On behalf of the park team, I briefed the leaders and colleagues present here on the main economic work of the park in 2019, and briefly described the main work ideas of 2019.

In 2019, the park mainly carried out five economic work.
The first is to introduce the medical industry cluster and create a medical industrial park to achieve the goal of adjusting the industrial structure. At the beginning of the year, the park passed a series of investment promotion measures and conducted several substantive negotiations with several well-known enterprises in the medical industry. The investors have agreed and raised a large amount of funds, but the land acquisition plan was not approved as scheduled. As a result, investors turned to Dongling District and Xinchengzi District, which almost completely led to the desire to create a medical industrial park. Fortunately, the request for the project to create a medical industry reported to the city at the beginning of the year has finally been supported by the start-up funds of the higher-level government departments. Currently, the park is actively coordinating, preparing, and tracking, and the large amount of funds for creating medical industrial parks is being stepped up. The two powerful enterprises of Pharmaceutical Co., Ltd. and Yatai Group have jointly negotiated and resolved.

The second is to rationally develop more than 400,000 square meters of idle state-owned land of Dongji Group as a breakthrough to solve the land bottleneck since the separation of the park and the European Union, and lay a favorable foundation for attracting investment. In late March of this year, the park finally obtained important information through a large-scale survey of land conditions throughout the region, and took the initiative to contact the door. With the support of the district governor, a consensus was reached with the senior members of the Dongji Group. However, due to the current state-owned land transfer policy, the property rights of investors are separated, and the land prospective permission cannot be obtained. Because investors need to face double taxation of land, it is difficult to achieve the purpose of reducing production costs for investors; since investors cannot obtain land use certificates, It is difficult to achieve various difficulties such as financing. The above problems have added certain difficulties to the introduction of large-scale industrial enterprises. Therefore, the park is considering reasonable avoidance of policy difficulties and smoothing the road for the introduction of commercial projects.

The third is to achieve the goal of completely renovating the old park by means of Tenglong for bird or overall demolition. Since the beginning of the year, the park has temporarily established three special enterprise investigation teams to conduct a comprehensive survey of the network in the first to fourth phases of the park. The assets status, floor space, construction area, personnel structure and output of 59 enterprises in the park under the jurisdiction of the seven competent departments of the district were thoroughly understood. It has laid a solid foundation for the rational, rational and orderly integration of parks, rational allocation of resources, and full use of effective resources. At the same time, it urged enterprises with insufficient production tasks to boldly embark on the road of joint venture cooperation and transformation of production, and initially achieved the unfortunate effect of increasing production and increasing revenue. Encourage enterprises to take the initiative to attract investment, and coordinate services to enterprises, to continuously collect relevant information for the realization of investment, and to match the enterprise. For example, Shendong Automation Research Institute, a company that has been shut down for many years, was successfully transferred to a new economic entity.

Fourth, the aircraft manufacturing base and the industrial leading construction project of the aircraft test flight base were actively introduced, coordinated, promoted, and moderately involved in the high-level negotiations between the Shenfei Group and the Dongji Group. Until now, the negotiations between the two sides have progressed better than expected. According to the feasibility study report of Shenfei Group, the small aircraft market has broad prospects, and the orders for next year are already quite impressive. The two sides agreed that whether it is to meet the flight test conditions of the small aircraft, the site requirements, or the bottleneck caused by the large amount of funds required, it can be solved through the joint venture and cooperation between the two companies. However, this project is of great importance. The main leaders of the two groups are prepared to report the project to the higher authorities in an effort to enter the approval process as soon as possible and shorten the approval time. At present, the technicians of Shenfei Group have started the scientific demonstration of the take-off conditions, and the main leaders of the Dongji Group believe that the approval of the 4 square kilometers shooting range required for the project for many years will not be too difficult.

Fifth, by vigorously supporting the original industrial enterprises above designated size in the park, it is necessary not only to ensure that the major economic indicators undertaken by the park are completed as scheduled this year, to achieve a leap in the development of the enterprise itself, but also to lay a solid foundation for next year. For example, the two banks of Cinda Cinda and De Cosmere in the park have successfully implemented the plan to expand production and increase income by increasing investment. This has achieved the goal of resisting economic risks and reducing the current market economic dynamics. Bad effects. In the increasingly fierce market competition, the two companies not only expanded their market share, but also withstood the severe test of the market downturn. At the same time, they began to integrate resources, build advantageous brands, strengthen the Group's advantages, improve its core technology content, and continuously develop. New products, improve the quality of employees, and successfully turn risks into opportunities.

Work ideas and measures in 2019 First, continue to increase investment promotion and follow up on the promotion of medical industrial park projects.
