Township trade union work plan

1. Take the striving activities as the starting point and strengthen the platform. The township trade unions focus on improving the vocational skills and professionalism of employees, cultivating knowledge-based and creative workers, and carrying out the "two struggles and one tree" activity. During the course of the activity, the trade unions of various enterprises meet the needs of employees for knowledge and growth by organizing learning forums and knowledge lectures. The town selected 2 knowledge workers and 1 advanced unit, requiring enterprise employees to learn from advanced models. Enterprise trade unions should encourage employees to be proficient in their own duties, learn the second session, encourage employees to learn job skills, and develop hobbies. The development of the striving activities has greatly improved the learning ability, knowledge and civilization of most employees, thus creating a high-quality workforce.
2. Guided by learning and propaganda, and consolidate the platform for ideological emancipation. The township trade union actively educated and guided employees to learn the spirit of the Fifth Plenary Session of the 16th CPC Central Committee and the spirit of the work conference of the Municipal Party Committee, and vigorously promoted the "one measure and five regulations" of Jiangsu Province. The grassroots trade union cadres participated in the training class of the city's general organization and trained the trade union cadres 53 times. The township trade unions carried out in-depth activities of “competing civilized workers” in the construction enterprises, and selected five town civilized workers to commend and reward them. 3. Take the competition as the carrier and consolidate the post construction platform. The township trade union has carried out activities such as “key engineering labor competition” and “technical innovation meritorious competition”. More than 600 employees in the town participated in the “Key Project Labor Competition”. In the month of the city's staff rationalization proposal and technology innovation competition, each enterprise earnestly organized the staff to focus on the key points and difficulties of enterprise development, made extensive suggestions and innovations, and collected 12 proposals for rationalization.
Second, highlight the maintenance function, strengthen the mechanism construction, and strive to form a new pattern of rights protection.
1. Vigorously promote the system of workers' congresses in non-public enterprises. Due to the economic development, the private enterprise team in our town has grown rapidly. In response to this situation, the township trade unions insisted on adapting to local conditions and adapting to the conditions of enterprises, guiding enterprises to proceed from reality and establishing a system of workers' congresses through different forms such as individual enterprises or villages. We will focus on the right to know, negotiate and supervise employees' important rules concerning the interests of employees, such as enterprise rules and regulations, social insurance payment, labor safety and health protection, collective contract, labor contract signing, revision, renewal, and performance.
2. Comprehensively promote the collective contract system. Under the conditions of market economy, the labor relations of enterprises have undergone profound changes, and the task of regulating labor relations and conflicts of interests has become increasingly arduous. Establishing an equal consultation and collective contract system is the main starting point for trade unions to implement the "one measure and five regulations." The township trade unions actively promoted the integration of the establishment of an equal consultation mechanism with the signing of collective contracts, and the combination of safeguarding the legitimate rights and interests of employees and promoting the operation of enterprises according to law. In the first half of the year, the township trade unions instructed six new enterprise trade unions to sign a good collective contract, and urged 12 enterprises whose collective contracts were due to sign a good contract. The collective contract signing rate reached 90%, and the employee coverage rate reached 95%. On the basis of signing a good collective contract, the township trade union actively promotes the participation of the enterprise trade union women workers' committee in the enterprise's equal consultation, and implements the special agreement on the protection of women workers' rights and interests to implement the legal rights and special protection of female employees. At present, 30 enterprises have signed The agreement.
3. Actively promote the collective wage negotiation system. The township trade unions actively promoted the establishment of a collective wage negotiation system, requiring enterprise trade unions to negotiate on a part of the wage distribution system, distribution form, payment system and other relevant aspects of the enterprise and sign a special agreement. So far, 43 companies have signed a collective bargaining agreement, with a signing rate of 86%.
Third, improve the maintenance mechanism, help the disadvantaged groups, and seek the new benefits of the trade unions .
1. Participate from the source and strengthen the maintenance of the giant. The township trade unions investigated the situation of the employees in the town, accurately grasped the number of difficult workers and the causes of poverty, and provided a reliable basis for the government to adjust the fiscal revenue structure and increase social security spending. The trade unions of various enterprises actively participated in the reform of the internal distribution system of enterprises, and established an incentive mechanism and a restraint mechanism for income distribution.
2. Care for employees in difficulty and maintain social stability. The township trade unions and grass-roots trade unions actively fulfilled the duties of helping the “first responsible person” of the difficult workers, established a mechanism for the union of the trade union cadres, and required the township trade union cadres to provide “one-on-one” assistance to 17 difficult employees in the town. It also clarified the responsibilities, measures and goals of assistance, and promoted the regularization and standardization of the assistance work.
3. Strengthen supervision from the mechanism and strive to maintain effective results. The township trade unions have established and perfected the necessary organizational structures. 100% of the grassroots trade unions have established labor dispute mediation committees and labor law supervision organizations to timely mediate conflicts arising from labor relations, resolve conflicts at the grassroots level, and resolve them in the bud.
Fourth, improve the organization of the network, improve the operational quality, and promote the new enterprise trade union work to a new level.
1. Strengthen the work of newly established enterprises. The township trade unions further accelerated the construction of new enterprises in accordance with the requirements of the construction of “Where there are employees, where they must establish trade union organizations”. When adding new trade unions , we must adhere to the establishment of a re-standardized work path, which is eclectic and practical. In the first half of 2007, six new enterprises in the town have established trade union organizations. At present, there are 78 trade union organizations in the town, including 61 enterprises and labor unions, 17 village-level joint labor unions , and 7520 members.
2. Standardize new enterprise trade unions . In view of the general lack of knowledge and experience of trade union work among newly-established trade union cadres, the township trade unions seriously organized trade union cadres to participate in various trainings and studies in order to improve the theoretical standards and business ethics of trade union cadres. In-depth development of learning-type trade unions and "workers' home" activities requires grassroots trade unions to strengthen their own construction, improve work standards, and consolidate the achievements of the association. Focusing on the issues that employees are most concerned about and most important to solve, they actively carry out their work and conscientiously perform the functions of trade unions .
