I came to the Foreign Economic and Trade Bureau on April 18 when I was institutional reform last year. It plans to import 129.9% of the US$55 million; the total import and export volume is 346.69 million US dollars, of which exports are 231.28 million US dollars, up 23% year-on-year, ranking second in the autonomous region; for enterprises to fight for foreign trade development funds, export subsidies and other funds 1546.8 Ten thousand yuan; Victory switch at Mandula Port; successful completion of institutional reforms, etc. In short, all work has achieved considerable development. Now, the overall enthusiasm for work is high, and the leadership team is united and pragmatic, and there has been an unprecedentedly good situation.
When I was in office, the main leaders of the bureau were studying in Inner Mongolia. I was in charge of the work until mid-July. At the same time, I was in charge of the Office of the Bureau of Foreign Affairs, the Foreign Economics and Foreign Affairs Section, the Municipal Government Port Office and the Office Affairs Center. Below, I will give a brief summary of the work of the Foreign Economic and Trade Bureau: I. Ideological and political factors I have been educated by the party for many years, especially after I took the leadership position, I can conscientiously implement the party’s line policy and policy, and have strong The theoretical and policy standards, the overall concept, and the daily care of the country are very concerned about the development of the country and the development of the city. After the Second Committee of the 9th Municipal Committee of the Municipal Party Committee, I feel that the new Municipal Party Committee is focusing on the efforts to promote the construction of a strong economic city. It is believed that Baotou is promising. The facts of one year prove that the work of the Municipal Party Committee has grasped the fundamentals. As a functional department cadre, in the work closely around the work of the municipal party committee and the work objectives of the bureau, down-to-earth, seriously and earnestly do their jobs. I can adhere to principles and do things according to law in my work. The foreign complaints I have in charge of the work are more difficult. Last year, there were 5 disputes, such as Dahua Food Company, Dahua Ceramics Co., Ltd., Wangdefu Knitwear and other Sino-foreign joint ventures. After the foreign complaints, I went to the company to understand the situation and listen to the two sides. He has presided over the coordination meeting and put forward a solution. It not only safeguards the rights and interests of both Chinese and foreign joint ventures, but also solves the problem according to law. In my work, I can unite my comrades to take the lead and care for the people. During the construction of the Mandula Port, the conditions were very difficult. I and the comrades lived and ate together at the scene. Due to the special nature of the work, they often could not eat normally. Thanks to our leading role, the comrades of the construction and supervision units were greatly encouraged and ensured the smooth progress of the work. Second, organizational leadership I have strong organizational leadership. In the last year's work, the main performances were as follows: 1. In the two months since I arrived, I have presided over the daily work. The port work has officially started construction and reception work, and there is still a general work to be done. More complicated, Comrade Xu Wensheng’s weekly return to the report and arrangement, mainly by me. Since I am in charge of attracting investment, I am responsible for the arrangement of foreign businessmen, economic and trade negotiations, etc. Since May, the bureau has received more than 20 domestic and overseas study groups, mainly including Taiwanese business delegations, Hong Kong business delegations, Malaysia, Singapore delegations, Korean Chamber of Commerce delegations and so on. Hosted more than 20 meetings. From the reception plan to the economic and trade conference arrangement and sightseeing inspection, I am responsible for the implementation, and the organization and work are well-organized and effective. The city leaders and guests were very satisfied and played the role of promoting Baotou, making friends and attracting investment. 2. The biggest energy I invested last year was the construction of the Mandula Port. After officially taking office in late April, preparations will begin. On May 3, surveying and mapping personnel will be sent to the map of the port of Mandula, and the first phase of the project will be taken. Many times went to call for customs, inspection and quarantine, border inspection and other institutions' opinions and repeated revisions. The construction plan was basically determined in June. This program not only embodies the intention of the municipal party committee and the municipal government to build the Mandula port as a first-class land port, but also meets the requirements of the switch in the same year. It still leaves room for development. After the approval of the municipal government, it officially started construction in mid-July.
Since the construction of the Mandula Port was included in the budget for the year, and the planning and construction plan was relatively advanced and the scale was large, the funding gap was quite large. After the project started, I actively reported to the government for funds. With the support of the leaders of the municipal government, I gradually solved some funds and ensured the normal construction in the early stage of the project. According to the goals set by the municipal party committee and the government, the switch was overdue in the middle of the year. The time was mid-October. Due to the large amount of construction, poor construction conditions, difficult transportation, and low capital availability, it was quite difficult to build the switch. Under this circumstance, I actively contacted the port office of the autonomous region to obtain financial support. Under the leadership of the municipal government, I won the state financial fund of 1 million yuan through the port office of the autonomous region, which played a decisive role in the successful completion of the project.
The project entered September, only one month before the scheduled completion time, but the project completed one-third of the project, and as it continued, it was absolutely impossible to finish the work. In order to achieve the switch target of the year, I proposed to increase the construction team and first fund the construction. According to this decision, five construction units have undertaken renovation, external network, wall and other projects, and the project was basically completed by the end of October. During this period, I almost always lived in the port command, and the workload of each construction unit was arranged once a day during the inverted work period to ensure the smooth completion of the project. Especially in the later stage of the project, in addition to conducting on-site construction and implementation of the configuration of the working and living facilities of the joint inspectors, it is necessary to do the switch preparation work. There are a lot of work, but I can arrange it freely, so that the Mandula port will be successfully switched on December 23, realizing the goal of this year's switch determined by the municipal party committee and the municipal government. Third, work style I have a strong career, no matter what work can do all the hard work, no compensation, no personal gains and losses, and do a good job. In the work, we can persist in seeking truth from facts, starting from reality, not only on the top, not on the books; we can go deep into the front line, conduct in-depth investigation and research, listen carefully to opinions from all sides, propose solutions; be able to unite comrades, have strong coordination skills and solve problems. The ability to handle difficult problems. In the construction of the Mandula Port, I have visited the port more than 30 times and stayed in Damaoqi, Mandula Town and the port for nearly 100 days. In the most critical September and October of the project, most of the time, the command and coordination were carried out on site to solve the problems in the construction. The comrades of the supervision unit and the construction unit said that if I was not on the scene, under such bad weather conditions, so many construction units would work together and it would be impossible to complete the work on time. One week before the switch, I led the port office comrades to prepare for the switch until the second day after the retreat, that is, December 31, all the after-sales work was arranged before leaving the port. The return to Baotou was more than 8 o'clock in the evening. This time, I stayed at the port for a full half-month. IV. Achievements I have a clearer working attitude and practical working methods for the work in charge of the work, and can earnestly perform duties and emphasize practical results. Last year, the task of attracting investment from the city was heavy, and the construction of an economically strong city required a large amount of foreign investment. In order to meet this requirement and over-fulfill the task of attracting investment, we regularly issue a newsletter to inform the investment situation of various regions and key enterprises, and urge the above-mentioned units to exert subjective support and strive to complete the investment attraction task. In addition, we have focused on service work, serving foreign investors and foreign-funded enterprises, and achieving the purpose of attracting business. We attach great importance to creating an investment environment, establishing a sense of investment environment for everyone, making good use of every opportunity to go out for business, and arranging for the inspection of the group's reception work and economic and trade negotiations, so that they feel the enthusiasm, strength and hope of Baotou. It also left a very deep image of the Foreign Trade and Economic Cooperation Bureau. Many Hong Kong and Taiwanese businessmen have established good relations with us. They have laid a foundation for attracting foreign investment in the future. There is a business investment in the construction of the roasted and roasted goods factory in Tuyouyouqi, because the time is very tight. It is urgent to first set up a bureau in Taiwan to make a payment for the construction of the factory. In charge of the flag leader personally lead the team to run the formalities. I understand this situation and instruct the foreign investment department to do so without violating the relevant regulations. The foreign-funded comrades will not complete the overtime work at noon and will complete the approval certificate. There are many examples like this. When all regions, enterprises and foreign companies handle investment and other related procedures, we have broken the rules and completed them as soon as possible. Therefore, last year, the city’s investment actually reached US$714.384 million, ranking first in the autonomous region.

The construction of the Mandula Port was not included in the budget of the year. The original plan invested 2 million yuan. However, after the completion of the construction of the first-class port requirements, planning and design, the budgetary estimate exceeded 4 million yuan, and many difficult factors were not taken into account. Mainly due to the lack of local building materials, most of them need to be transported from Baotou. Last year, they went to the Mandula road for construction, so the transportation cost is very large, which also affects the progress of the project. Because of the large capital gap, even a pre-payment of a total of 2.5 million yuan, the second smelting of the construction is incapable of funding, according to the regular Mandu La Port completed in the same year is almost impossible. However, if the switch cannot be switched out in the past, it will not only become the target of the municipal party committee and the municipal government, but also affect China's reputation. Because Mongolia has also prepared according to the switch of the year, in addition, more than 100 customers in the Mandula town trading market have invested in hotels and restaurants. Facilities such as shops and stores, if not able to switch on time, bring great losses to these customers and cause instability. After analyzing the above factors, I suggested to the leaders of the municipal government that we must take extraordinary measures to ensure that the year was completed. The city leaders adopted my suggestion. I will do the work of the second metallurgy, and do the civil construction of the joint inspection hall and office building according to their ability. Other projects will be undertaken by other construction units. In this way, our coordination work has increased a lot. Later in the project, I lived on the scene and personally arranged the arrangement to ensure the smooth completion of the project. The port project and facility configuration are first-class standards of similar ports in the autonomous region, and have been highly appraised by each joint inspection unit. V. Integrity and self-discipline I can consciously implement the party's discipline and requirements, strictly demand myself, seek personal interests without using my position, and have no phenomenon of eating, taking, carding, or wanting. In the Mandula project, the construction team material supplier selection is jointly selected with the supervision company. All visas are handled by the supervision company at the site representative, which has high transparency and avoids black-box operation. Now the engineering decision of each construction unit has been completed. After the initial review by the supervision company, it will be reported to the Municipal Finance Bureau for review. There was no abnormal interaction with the construction unit, and no separate banquets and receipts were received. Eight hours away, in addition to attending the normal reception, there are occasional contacts with the old men, friends, and classmates, and there are no other bad hobbies. VI. Shortcomings of existence In the past year, although it was very busy and the work was done, there were many shortcomings and regrets. Although the results of investment promotion are obvious, they all follow the old methods and lack new things. I also thought about some ideas and methods, because they were not implemented. In the future work, we must do it. We must not only have new ideas and new measures, but also work hard to implement them, so that the work in charge of management can be upgraded to a new level. In the Mandula project, due to the lack of early detection of the construction team's lack of funds, so did not take timely measures, resulting in delays in the construction period, which is also to be carefully remembered, in this year's second phase of the project must learn from the lessons of last year, Arrange early, carefully organize, and implement it.
Last year's work has put me through the test and exercise, and benefited a lot. Under the leadership of the Party Committee, I will conscientiously implement the spirit of the Fifth Committee of the 9th National Committee of the Municipal Party Committee, further emancipate the mind, invigorate the spirit, conscientiously complete the various work objectives in charge, and make more efforts to build the city into an economically strong city as soon as possible.
