1. The work of the Municipal Federation of Industry and Commerce is further valued and supported by the municipal party committee and the government.

On May 20th, the Standing Committee of the Municipal Party Committee specially listened to the work report of the Municipal Federation of Industry and Commerce. This is the first time that the Standing Committee of the Municipal Party Committee has heard the work report of the Federation of Industry and Commerce. The Standing Committee fully affirmed the work done by the Federation of Industry and Commerce, and agreed in principle to the proposal of building a member training center and chamber of commerce, and agreed to introduce the municipal-level outstanding private enterprises and municipal-level outstanding private entrepreneurs. In the new period, the opinions of the work of the Federation of Industry and Commerce, etc., increase the proportion of representatives of the municipal people's congresses and members of the CPPCC, and the talents of private enterprises should be included in the scope of the city's talent team.

Enrich and improve the system of municipal leaders to contact private enterprises. According to the changes of municipal leaders, we promptly submitted to the municipal party committee a list of recommendations for city leaders to contact private enterprises, so that the number of city leaders to contact private enterprises has increased from 28 to 38.

Second, around the development of the top priority, serving the private economy to become bigger and stronger

Development is the top priority of the Communist Party of China in governing and rejuvenating the country. It is also the top priority of the work of the Federation of Industry and Commerce. The Federation of Industry and Commerce is a united, economical, and non-governmental organization led by the Communist Party of China and a non-governmental chamber of commerce. As a bridge and link between the party and the government to connect with the private economy, there is an irreplaceable unique advantage. In the past six months, we have focused on the top priority of development, exerted advantages, and persisted in the development of the private economy. All work is subject to and served the center of economic construction.

The first is to carry out the activities of “seeing planning, finding business opportunities, and seeking development” to help private economic people develop new development ideas and space. On March 12th, we organized 53 private owners in the urban area to inspect the construction of municipal key roads such as Tianjin Road, Daling Road, Gansu Road and Chongqing Road, and invited the person in charge of the Municipal Planning Bureau to explain these key construction projects. Entrepreneurs agree that looking at urban planning can encourage private enterprises to participate in municipal construction and enhance their sense of social responsibility, thereby accelerating the joint venture and cooperation of enterprises and expanding new development space.

The second is to organize private enterprises in our city to invest abroad. At the end of May, we organized 6 private enterprises to go to Japan and South Korea with the business delegation of the municipal government. They held the “China Shiyan Investment Briefing Conference” and other activities in the two places, and had extensive exchanges with the business colleagues of the two places; there were 2 Member companies participated in the UAE Dubai Trade Fair, and the member unit Tongren Glasses Company extended its business to Dubai through the Expo.

Third, the grassroots chamber of commerce activities are very impressive. The non-staple food department industry association has signed a “development credit agreement” with the municipal city credit union to better solve the difficulties of the members’ loan in the association. It also contacted the Shiyan TV education station to publicize for each member unit free of charge. Reported 150 times and publicized the members in the magazine organized by Datang Culture Communication Company; Wenzhou Chamber of Commerce currently has more than XX merchants in the city to invest in the industry. While doing business well, they actively support social welfare undertakings and poverty alleviation. The total amount of donations was nearly 200,000 yuan; the Shiyan City Federation of Industry and Commerce Kunming Branch and the Kunming Federation of Industry and Commerce Shiyan Chamber of Commerce were established in April. The Shiyan Auto Parts City, which was jointly invested by the members of the Shiyan Chamber of Commerce, covers an area of ​​110 mu. 80 million yuan will be opened on August 1, which will further expand the market share of the city's auto and parts products in the southeast region, and stimulate economic growth in the two places.

3. Seriously perform the functions of democratic supervision and participation in the administration of state affairs

First, pay attention to the role of the private economics of the NPC deputies and CPPCC members, do a good job in investigation and research, and make suggestions around the development of the private economy. At the plenary session of the Fifth CPPCC, the members of the Federation of Industry and Commerce Committee wrote a total of 28 proposals, including the collective proposal of the Federation of Industry and Commerce for the recognition of the "excellent socialist builders" of the private economy, the assistance to solve the private economy financing problem, and the authorization of the municipal industry and commerce. The recommendations of the joint business unit of the social group have reflected the voices of the private economy and have been well received by the participants. The Municipal Federation of Industry and Commerce also made a speech at the conference entitled "To fully implement the spirit of the Third Plenary Session of the XX Session and promote the development of the private economy". Second, the organization recommended the private economy to participate in activities such as appraisal, political and legal supervisors. In the past six months, we have organized more than 300 members to participate in activities such as appraisal and democratic supervision. In February, I will investigate the land acquisition of private enterprises, and visited eight member companies, which attracted the attention of the municipal party committee and the municipal government. Fourth, there has been a new breakthrough in organizational construction.

On April 18th, I will set up the first non-local chamber of commerce in Kunming, Yunnan Province--the Shiyan City Federation of Industry and Commerce Kunming Branch. Ren Keqing, deputy director of the Municipal People's Congress, and the leaders of the municipal government and the CPPCC went to Kunming to attend the inaugural meeting of the Shiyan City Federation of Industry and Commerce Kunming Branch. At present, there are more than 600 private entrepreneurs in the business office of Kunming City, which involves real estate, auto parts and vehicle sales, building materials, catering and other industries. The annual business income is 1 billion yuan, and the return of 10 billion funds reaches 500 million yuan. To solve the employment of 4,000 people in the Ten Commandments has become an important force in promoting the economic and social development of the two places.

The three executive committees of the second session were held, with 8 new standing committee members and 5 executive committee members. For the first time, the use of XX annual membership fees was reported at the Executive Committee. Four member units such as Daming Company and Bus Group made a typical speech at the Executive Committee.

The membership membership system is becoming more and more reasonable and the methods are more standardized. I changed the practice of joining the conference in the past, and quietly entered the conference for public participation. I changed into a separate membership for the group, and adopted the Declaration of Integrity as the necessary program for membership, and promoted the leadership of the resident delegation to visit and inspect the membership system. The system is stylized and standardized. On June 16th, we launched a new membership membership and integrity declaration ceremony, which absorbed 17 member companies. The Xinhua News Agency, the Hubei Daily Shiyan Station and the local media in Shiyan reported on the event and caused a strong response.

According to the arrangement of the provincial association, the construction of the member database and the investment promotion project library has been strengthened. The city's investment promotion guide and investment promotion project have been reported to the provincial association.

Fifth, with ideological and political work as the carrier, further increase the intensity of publicity and training work

The symposium on the constitutional amendments of the CPPCC members of the Federation of Industry and Commerce was held; six members were recommended to participate in the “Three Represents” important thinking training class of the Provincial Social and Social Sciences in three phases; the Entrepreneur and Artists Association was held, and more than 20 well-known members were held. Through lectures, education guided private enterprises to vigorously promote patriotism and professionalism, create learning-oriented enterprises, strictly enforce labor laws, protect employees' rights and interests according to law, and mobilize employees' enthusiasm and creativity. Enterprises and employees develop together to achieve a "win-win".

Recommended by the Municipal Federation of Industry and Commerce and relevant departments, Tianyun Electric Company Ma Yunfan, Jinyu Company Liu Wei and so on won the title of XX municipal labor model; 10 member companies such as Daming Company and Ronghua Company won the title of XX-XX Civilized Unit of the Year and received Commendation by the municipal party committee and the government.

The publicity work has achieved outstanding results. Since the beginning of this year, we have equipped publicity and education staff, purchased promotional equipment, and opened a website to make a qualitative leap in publicity and education. Make full use of the website, news media, manuscripts and other forms to actively promote the private economy. In the past six months, a total of 54 press releases have been published in various news media, including 26 articles by the central and provincial publications. It greatly expanded the influence of the Federation of Industry and Commerce and publicized the image of private enterprises in the new era. Citylink also used the "Shiyan Chamber of Commerce" and information transmission channels to timely transfer the major policies and policies of the party and the government to enterprises. Ten copies of the 10 issues have been published.

6. Strengthen the construction of the organization itself

The “Three Views” education activities carried out in the organization's development concept, reform concept and service concept provided an opportunity to promote the change of the learning atmosphere of the organs and laid a solid foundation for the creation of learning institutions. Through educational activities, we adhered to the Thursday study day and the monthly work meeting system, requiring each cadre to speak at the meeting, talk about work, and talk about understanding; the establishment of civilized units at the municipal level has achieved results. The office conditions were further improved, equipped with computer equipment, and broadband was opened to improve work efficiency. The urgency of accelerating development as the first priority was further clarified, and the role of the Federation of Industry and Commerce as a service private economy should be further clarified. Responsibility, urgency and consciousness of the job; the cadre of the government has become a common practice, everyone has the pressure, everyone has the motivation, and effectively promotes the improvement of the style of the government and the improvement of the service quality. The cohesiveness and combat effectiveness of the city's industrial and commercial associations are greatly enhanced. .

Looking back at the work in the past six months, while we have achieved results, we still have weak links. The main reason is that the work of the county-level industrial and commercial associations is not balanced enough, the service areas for members are not wide enough, and the overall quality of the cadre team needs to be further improved. . I. Thoroughly implement the spirit of the Fourth Plenary Session of the Party's XXth Session and the spirit of the provincial and municipal private economic conferences, and guide the overall situation in the spirit of the Fourth Plenary Session of the XX Session to guide private enterprises.

Second, strengthen party building and corporate culture construction in non-public enterprises. Establish a system of party building work contact personnel, complete the construction of the enterprise party branch affiliated to the Federation of Industry and Commerce, prepare for the establishment of a private enterprise culture research conference, take the corporate culture construction as the starting point, summarize the experience of doing a good job in the ideological and political work of the private economy, and explore an effective working mechanism. Make the ideological and political work of the private economy gradually step into the formal.

Third, preparations for the holding of the "South-to-North Water Transfer" along the city, state and industry associations, to lay the foundation for investment promotion and business investment;

Fourth, further strengthen the construction of the private economics team, do a good job in the recommendation of the private economic representatives in the process of changing the session of the Municipal People's Congress and the CPPCC, and increase the political arrangements for representatives of the private economy;
