On the basis of careful preparation, the Quality Management Office initiated the revision of the system archives and completed the preparatory work for the revision at the end of XX. After the review of the functional department heads and the hospital leaders, the management representatives and the top management, the C version system files are finalized, issued, printed, bound, and distributed. The name of the system was changed to “Quality Management System for Crew Education and Training of Nantong Shipping Vocational and Technical College”.

Management cadres at all levels must not only become the executors of archives, but also become the editors and formulators of archives on the basis of learning through archives, so that the modern management methods of quality management can continuously promote the steady improvement of the quality of education and teaching in our college. According to the regulations of the system file and the work plan, two internal audits and one management review were arranged this year. The first internal audit focused on the compliance of the C version of the archives, the publicity of the archives, the inspection of the quality records, and the effectiveness and continuity of the system. The second internal audit focused on the correction of the unqualified items in the external audit, and carried out the evaluation of the subcontractors. The audit team is based on the "Rules for the Quality Management of the Crew Education and Training of the People's Republic of China", the "Rules for the Implementation of the Quality Assessment System for the Crew Education and Training of the People's Republic of China" and the archives of the quality education system for the crew of Nantong Shipping Vocational and Technical College. An internal quality audit was conducted with relevant personnel. After the quality system of the crew education and training in our hospital passed the re-effective review by the competent authority, the quality management office timely transmitted the information according to the requirements of the audit team's “Audit Report” and the distribution of the unqualified and recommended items. The research and deployment of the rectification work and the implementation of the responsible departments and measures to correct the non-conformities and recommendations. After the end of the external audit, all controlled departments timely notified the personnel of the external audit, and adopted corrective and preventive measures for the non-conformities and suggestions within the department according to the rectification work schedule. The corrective measures for the 10 unqualified items in the external audit were correct, the progress was normal, and the correction was completed. Among the 25 proposals for external review, except for the two reservations, the corrective measures were correct and the progress was normal and the corrections were in good condition. Sub-contractors provide services that meet the quality policy and quality objectives, and provide strong support to improve the quality of crew education and training. The operation of the school's quality system is continuous and effective, in line with the basic requirements of the national crew education and training quality system. The unqualified items and defects found in the internal audit were promptly corrected and corrected. In the management review, the effectiveness and operation of the quality system in this year were analyzed and evaluated, and the problems in the internal audit and the causes of the non-conformities were studied. The internal audit and management review summarized the experience of quality management. It provides a mirror for the next year's quality management activities. In order to enrich the internal auditor team, five comrades were sent to Shanghai to participate in the training course for internal auditors of the “Crew Education and Training Quality Management System” of the Ministry of Communications, systematically learning the relevant knowledge and internal audit knowledge of the quality management system. Receive external audit and pass the effective review again
In the current year, in order to meet the re-effective review of the quality system of the competent authority, the Quality Management Office has formulated a specific schedule for the external audit work; carefully prepared the system operation report and the external audit data; issued to all controlled departments and personnel. The papers were publicized and examined; the publicity materials were produced; and the controlled departments were urged to carry out self-examination in advance to solve the problems found in time. In mid-October, a five-person external audit team set up by the Shanghai Maritime Safety Administration conducted a valid review of the crew education and training quality system. According to the requirements of the "Rules for the Quality Management of Crew Education and Training of the People's Republic of China", the effective review is mainly to check the effectiveness of the quality education system of the crew and the training of our staff in the validity period of the "Quality System Certificate", and whether it can continue to ensure the education of the crew and Training quality. The audit team found unqualified items through the review of system files, intermediate audit non-conformity correction records, internal audit records, management review reports and other archival materials, as well as on-site audits of the top management of the college and 14 controlled departments. Ten of them are of a general nature, of which 5 are file reviews, 5 are on-site, and 25 are proposed. Through the file review and on-site audit, the audit team believes that: Our institute has done a lot of serious and effective work for the quality system in the past four years. The system maintains compliance with the requirements of Chapter 2 of the Rules and can operate continuously and effectively. Review the organization and standard, the system has the ability to self-improvement. This valid review will be passed. It is recommended that the competent authority give a certificate of quality system renewal. At the end of December, according to the requirements of the audit team, the requirements for correcting the situation will be reported within three months. The Quality Management Office will report the rectification and correction of the external audit unqualified items and the proposed items to the Shanghai Maritime Safety Administration. The successful passing of the effective review marks that the quality management system of our institute has entered a new stage.
