In the first half of this year, the security situation was very serious. Four 220KV substation power grid accidents and four equipment-type obstacles occurred one after another. The circumstances of the accident, the causes, the problems and the next work arrangements are summarized as follows:

First, the accident situation and analysis:

Grid accident:

On January 14, 2004, the 220KV Makou station was tripped due to mis-wiring in the measurement personnel's test, causing the 1# main transformer differential protection action to trip.

At 23:43 on March 31, 2004, due to the error in the design of the protection device, the composite voltage was negatively sequenced, and the red 2# main transformer 110KV side switch red 21 tripped, the coincidence was unsuccessful.

At 16:47 on May 4, 2004, the 220KV Yao 10 switch C-phase porcelain bottle was flashed on the mechanism box, causing the 220KV Yao 01, 10, 07 switch to trip.

At 21:25 on June 20, 2004, the operator of 220KV Mengze accidentally entered the electrified interval, and the 220KV busbar with the electrician was accidentally operated, and the whole station was cut off.

2. One type of equipment obstacles:

At 15:52 on February 10, 2004, the 220KV Yaoxiao line was covered with ice by wires and insulators, causing a short circuit between B and C, and the test was successfully sent.

At 6:12 on March 3, 2004, the P phase of the Peng 01 switch of the 220KV Pengwan substation was tripped due to the grounding of the secondary cable.

At 11:21 on May 20, 2004, the fishing rod was discharged too close to the wire, causing the 110KV bear to trip once in a zero sequence, and the coincidence was successful.

3. Analysis of security situation:

Judging from the accidents and the types of obstacles in the first half of the year, the security situation of our bureau is not optimistic. In particular, the 6.20 accident revealed that there are still many hidden dangers in the safety production of our bureau, which are manifested in the following aspects:

The safe operation of the main power grid is not effectively guaranteed. Main grid accidents, frequent types of obstacles, 4 power grid accidents, 4 types of obstacles, and almost all 220KV substations in the whole area were involved. The grid accidents have increased significantly compared with last year, affecting the power supply of the next-stage substation and the loss of power.

Relay protection, automatic devices, and secondary circuit failures cause misoperations. The causes of the secondary failure include poor design, unqualified quality, and miswired, reflecting the fact that the ordering and acceptance are not strict, and individual workers are not familiar with the field equipment.

Violations of laws and regulations have been repeatedly banned, and even human-induced mishaps have occurred. Explain that some of our leading cadres and employees are indifferent to their safety awareness. They have no rules to follow, cannot implement rules and regulations conscientiously, have poor sense of responsibility, and are unscientific in management and not in place.

Equipment is less resistant to natural disasters. Thunder, strong winds and natural disasters such as ice blasting in the first half of the year are an inspection of the ability of natural disaster resistance of equipment. Lightning protection has always been a focus. Compared with last year, the damage is reduced, but the prevention of other natural disasters also needs Take further scientific and effective means.

The protection of power facilities and the promotion of power safety need to be further strengthened. Through unremitting efforts and a large amount of investment, the environment of power facilities has improved. However, there are still many problems in housing barriers and safety warnings. Buildings are fast and difficult to control. The handling of resistance is large and coordination is difficult.

Rural low-pressure accidents have occurred from time to time. After the network reform, the quality of the rural power grid has been greatly improved. However, due to the gap between the management, the personnel and the safety knowledge, and the actual requirements, the accident has occurred. The provincial bureau has issued the regulations on rural low-voltage safety management. ", the bureau will work out the corresponding management measures and implementation rules as soon as possible.

Second, the first half of the work review:

In response to the above-mentioned accidents, our Department of Security mainly focused on the following six aspects:

Seriously investigate and deal with accidents, formulate preventive measures, and urge the implementation of rectification.

After the incident, under the leadership of the Bureau of Public Security, seriously investigate the accident, analyze and discuss, and find out the cause of the accident. Actively carry out county-level safety evaluation work by scientific means

At the beginning of the year, the Municipal Bureau held a mobilization meeting in Hanchuan. Some people have a lack of security awareness, poor self-defense ability, and business needs to be improved. Leading cadres, especially the station directors, focus on management and construction, ignoring safety production .

In the implementation of the safety responsibility system and various management systems, there are many forms, less content, more words, less work, more arrangements, and less effective.

In the use of new products, new equipment, and new technologies, the technical skills of personnel cannot keep up, and they are not familiar with the performance of new equipment and master the correct use methods.

The low-voltage safety management of rural power grids needs to be strengthened, the institutions are not perfect, the system is imperfect, and there is no special person full-time responsibility.

Fourth, the next step of safety and security work

We learned the lessons of 6.20 accidents, carried out the “five investigations and five observations” activities, and supervised the implementation of the “Emperor Notice on the Effective Work of Safety Production ” filed in [Xiaodian 43] and the fax spirit of “Strengthening the Safety Production during the Current Flood Control Period”.

Starting from the system, standardizing the provisions of the “three-fold” work leading cadres in place, preventing the management of mis-locking devices, implementing the “Regulations on Rural Low-voltage Safety Management”, and implementing the first and second work tickets and operating ticket systems for low-voltage operations.

Further carry out activities to create non-violation of corporate activities, focus on standardizing people's behavior, increase on-site supervision, increase penalties for violations of discipline and discipline, and resolutely put an end to personal injury and death. In the prevention of personal injury and death, we must resolutely implement the work ticket system, the work permit system, the work guardianship system and the construction work ticket, and focus on the analysis of dangerous points in order to prevent electric shock, fall from high altitude, and prevent broken bars.

To strengthen the stability of the power grid, we must resolutely put an end to the "three mistakes" of relay protection and the recurrence of vicious misoperations and the occurrence of transmission line accidents. The maintenance and repair unit must conscientiously implement the annual inspection plan, monthly inspection and maintenance plan, ensure the quality and process of maintenance, and the operating unit must implement the equipment inspection system, especially the inspection of 35KV and above transmission lines and 6~10KV distribution lines to ensure the inspection cycle.
