Summary of the work of China Welding Association in 2019


The year 2005 was a year of continuous deepening of the reform of the state government, and it was also a year in which the reform and restructuring of enterprises continued. The China Welding Association faces some opportunities and challenges. We promote the development of welding technology, actively carry out work for enterprises and services for the government, and strive to play the role of bridges and ties. The work in 2005 is summarized as follows:

First, improve organizational construction and do a good job in the basic work of the association

1. Complete 11 branch office registration work and 4 branch office application work

After the review and registration of the branches and representative offices of the China Welding Association in 2004, in May 2005, 11 professional committees received the “Certificate of Registration of Social Organization Branches” issued by the Ministry of Civil Affairs.

For the distribution committee, automobile professional committee, pipeline welding committee, and rolling stock professional committee that were later established, relevant materials were prepared, and the relevant procedures were applied to the China Machinery Industry Federation and the State-owned Assets Supervision and Administration Commission.

2. Improve and standardize the management of branches

In order to improve and strengthen the management of branches of China Welding Association, the China Welding Association Secretariat drafted and formulated the regulations for the re-election of branches and representative offices of China Welding Association, as well as the work regulations of various branches and representative offices.

3. Establish a professional committee for rolling stock

With the rapid development of China's railway construction, the situation of the locomotive and vehicle manufacturing industry is very good and prosperous. Some locomotive and vehicle manufacturing enterprises have requested to join the China Welding Association, and they are eager to establish a professional committee for locomotives. In 2004, the Association Secretariat began to prepare for the construction of the Locomotive and Rolling Stock Committee. After the investigation of the national locomotive and rolling stock industry, the recommendation of candidates, and the opinions of the soliciting units, the preparatory committee was considered in consideration of factors such as the size, geography, candidate position and coverage of the company. After reviewing and discussing, a professional committee for locomotives consisting of 18 people was identified. The inaugural meeting was held in Wuxi from November 29-30, 2004, and the chairman, deputy director and secretary-general were elected.

Second, play the role of the industry, and actively organize the preparation of "China's welding industry 2006-2020 development strategy"

At present, China's economic development is very rapid, and the government's macro-regulation requires industry associations to provide recommendations with reference value, which is also the responsibility and obligation of industry associations. According to the academician's suggestion and the work arrangement of the association, organizing the development of the welding industry development plan is one of the important work of the association in 2005. The Welding Association and the Society jointly held a senior meeting of senior welding experts in Beijing on March 5, 2005, and held a high-level seminar on the development strategy of the welding industry in Beijing on May 20, 2005 to discuss the development strategy of the welding industry. At present, the following work has been done:

1. Write two reports

Based on the collection of existing information, the Secretariat has compiled “The Status and Problems of the Welding Industry” and “The Status, Development and Prospects of the Chinese Welding Industry”. These two reports have been published on the China Welding Information Network.

2. Translate 5 reports on foreign welding

The Secretariat organized relevant personnel to translate the reports of the Welding Society and Welding Industry of the American and Japanese Welding Society, a total of 5 articles, and published on the China Welding Information Network.

3, online development of the welding industry development seminar column

In the China Welding Information Network, a seminar on the development of the welding industry was opened, including the academician's report, the translation report, the investigation report, and the welding research outline.

4. Organize the development planning of welding technology and welding industry

The development planning of the entire welding industry has been compiled from the development of welding technology and the development of the welding industry. The welding technology development planning content is mainly based on 11 professional committees of the welding society. The welding industry development planning content is based on 14 professional committees of the welding association. In July 2005, the secretariat of the two conferences issued the “Notice on the Development of the Development Strategy of the Welding Industry” to the directors of the associations and the committees of the Society. The notice required the professional committees to do a good job in the development planning of the field in which the committee is located, including the status quo analysis and existence. The main problems, the gap with advanced countries, the development direction and goals for the next 5-10 years, the strategic countermeasures and measures that should be taken, and the expected results.

Third, carry out industry activities, actively promote the development of the welding industry and technological progress

1. Joint meeting of the two presidents

The Joint Meeting of the Presidents of the China Welding Association and the China Society of Mechanical Engineering Welding Society in 2005 was held in Beijing on May 19, 2005. A total of 18 people from the two committees, including the vice president, the secretary-general, the consultants and the Secretariat staff attended the meeting. Some of the directors of the professional committees of the Welding Society of China Mechanical Engineering Society attended the meeting.

The meeting mainly determined the following work:

(1) The 3rd China Welding Activity Week will be held in Shanghai from May to June 2006. The meeting will be held for five days. The event week will be arranged in three main contents: a) The 11th National Welding Conference, with the theme of “21st Century Welding” New technology, new strategy"; b) The fifth member representative assembly of China Welding Association; c) The 10th Beijing-Essen International Welding and Cutting Exhibition.

(2) Agree to the proposal of the China Mechanical Engineering Society about the “10th Beijing-Essen International Welding and Cutting Exhibition” jointly organized by China Mechanical Engineering Society, China Society of Mechanical Engineering Welding Society and China Welding Association.

(3) Require the secretariats of the two conferences to fully consider the opinions of the experts on the basis of the work done by Lin Shangyang and Guanqiao, and organize the manpower to complete the “2006-2020 Development Strategy for China's Welding Industry”.

(4) Under the situation of college welding professional reform and research institute reform, the two sessions should actively promote the development of welding disciplines and actively promote the construction of various welding personnel to meet the needs of social and economic development. The Secretariat of the two conferences should discuss with the relevant departments how to establish a welding subject knowledge system, publish a series of welding professional basic knowledge learning materials, welding manuals and other welding monographs.

(5) Planning for the domestic qualification certification of welding personnel. Determine the welding personnel certification system, formulate the general rules for welding personnel certification, prepare materials, obtain authorization from relevant state departments, determine the scope of knowledge and examination outline, and prepare various learning materials and test questions.

(6) In view of the difficulty in writing the history of China's welding development, you can consider asking old experts to write memoirs and writing the major events in the welding industry since the founding of the People's Republic of China.

2. Meeting of the Chairman of China Welding Association

The 2005 Annual Meeting of the President of China Welding Association was held in Beijing on May 19. Vice Chairman Zhang Yanmin, Zhang Zhenyu, Yu Qingsheng, Jin Hehe, Gao Zhaojie, General Counsel Sun Yuding, Wang Zewan and Luo Qirong attended the meeting. Deputy Secretary-General Wang Linshu and Deputy Secretary-General Gao Zengfu attended the meeting. The meeting was chaired by Zhang Yanmin, vice chairman and secretary general.

In principle, the meeting passed the "China Welding Association Fifth Member Congress and the Council's re-election work plan" and "China Welding Association Fifth Council Directors Allocation Scheme", on the fifth session of the China Welding Association Council The long candidate issue was brewed and negotiated and a consensus was reached. The meeting requested the secretariat of the association to do a good job in the post-conference work of the "Regulations on the re-election of the China Welding Association".

The meeting considered that the association secretariat should gradually achieve professionalism and specialization, and discussed issues such as strengthening the organization and leadership of the daily work of the Secretariat.

The meeting requested the secretariat of the association to do the preparatory work for the fifth member representative assembly of the China Welding Association and the re-election of the directors, and implement the special report during the conference. 3. Welding expert high-level meeting

The Senior Welding Experts Meeting organized by China Welding Association and Society was held in Beijing on March 5, 2005. Experts such as Lu Yanqi, Pan Jiyu, Guan Qiao, Lin Shangyang, Xu Binshi, Tian Xitang, Wu Lin, Chen Bingsen, Shi Yaowu, Chen Bozhen, Zhang Wenzhao, Yin Shuyan and Jiang Lipei attended the meeting. 4. High-level seminar on development strategy of welding industry

The welding industry development seminar was held in Beijing on May 20, 2005. Representatives attending the seminar included the China Welding Society, the China Association of Welding, the vice president, the consultant, the directors of the professional committees and the invited representatives totaling 54 people. Secretary General Zhang Yanmin presided over the seminar.

The theme of the conference was: “Building the challenges and needs of welding powerhouses”. Academician Lin Shangyang gave a guiding speech. He combined the report of the US Department of Commerce in January 2005 on maintaining the competitiveness of the US manufacturing industry, emphasizing that China has been regarded as a strong future competitor of the United States. We must face the reality and jointly address the challenges we face, and we will make our welding industry bigger and stronger. Academician Guan Guan specifically mentioned that the development of welding lags behind the grim situation of national economic development. He hopes that this should be given high priority and correctly guide the welding industry to seize the opportunity of the development of the industry and move toward a strong welding country.

Participants conducted extensive and in-depth discussions on the basis of careful study of the relevant reports submitted by the Secretariat to the meeting. Everyone believes that at the beginning of the 21st century, when China's planning economy is transformed into a market economy and integrated into the tide of global economic integration, it is particularly necessary to carry out development planning discussions in the welding industry. And reached a consensus on the following aspects:

(1) Talent cultivation is one of the important issues in the development of the welding industry

Everyone agrees that the training of welding professionals is an important issue in the development of the welding industry. The more prominent contradiction is that it is difficult for enterprises to attract highly qualified and highly qualified welding professionals. The general education system currently implemented in China puts forward higher requirements for the training investment of enterprises, and also brings hidden dangers to the poverty of welding professionals in the future. These issues should be considered in the future development strategy.

(2) Diversification of welding demand in the 21st century

Participants made some predictions about this, and believe that the future development needs of welding are mainly reflected in the following aspects: sustainable development, energy conservation, material saving, environmental protection, and production efficiency. Therefore, the welding industry should pay attention to the development and application of high-performance welding consumables and equipment, especially the promotion of high-performance and green welding technology.

(3) Scientific research is facing crisis

China's welding industry still has the problem of disconnection between industry, academia and research. The welding industry has also exposed some problems in the introduction, absorption, innovation and research and development of key technologies. As the main body of technological innovation, enterprises have not played a leading role in research, development, transformation and application of results in the entire innovation chain. The reform of China's scientific research system has forced research institutes to focus on the industry, pursue economic aggregates and benefits, and focus on short-term effective projects, while ignoring common technology research, basic research and forward-looking research. Technological advances in welding have had a major impact. In addition, we also face many problems in the mechanism of technology investment.
