1. Actively prepare for the CTAIS system.
Since the beginning of the year, we have been taking the CTAIS pilot work as a major event, researching measures, and getting started early. The first is to choose "main force." In the first half of the year, two batches of cadres were selected to go to the Henan and Jilin State Taxation Bureaus that have already opened the CTAIS system to learn about the basic principles, operating modules and operation of CTAIS. The third is to do a good job of "warming up." In order to ensure the CTAIS implementation work, we asked the comrades of the Municipal Information Center to set up a back-end database for us and installed the CTAIS simulation network. In this training preparation stage, the analog network client has been added, and the basic data of 20 key business households has been entered as an example. Second, organizational coordination is difficult. Since the work of the fuel dispenser's tax control device involves many departments such as the Technical Supervision Bureau and the Industrial and Commercial Bureau, it is also necessary to assist the public security department. Therefore, in order to make the work go smoothly, my team members and I have communicated with the responsible persons of these departments on a number of occasions to clarify their respective responsibilities and negotiate cooperation methods. The units in each unit are formed to form a joint working group and go to various gas stations for on-site work. After our efforts, all of the 237 tankers at the 70 refueling stations in the city were equipped with tax control devices and were successfully initialized.
3. The remote electronic filing service is opened to XXX households, and the tax control cash register is installed with XXX households.

At the same time, the pilot industry taxpayers' meeting was held many times, special lectures and publicity papers were held; the principle of “who is responsible for installation” was adhered to, and the implementation of tasks was linked to the use of cadres' rewards and punishments, which enhanced the work of cadres. power. Due to the strong organization and proper measures, a total of XXX enterprises in the city have installed tax-controlled cash registers within the prescribed time limit.
While promoting the use of new methods of collection and management, we have also strengthened the management of tax law enforcement inspections, tax returns, general taxpayers and civil welfare enterprises, two-level assessment, and small-scale enterprise invoices. 2. Grasping the implementation of the system has brought the management of cadres to a new level.
After the institutional reform, we have supplemented and perfected more than 30 work systems, including fund management, computer use, value-for-money, and dress-up, clarifying the duties and responsibilities of all units and staff, and at the same time, exerting the rules and regulations through the implementation of the system. In the specific work, it is to grasp the relationship between big and small. "Catch the big" is to take good care of the major issues in the bureau, adhere to the collective decision-making system of major issues, pay attention to the collective wisdom, and ensure that the decision-making does not deviate. "Let the small" is to refine the big things into small things, and implement them to the specific directors, departments and executives. For more than a year, in order to give full play to the strength of the people to do every job, I have always adhered to two principles for the management of cadres: First, "strict management." The second is to "protect and care", to care for the suffering of the people, to think about what the people think and what the people want, to help them solve their living difficulties and to eliminate worries.
