economy in the 1990s. After the economic development entered the transition period after 1998, in response to the emergence of the buyer's market and deflation, I proposed to adjust the economic structure as the third opportunity for Jiangsu's development. This proposal was affirmed by the provincial leaders and formed a consensus in the province. In recent years, structural adjustment has achieved initial results and played a key role in the stable economic growth. In the "10th Five-Year" development proposal, the central government proposed to make a strategic adjustment to the economic structure. This is the main line of work, and Jiangsu was the first province to propose.
The industrial structure is the core of the economic structure. As the planning committee, the focus of structural adjustment is to develop high-tech industries and service industries. The key to the development of high technology is industrialization. I started from the reality of Jiangsu and developed my own characteristics. I proposed five high-tech industrialization priorities, mainly software, mobile communication, optoelectronics, nanomaterials and modernization of traditional Chinese medicine. We organized five industrialization projects and supported them from projects and policies. More than 50 projects have been included in the national high-tech special projects. With the adjustment of the international economic structure and industrial transfer, I propose to build three high-tech industrial belts, namely the IT industry belt along the Shanghai-Nanjing Expressway, the new material industry belt along the south line of the Yangtze River, and the new pharmaceutical industry belt along the Yangtze River. The planning is being completed, the total output value reaches 24% of the province's industry, and grows at an annual rate of more than 20%, becoming the leading force for upgrading Jiangsu's industrial structure. Informatization is a strategic measure to cover the overall situation of modernization. In the past few years, I have fully promoted the construction of information technology in Jiangsu. I have led the organization of “Enterprise Internet Project” and “Home Internet Project”, and now I have promoted 250,000 enterprises to access the Internet and 2.3 million households. Home online. After hard work, I listed Jiangsu Software Park as one of the top ten bases for national software industrialization, and helped Nanda Sofite Software Company to successfully list in Hong Kong and won the national key support.
Vigorously developing the service industry is a key point in the adjustment of industrial structure. According to the requirements of the State Planning Commission, it is necessary to increase the proportion of the service industry in the total economic output and the proportion of employees in the industry. For this reason, the Committee has focused on developing new service industries. In recent years, I have grasped the modern logistics industry, formulated the province's logistics industry development plan, and identified key logistics construction projects; firstly grasped community services and opened up new employment areas. In recent years, more than 70% of new jobs in the province have been created. Service industry provides. In response to the WTO, we have recently introduced the opening up plan for the service industry in Jiangsu Province in order to benefit from the first-mover effect of the opening of the service industry.
Vigorously expand investment demand. Since 1998, the state has implemented a proactive fiscal policy and made important decisions to expand domestic demand and promote growth. The Provincial Planning Commission has done a lot of work as a provincial giant regulation and control department in expanding investment needs. In recent years, the annual growth rate of fixed assets investment in the province is above 10%, and the total investment has always remained the second in the country. The total amount of this year has reached more than 370 billion yuan, and the contribution of investment to economic growth has reached 50%.
In order to expand investment, I have focused on two aspects: First, the national debt project, due to the relatively adequate preparation of the Jiangsu project, since 1998, the province has 306 national debt projects, with a total investment of 937. 4 billion yuan, and its Chinese debt funds. 155.59 billion yuan, these projects are related to Jiangsu's infrastructure construction, support the development of agriculture, industry, high-tech, urban and social undertakings, and play an important role in economic growth. Second, organize major construction projects. Since 1998, we have fully promoted hundreds of large-scale projects such as highways, railways, Yangtze River Bridges, machine-taste ports, nuclear power, urban and rural power grids, communication networks, natural gas, major industrial infrastructure, and social undertakings. Construction. At the same time, the “10th Five-Year Plan” major construction design was compiled, and 110 large projects with an investment of more than 1 billion yuan were included in the scrolling plan with a total investment of 700 billion yuan. By introducing to the bank and signing a financial cooperation agreement, the first batch of funds will be 160 billion yuan. The construction of these large projects will have a major impact on Jiangsu's economic and social development.

Actively promote the development of the northern Jiangsu region. According to the status quo of Jiangsu's regional development, in the formulation of the "10th Five-Year Plan", the Commission put forward the decision-making opinions of "three major regional classification guidance", mainly to improve the development level of southern Jiangsu, promote the rapid rise of the Soviet Union and the development of the northern Jiangsu. Advantage. To this end, the provincial party committee and the provincial government held symposiums on regional development in northern Jiangsu, Suzhong and southern Jiangsu last year, and proposed to guide and guide the decision-making in the three regions. In order to speed up the development of northern Jiangsu, the province's development office was established in the province, and the planning committee was responsible for it. This is an important measure for the implementation of the 10th Five-Year Plan. Through investigations, the North Jiangsu Office proposed work proposals to accelerate the “four transfers” of the development of northern Jiangsu, namely, fiscal transfer payments, industrial transfer, labor transfer, and transfer of scientific and technological achievements, which were affirmed by provincial leaders. Last year, I led the head of the Office of the Planning Commission to the office in northern Jiangsu twice, helping the five cities in northern Jiangsu to solve a number of practical problems and tilting major construction projects and funds to the north of Jiangsu as much as possible. At the beginning of this year, I led Nanjing's colleges and universities and scientific research institutions to discuss technology projects in northern Jiangsu to promote the transformation of results. More than 270 projects have been implemented, which better meet the demand for scientific and technological achievements in the development of northern Jiangsu. Under my advocacy, the Provincial Planning Commission's poverty alleviation point Fengxian County has established the “China Fruit Network”, which has been widely sold overseas through e-commerce and has achieved remarkable results.
Practically promote the administration according to law.
Our party has always attached importance to administration according to law. In order to standardize administrative behavior, the party committee has formulated the "Administrative Provisions on the Administration of Jiangsu Province Development Planning Committee" to make specific requirements and standards for administration according to law.
Strengthen legal publicity. Our committee has established a leading group for the legal system of publicity and education of the provincial planning committee with the main leadership as the leader, formulated the five-year plan and annual plan for the popularization of the law, and carried out various forms of legal education activities. After years of study and propaganda, the planning and administration system has continuously strengthened its sense of administration according to law, and its administrative capacity has been gradually improved. In particular, leading cadres have taken the lead in learning the law, knowing the law and using them, and formed a good atmosphere of administration according to law.
Seriously legislate for law enforcement. In recent years, our committee has actively participated in the legislative work, and has carefully drafted a number of local regulations and government regulations, including the “Regulations on Enterprise Technology Progress in Jiangsu Province”, “Interim Measures for Bidding and Bidding Management of Mechanical and Electrical Equipment in Jiangsu Province”, and “Economic Savings in Jiangsu Province”. The Energy Regulations, etc., the "Measures for the Inspection of Major Projects in Jiangsu Province" currently being drafted is planned to be introduced this year. In order to strictly implement the tendering regulations, the Commission has formulated the “Measures for Reporting Violations of Laws and Regulations in the Bidding Activities of Projects in accordance with the Law of Jiangsu Province”. Since the implementation, the investigation has handled a number of suspected illegal cases and verified the illegal bidding units or individuals according to law. Penalties were imposed. At the same time, the committee has inspected a number of major projects, proposed rectification opinions on the illegal activities that occurred during the construction process, and dealt with the phenomenon of unreasonable charges found in the construction environmental inspection.
Actively clean up normative files that do not comply with WTO rules. Our committee carefully organized the cleanup of the normative archives of the Planning Commission, and included 172 normative archives of the scope of clean-up. After cleaning up, it decided to abolish 60, accounting for 35%, and revised one, accounting for 0.6%, and retaining 8 4 to 60%, transferred to other departments to handle 54 cases, accounting for 31.3%, temporarily reserved 49, accounting for 28.5%, has been cleared in the "Jiangsu Economic News" and the website of our committee and other media to announce.
Seriously implement the resolutions of the National People's Congress and handle the representative's recommendations.
Implement target management. Every year at the provincial people's congress, I was entrusted by the provincial government to report to the provincial people's representatives on the implementation of the previous year's national economic and social development plan. At the same time, the opinions on the planning arrangements for the new year were discussed and approved by the provincial people's congress. After execution. We have carefully implemented the government work report and plan report passed by the people's congress. In order to ensure the implementation of the planned goals, since 1996, I have organized the goal management in the provincial planning committee system. The target tasks that will be adopted are implemented in the provincial planning committee system, and the overall objectives and key tasks are tracked and evaluated to promote the completion of the objectives. From the perspective of practice, the effect of target management is good.
Do your best to make representative suggestions. Over the years, our committee has been a NPC deputy to recommend large accounts. The total number of representatives of the 9th National People's Congress from the 1st to the 5th National People's Congress was 178, including 109. After all efforts, all the suggestions were completed on time, and the quality of the management was continuously improved. From the feedback of the delegates The satisfaction rate reached 99%. The leaders of the Provincial People's Congress and the Personnel Representative Liaison Committee of the Provincial People's Congress fully affirmed the work of the recommendations of the Committee. At the special meeting held in 2002, the Committee made an exchange speech as an advanced unit. Its main feature is that the leaders attach great importance to it. Grasp; strengthen system construction, form a set of normative procedures; strengthen the opening of the door, pay attention to actual results. For example, at the Fourth Session of the Ninth National People's Congress, the delegates paid great attention to how to speed up the development of Northern Jiangsu. The relevant proposals received by the Commission reached 8 pieces. In order to handle these key suggestions, we invited more than 20 representatives to come to Ning, to hold a proposal to hold a symposium, listen carefully to the opinions of the delegates, and conduct in-depth communication with the representatives. After the meeting, I led the relevant personnel to conduct a special investigation and study. The delegates fully affirmed the serious style of handling the recommendations of the committee.
Strengthen the construction of institutional style.

In order to strengthen the construction of the organization's work style, the committee will carry out the "double creation and double competition" activities with the "three excellent and three satisfactions" as the main content, which is an effective mechanism for successfully promoting the coordinated development of the two civilizations. The activities are led by the main leaders, and the objectives of the two civilizations are decomposed into various departments, and the assessment, assessment and recognition are carried out at the end of each year. In the past few years, the "Double Creation and Double Struggle" activities have achieved good results, fully mobilized the enthusiasm of the various departments and government cadres, and played an important role in promoting the work style of the whole committee.
Adhere to reform and innovation. In the reform of the government, in recent years, we have focused on reforming the administrative examination and approval system. So far, our committee has carried out a second cleanup of administrative examination and approval items. The first batch of cleanups reduced 15 items of examination and approval, and the second batch of cleanups proposed 22 items to be cancelled. 46.8% of the second batch of cleanups. We will also take measures to simplify the procedures, improve efficiency, and so on, and we will serve the economy wholeheartedly, serve the society, and serve the enterprise. Our committee also reformed the cadre personnel system. We attach great importance to the building of a clean and honest government. Do a good job in building the leadership team.
It is essential to do a good job in building the leadership team itself. This is the fundamental reason for improving the combat effectiveness of the organization. Over the years, the leadership team of our committee has changed frequently, but always maintains a good mental state and work style, mainly to insist on three: First, adhere to conscious learning. The Party Group Learning Center group will concentrate on learning once a month, and I will take the lead in learning. It is mainly to study the important arguments of Marxism-Leninism Mao Zedong Thought, Deng Xiaoping Theory and General Secretary Jiang's "Three Represents". At the same time, he will study the important instructions and archives of the party, the state, the provincial party committee and the provincial government, and learn business knowledge such as economy and science and technology. Through learning, everyone has improved their awareness and increased their initiative and responsibility. Second, insist on strengthening unity. II. Problems and Directions in Work Over the years, the province's national economic and social development has made gratifying achievements. I have also made new improvements in my work practice and achieved some experience and achievements. However, compared with the situation of the development of the times, there are still many gaps and deficiencies compared with the requirements of leaders and comrades. The main problems are:
First, systematic research on major issues of overall long-term nature is not deep enough. In the formulation of the "10th Five-Year Plan", although we conducted special investigations and studies, we still did not go deep enough. In particular, we only focused on special research and neglected systematic research, so that we could not grasp the development trend of some giant indicators. quasi. For the forecast of power supply and demand, during the “10th Five-Year Plan”, the situation of electricity consumption in the late “Ninth Five-Year Plan” was continued, and the annual growth rate was 6%. However, after 2000, the situation has changed a lot. In the three years from 2000 to 2002, the province's electricity consumption growth accelerated, with an average of more than 10%, mainly due to rapid economic development and large growth in domestic electricity consumption. Sufficient estimate. At the peak of power consumption this summer, there has been a phenomenon of limited gate pull-up in southern Jiangsu, and the power in northern Jiangsu has not been resolved due to the cross-river passage, which is unable to balance the electricity shortage in southern Jiangsu. This is due to our lack of system for power supply and demand forecasting and regional balance. Caused by research. At present, there is still less than 3 million watts of electricity in the late 10th Five-Year Plan. We are taking effective measures to solve it. This case shows that we have not systematically studied the major issues of the overall and long-term, and we should deeply reflect on it, take it seriously, and improve it.
Second, in the economic development of Juguan, the quality of economic growth is not enough. The province's economy is developing rapidly. Many aggregate indicators such as gross national product, fiscal revenue, foreign trade import and export volume rank second in the country, but the quality of economic growth still needs to be improved. Some per capita indicators such as per capita GDP, Per capita fiscal revenue, disposable income per capita and net income of farmers are lower in the country than in Shanghai, Zhejiang, Guangdong and Fujian. In particular, the comprehensive economic benefits of enterprises are not high, the two funds are high, and the losses are significant. These indicators are worse than Shanghai, Zhejiang, Shandong and other places. This is mainly due to the backwardness of economic growth and the gradual development of extensive development. This stubborn disease has been formed for many years. Although we have made demands every year, there are not many measures, insufficient strength and unsatisfactory change.
Third, it is not enough to grasp the transformation of administrative functions. For a long time, due to the constraints of the planning economy, our system thinking is not liberating, and the functions are not changing fast. Compared with the advanced areas of Guangdong and Zhejiang, there is still a big gap. Some comrades are still satisfied with the approval of projects and files. Put enough energy into the development research and economic monitoring of the giant economy. In particular, the reform of the investment and financing system, our ideology is not enough, the sense of innovation is not strong, there is the idea of ​​waiting for the country to issue policy files, and there is no initiative to carry out reforms. In the face of the rapid growth of investment, recently we have formed a reform opinion, reforming the investment and financing system within the local responsibility, in order to promote the internal mechanism of investment growth.
Fourth, there is not enough progress in promoting regional coordinated development. A prominent problem in Jiangsu's economic development is that regional development is very uneven. Many per capita economic indicators, the best county in southern Jiangsu and the worst county in northern Jiangsu are more than ten times different. Some cities in northern Jiangsu are still lower than those in western provinces. Average level. To this end, we proposed three regional classification guidance decisions in the “10th Five-Year Plan”, but there are not many methods in actual work, and the intensity is not great. In particular, how does the North Jiangsu exert its late-comer advantage, how does the Soviet Union integrate into southern Jiangsu? Problems such as the sector have not yet come up with effective measures of the system. The development of regional coordination has not progressed rapidly, and the gap between the North and the South has further widened. We will conduct in-depth research and come up with practical measures to solve the problem of regional development imbalance.
Fifth, there are still weak links in the internal construction of the organization. In recent years, although the internal construction of the Provincial Planning Commission has done certain work, there are still many weak links, mainly because the management of the cadre of the government is not strict enough, and the awareness of a small number of cadres is not strong; some rules and regulations are in the form and the implementation is not effective. As a result, the problem of disciplinary violations still occurs; the reform and development of the subordinate units are not well grasped; the entire organization needs to be further improved.
In the above problems, I have to bear the main responsibility as the number one leader. The main reasons are: First, the emancipation of the mind is not enough, and it is bound by the economic thoughts of the project for a long time.
I am accustomed to following traditional management models and working methods, lacking the spirit of bold innovation. Second, in-depth investigation and research is not enough. The institutions are busy with affairs, attending many meetings, and having many activities. They have not used enough energy to conduct systematic investigations on global strategic issues, which has affected the depth of decision-making and work. Third, party spirit is not enough, and the education and management of cadres are lost. In particular, the supervision and management of the personnel around them is not strict, and violations still occur. All of this must be taken seriously and improved.
To this end, I propose a new direction of efforts: strengthen learning, constantly improve my own temperament, to adapt to new development needs; advance with the times, reform and innovation, accelerate the transformation of the functions of the planning committee system; deepen the reality, strengthen systematic research, in On the giant view, we will better grasp the economic and social development of the province; increase efforts, promote the implementation of major decisions and key projects, and spend more time on implementation; strictly manage and further improve the construction of organs and cadres.
