First, to strengthen study and improve self-study for a year, I have carefully studied Deng Xiaoping Theory, the important thinking of the "Three Represents" and a series of speeches by General Secretary Hu Jintao, and learned the spirit of the working conference of the provincial party committee, the municipal party committee and the county party committee, thus enhancing the implementation. Second, in accordance with the law, striving for first-class performance in accordance with the "single work to win the championship, the overall level of work" work objectives, conscientiously implement the laws and regulations of land and resources, through the hard work of all cadres and workers, the county's land and resources management work is developing steadily, A number of jobs have been at the forefront of the county.
First, seize the opportunity to clean up the order of the land market. Through clean-up and clean-up, the lowest cost of the city, the county's recent investment projects and private enterprises to improve the land use procedures of 2,315 cases, an area of 17,000 acres, accounting for more than 1/3 of the city's total land use procedures. In the re-issuance procedures, the company has repeatedly entered the city to fight for preferential policies, thus reducing the cost to the lowest since 1987. This alone saves investors nearly 200 million yuan in expenses. It has established a good image of our pro-business, respect for business, love business, and all for investors. It has laid a good foundation for attracting investment in the future, implementing the “Sunshine Land” project and paying close attention to land asset management. . Over the past year, we have continuously increased the intensity of public transfer of state-owned land use rights. All of the four types of land for commercial, tourism, entertainment and commercial real estate have been publicly sold in the form of bidding, auction and listing. In 2004, the county issued a total of 26 state-owned land use rights, covering an area of 539.11 mu, and realizing a net income of government land of 5,493,500 yuan. Among them, 8 cases belonged to the four types of land, all of which were publicly sold by auction and listing, with an area of 159.73 mu, and realized a net gain of government land of 42.024 million yuan. At the same time, the land rent was 860,500 yuan. In 2004, the total net income of government land was 55,731,100 yuan, which strongly supported the development of urban construction.
Third, strive to make the county industrial park smoothly upgrade to a provincial park. In order to speed up the development of the county's park economy and ensure the realization of the "three three three ones" strategic goal, the state's industrial park will be preserved seven times in the country's vigorous implementation of the macroeconomic regulation and control, the substantial withdrawal and the reduction of the park's unfavorable situation. Running the provincial hall, 12 times to the city bureau, six times to modify the newspapers, to meet the very demanding conditions of the park, the county industrial park was smoothly upgraded to a provincial park, covering an area of 3.5 square kilometers, providing the county's park economy A very rare development space.
Fourth, find the right combination point to ensure the smooth landing of all types of projects. Last year, after the State Council decided to suspend the conversion of agricultural land into construction land, in order to ensure the investment promotion and private economic projects of the county, a special team was set up to conduct investigations in townships, factories, enterprises, and rural areas, and to find out that the land was not used. In this year's investment promotion, the county's flexible use of revitalized stock construction land, the smooth resolution of the current situation of the project landing problems, was highly valued by local enterprises.
Fifth, firmly establish the sense of purpose and fully protect the legitimate rights and interests of landowners. Actively carried out the investigation of land acquisition compensation fees, and cooperated with the County Commission for Discipline Inspection to severely investigate and punish the illegal cases of arrears and intercepted land, and infringe on the interests of landless farmers. At the same time, in the process of land acquisition, we open the land acquisition procedures and compensation standards, hand over the policies to the broad masses of the people, improve the transparency of land acquisition compensation and resettlement work, and enable landless farmers to fully exercise the right to know, participate, choose and supervise, and ensure compensation and resettlement. The measures are practicable to ensure that the living standards of land-losing farmers are not reduced due to land acquisition, ensuring that they meet the wishes of the vast majority of land-losing farmers, and safeguarding the interests of land-losing farmers with practical actions and promoting rural stability.
Sixth, increase capital investment to ensure the dynamic balance of the total amount of cultivated land in the county. A total of 14 land development and consolidation projects in the state and Shengcheng City were won, and 34.5 million yuan of unpaid investment from the superior level was used for land development, reclamation, consolidation and transformation of low- and medium-yield fields. A total of 25,000 mu of cultivated land was redeveloped, and a high-standard farmland with a piece of land, a forest, a canal, a road, a dry water, and a cannon was built to ensure the dynamic balance of the total cultivated land in the county. The production and living conditions of the farmers in the project area have really benefited the farmers in the project area.
At the same time, it strengthened the management of cadastre, land registration and certification, geological mineral management and surveying and mapping, and standardized the trading behavior of land use rights. The investigation department has settled a number of land dispute cases left over from previous years.
Third, clean and honest, bring out a hard team for a year, always strictly demand yourself and take the lead in implementing the rules of honesty and self-discipline.
