EPA 2019 annual work summary

Since the beginning of this year, in accordance with the unified work of the overall work, combined with the daily environmental management business work, establish and improve various business account files, decompose various business tasks, responsibility to people, and strive to improve the efficiency of environmental management, and gradually carry out various management tasks in a timely manner. In the law enforcement appraisal work carried out in the whole district, the existing problems were carefully analyzed, and the implementation of the evaluation plan issued by the Leading Group for Law Enforcement Review of the Bureau was implemented. The report is summarized as follows:

First, the division of labor is clear, improve work efficiency.

Introduction to the Environmental Management Division: Environmental Management Section of the Environmental Protection Bureau, responsible for environmental supervision and management of polluting enterprises, work on pollutant discharge permits, management of environmental administrative penalties, management of polluting enterprises, environmental management of construction projects, and other environmental management workers.

In the whole year's work, the first is to divide the relevant work tasks and daily environmental management business into a quantitative division of labor, responsibility to people, work schedules, and ensure the timely implementation of various tasks. Second, in accordance with the intra-office ab work system, all the business work after the quantitative division of labor is re-communicated and combined, that is, the work of the responsible person of a post is not in the post due to various reasons, and the responsible person of the b-job should work on the post. The third is to strictly implement the intra-office business learning system. Regularly and irregularly carry out “model creation” tasks and various business learnings, comprehensively understand the requirements and time schedule of various work tasks, and comprehensively improve work efficiency.

Second, increase the intensity of environmental management and severely investigate and deal with environmental violations

Effectively strengthen the environmental management of construction projects. Strict implementation of the environmental impact assessment system and the “three simultaneous” system have achieved an environmental approval rate of construction projects and a “three simultaneous” implementation rate of 100%. After the direct management, we strictly supervised all construction projects approved by the city, and the implementation rate of environmental protection “three simultaneous” of construction projects reached 100%;

Increase the intensity of water pollution investigations. In order to actively fulfill the requirements for the elimination of inferior v-type water bodies required by the “model-creating” mission, this year, we have increased the environmental monitoring of Dingwanhe enterprises, and designated special personnel to conduct regular and irregular supervision. In accordance with the total amount control indicators, we will do a good job in the discharge of pollutant discharge permits along the rivers and strictly supervise them. We will increase management over undocumented and super-certified polluting enterprises, implement regular irregular inspections and administrative penalties, and severely crack down on illegal sewage disposal.

Strict environmental supervision and increase administrative penalties. Since the beginning of this year, strict environmental monitoring and management procedures, in accordance with the various business requirements of the Municipal Environmental Protection Bureau, to strengthen the supervision of the atmosphere, wastewater, and severely crack down on various environmental and criminal activities, the annual investigation rate of environmental violations investigated 100%. Strictly investigate and deal with the relevant requirements of environmental protection laws and regulations, and urge the relevant illegal units to rectify within a time limit. The combination of punishment and education has been adopted to strengthen the education of environmental laws and regulations on the relatives of enterprises. It not only maintains the seriousness of environmental laws, but also enhances the environmental legal awareness of the relatives of enterprises, and has received good results.
Third, the work since the implementation of law enforcement review

Since the implementation of the law enforcement appraisal work in the whole district, all the staff of the Management Section have actively and self-examination against the evaluation plan, mainly from the strong question of whether there is public reaction, whether there is a private law, money transaction, not in accordance with the legal procedures, and not in accordance with the statutory duties. As a result, there are cases where the case is not established, there is no report, no case is answered, and the card is taken, illegally checked, and the people’s sufferings are ignored.

Through self-examination, the work efficiency has been improved, and some problems of inefficiency and ineffective service in the work have been solved in a timely manner, which has promoted the development of environmental management and effectively improved the level of environmental management. In the next step, we will continue to implement the various stages of law enforcement review in accordance with the evaluation criteria, and further improve the level of environmental management.
