In order to ensure the smooth progress of these construction projects, we have been working on project quality and safety production management since the beginning of the year in accordance with the spirit and requirements of building “Ping An Zhejiang” and “Safe Pingxing”. As an important task of this year's work, the quality of engineering and safe production have not been relaxed. Due to the safety production work responsibility system and the implementation of various safety production measures, the unfavorable situation of safety production in 2004 was reversed, and the target of no major casualties in the whole year was achieved. The achievement of this achievement is inseparable from the joint efforts and hard work of the construction unit, the supervision unit, the responsible comrades of the survey and design unit, and all the employees of the company. However, while we affirmed our achievements, we must always keep a clear head and realize that there are still many problems in this year's work safety management. The main performances are as follows: First, the leadership and thoughts are not enough. The leaders of some units did not deal well with the relationship between schedule, quality and safety. They were heavy-duty, light and safe, and they were notorious in the leadership of the staff. They were not in place in the full-time staffing. The enthusiasm for safe production was from top to bottom. Second, the construction site management is not in place. Some construction sites are often not in place due to the responsibility of the project department and the supervision department. Some construction site management confusion and safety management work are disconnected, which directly affects the safe production of the project. Third, the safety awareness of construction workers is not strong. Some units' safety production publicity, education and training work have not been carried out in depth. The on-site construction personnel are numb, the safety awareness is weak, and the safety measures are optional. The illegal operation and the violation of labor discipline have occurred from time to time. Leave many hidden dangers.

The existence of these problems has laid a lot of safety hazards in the prevention of accidents such as falling, collapsing, electric shock, object striking, and mechanical damage. Judging from the actual situation of the current construction sites, some construction sites have problems such as full-time management personnel not being in place, construction workers not wearing safety helmets, supervision personnel without post-employment certificates or qualification certificates, and supervision work being invalid. The safety net is not well maintained. The construction power setting is not standardized, the safety net material does not meet the requirements, the access port has no protective shed, the protection is not strict, the stairway, the elevator wellhead, the reserved hole protection measures are not in place, the protective shed is not standardized, the construction machinery is outdated or faulty Operational and safety data accounts are incomplete, and other insecure risks, coupled with uncertain factors such as passing pedestrians, vehicles and natural weather disasters, the probability of accidents increases. At present, the progress of various projects is very tight, and the construction tasks are heavy. We must deal with the relationship between project progress and safe production . We must not relax at all times, and always tighten the string of safe production . Therefore, we must proceed from the height of practicing the important thinking of the 'Three Represents' and take a high-responsible attitude and spirit to safeguard the safety of people's lives and property, earnestly attach importance to work safety, and urgency and necessity to strengthen safety production management. There is a comprehensive and sober understanding, further unifying thoughts, clarifying responsibilities, and earnestly taking safety production management as the top priority to the present and the future.

Second, highlight key points, improve measures, pay close attention to implementation, strictly guard against death, and comprehensively eliminate the occurrence of major safety accidents

According to the current situation of safe production management, the next step of safety management should highlight the key points of accidents such as falling, collapsing, electric shock, object striking, mechanical damage, etc. in the construction of the project, and improve the relevant measures in a targeted manner. Pay close attention to the implementation of responsibilities, strictly guard against defensiveness, and resolutely curb the occurrence of major security incidents. The focus is on the following aspects:

First, strengthen leadership and further improve the prevention system. The leaders of the construction units and the construction and supervision units must earnestly strengthen their leadership over safety production and properly handle the relationship between safety and progress, safety and quality, safety and stability. In the work, we must further change the style of work, adhere to the grassroots level, go deep into the scene, earnestly perform our duties, and earnestly put the safety supervision and management work in place. At the same time, we must earnestly improve the organization and management system for safe production . According to the safety management system construction standards of “Corporate Responsibility, Industry Management, State Supervision, Public Supervision, and Labor Compliance”, the City Investment Corporation, as the construction unit, established a safety production management leading group to implement the quality of the project. For safety production management, all construction and supervision units must carefully establish the corresponding leading group according to the actual situation of the unit and the project, implement the safety management and management work in charge of the leaders and full-time security personnel, and comprehensively establish the organization and leadership system for production safety. According to the content of our responsibility book, if there is no fatal accident within the construction period, the project department will be given economic rewards, the project amount is less than 500,000 yuan, and the reward element is 500,000 yuan to 1 million yuan, 1 million yuan. Master the safety dynamics, find corrective and preventive measures in time for accidents, stop illegal operations, and strictly enforce safety discipline. Housing construction projects should focus on scaffolding, safety net enclosures, formwork support and demolition. The materials used must meet safety requirements to prevent accidents such as falling and collapse in high places. Road engineering should focus on the support of steel pipes for the excavation of rain and sewage pipelines with a foundation pit larger than 3 meters. The loose earth and stone blocks should be cleaned at any time to prevent falling and wounding. The construction section should grasp the surrounding work, set the necessary warning lights and warning signs to ensure the smooth and safe traffic organization. Bridge construction should focus on the safety measures for lifting and hoisting operations. The hoisting plan must be approved by the relevant departments before construction to prevent heavy loads from falling and injuring people. It is necessary to set a safe distance for house demolition operations, and do a good job in the construction site to prevent the collapse of old houses and splashing accidents during the demolition process. Gas pipeline network construction can not ignore the foundation pit excavation support and construction area work, but also pay attention to gas supply safety and so on. At the same time, the workers entering the construction site must wear safety helmets. The number and quality of safety helmets, safety nets and safety belts used on site must meet the construction requirements. It is necessary to take obvious protective measures for the construction of electricity, and hang the target card to prevent electric accidents. The safety safety devices for various types of machinery such as cranes, excavators, loaders, bulldozers, road rollers, etc. must be complete and effective. After installation, they must be accepted before they can be used. Operators must be on valid posts. In addition, we must actively implement measures such as preventing Taiwan, lightning protection, and flood control. Civilized construction measures shall be implemented in major construction sites, hazardous areas, road junctions, etc., and various temporary warning facilities such as safety warning signs and traffic signs shall be set up.
