In 2004, our office hosted 56 proposals for the second session of the 9th CPPCC Provincial Committee. All completed before June 20th. From the results of the processing, 18 items in Class A and 31 in Class B accounted for 87.5% of the total number of transactions; 6 items in Class C and 1 in Class D, accounting for 12.5% of the total. Three of the projects that have been approved have entered the planning and preparation of 10 projects, and solved the funding of 9.3 million. From the feedback of the members and the contact with us, the leader of the proposal expressed satisfaction or basic satisfaction. This year's proposal handling work can be affirmed by the committee members. We have highlighted the following four aspects: First, focus on raising awareness. It is not simply to treat the proposal as a reply to the general recommendations and requirements put forward by the members, but to treat the proposal as an important form and internal requirement for consciously accepting the supervision of the committee, improving the work style of the organization, realizing scientific decision-making, and improving work efficiency. The leadership of this work has been effectively strengthened. The second is to focus on the implementation of the handling work. I don’t simply think of the reply proposal as if you answered me and recovered it. Instead, I will take the proposal as an important measure to promote the development of the province’s transportation industry, and incorporate it into the agenda of the traffic work and implement it. The third is to focus on the tracking and supervision of handling work. It is not simply satisfied with a reply on the file, or the initial implementation of the moment, but tracking the process of handling, implementing, feedback, re-handling, and re-implementing the proposal. The fourth is to focus on communication with members. Please come in, go out, hold symposiums, separate visits and other forms, and extensively contact with members to obtain understanding and support from our members. Focusing on the above four key points, our department has mainly focused on the following tasks:
First, keep pace with the times and deepen your understanding of handling work
The handling of the proposal of this office in this year has the following salient features: First, it has a large amount of work and a heavy task, and it is one of the units with a large number of provincial government system proposals. Second, the proposal requires more traffic engineering projects and capital investment, accounting for 73% of the total number of proposals. Third, most of the proposals are projects that are planned or unplanned, and it is difficult to solve the problem. This puts new and higher requirements for our handling. In response to these characteristics, in order to do a good job in handling the work, the party group of our department combined with the implementation of the "Policy of the CPPCC" and conducted a careful analysis of how to do a good job in this year's proposal, and on this basis, formulated a proposal for handling the proposal. In the first half of the year, Comrade Li An, Secretary of the Party Committee and Director of the Office of the Office, hosted the Office of the Party Committee and the Office of the Director of the Office three times, and made special research and arrangement on deepening the handling of work, implementing measures, improving methods, and improving quality. The organs and offices of the hall directly have the units to handle the tasks. From top to bottom, we will further unify the ideas from the following aspects.
First, to have a good proposal, we must have a strong sense of legal system. We will take the opportunity to implement the Regulations on the Proposal of the Hunan Provincial Committee of the Chinese People's Political Consultative Conference and the Provisions of the People's Government of the People's Government of Hunan Province and the Proposal of the CPPCC National Committee to Study, Advocate and Implement the Regulations and Regulations. Throughout the handling of the work, through the implementation of the "Regulations" and "Regulations" to comprehensively improve the awareness of the transportation system in accordance with the law, according to the rules. At the same time, the process of handling the proposal as a specific test of the traffic management work of the provincial CPPCC, in order to promote our work, to return the care and support of the CPPCC leadership and members to the traffic work with practical actions.
Second, to have a good proposal, we must have a high sense of responsibility. The CPPCC member's proposal is an important form for members to perform their duties according to law and to supervise our work in accordance with the law. And the proposal is a responsibility given to us by laws and regulations. Therefore, we must stand by adhering to and perfecting the basic political system of the country, promoting the building of a democratic legal system, raising the level of democratic scientific decision-making, strengthening and implementing responsibilities, and handling proposals. We regard the satisfaction and dissatisfaction of our members as the standard for testing our work, and we must meticulously grasp the five links in implementing the responsibility, that is, to open the meeting, train the team, improve and perfect the handling system, and do a good job of the key proposals. Do a good job in supervision and supervision, and ensure that this year's proposal is completed.
Third, to run a good proposal, we must have a strong sense of pioneering and innovation. Over the years, the proposals for the work of our office have achieved certain results under the attention and support of the Provincial CPPCC Proposal Committee and the Provincial Government Office. But we can't stay in the past achievements and practices, and we can't wait for the status quo to stop. We recognize that if the proposal is handled, if there is no new deepening in understanding, there is no new enhancement in the handling measures, there is no new improvement in the handling method, and there is no new improvement in the quality of handling, which means a step backward. Only by advancing with the times and pioneering and innovating can we continuously improve and improve our handling. Therefore, the party and party group requires that conditions should be well managed and conditions for creation without conditions should be well managed. We must be responsible for the committee, responsible for the cause and seeking truth from facts, do our best to solve the problems raised by the members, and do more practical things for the people. At the same time, we must communicate with the committee members and report to the committee members to obtain further understanding and support from our members. Only in this way can we make new progress in our handling.
Second, classify and highlight key proposals
After receiving the proposal of the committee, we combined the formulation of transportation planning, research policy measures, adjustment of the transportation network layout, and arrangement of transportation infrastructure projects, and divided the committee proposals into giant ideas, projects, funds, explanations and explanations. Class, classification. Seriously study the proposal of the giant view class, and enrich some of the good ideas put forward by the members into the strategic planning of the province's transportation development; deepen the arguments on the project-type proposals, and list the major construction projects that the members proposed in relation to the overall situation. Go into the plan. Proposing various proposals for funds to solve practical problems as much as possible, and strive for practical results; for some proposals that have obstacles in policy and are indeed difficult to solve problems objectively, we sincerely explain to the members clearly, and strive for understanding and support. While carefully handling each proposal, we have selected a number of proposals that are highly policy-oriented, have a bearing on the overall situation of transportation development, and hot and difficult issues of concern to the people, and focus on handling them.
First, the proposal for the overall traffic development and policy is strong, and the party and party groups collectively handle it. For example, there are 8 proposals concerning the collection of traffic regulations and tolls this year. They involve a wide range of policies and strong policies. They are not only closely related to the vital interests of the people, but also related to road traffic and economic and social development in our province. For such proposals, we are all responsible for the convening of the relevant units and departments for the study of the opinions of the deputy directors in charge of the work in this aspect. In particular, regarding the proposal on vehicle tolls, the following four aspects should be clearly stated in the reply: one is the policy basis for setting up station charges; the other is the necessity of “loaning roads and paying for loans”; The importance of collecting tolls to promote the transportation and economic development of our province; the fourth is to strengthen the standardized management of toll stations. Our handling procedure is to first prepare the handling opinions by the sponsors of the proposal, and then get in touch with the members who submitted the proposals, face-to-face, face-to-face opinions, and jointly negotiate solutions.
The second is a proposal that strongly reflects the people's people and is related to the development of regional transportation. Members of the party group in person handle it personally. This year, we selected 4 such proposals, which were presided over by the members of the Party Committee of the Department, assigned special personnel, conducted on-the-spot investigations to understand the situation, and put forward preliminary handling opinions. After the leadership of the Office conducted the research and discussion, a formal reply was formed. When Li An, the secretary of the Party Committee and the director of the department, handled the No. 219 "Reducing the burden on farmers, increasing the income of farmers, and opening up the "green channel" of Hunan's fresh agricultural and sideline products", he actively adopted the reasonable suggestions of the committee members and fundamentally proposed the whole The provincial transportation system further accelerates the construction of rural roads, opens up high-efficiency green channels, and provides quality services to try to ensure and promote the transportation and marketing of fresh agricultural and sideline products. At the same time, according to the actual situation of transportation and social and economic development, we also gave some explanations and explanations on some issues involving policy obstacles in the proposal, and we sincerely sought the understanding and support of the members.
The third is to ask for the opportunity to seize the opportunity of the state to increase investment in highway construction, accelerate the construction of county and township roads in Hunan, and organize the elite to speed up the handling. Since 2003, the state has increased investment in rural road construction and implemented county-to-county and county-to-township road construction. This is a rare opportunity for development. Since the implementation of the project, the enthusiasm of accelerating the construction of rural roads throughout the province has been increasing. There are 8 proposals for the application of the road to the county to township road construction design or speeding up the county to township road reconstruction. With regard to these proposals, our Office attaches great importance to it, and draws up the elite forces from relevant departments, conducts in-depth investigations on the ground, and handles opinions on a case-by-case basis.
Third, improve methods and improve the quality of handling
In recent years, we have continuously improved our methods in handling the work. By going out, please come in, change the "literature to the text" to "people come and go", actively seek the opinions of the members and the general public, and discuss the strategies to deal with Improve the quality of handling work. In the course of handling this year, we have adhered to and carried forward this good practice.
First, investigation and research, focusing on the situation, focus on handling the relationship between the concentration point of the committee proposal and the focus of the traffic construction. Since the "Eighth Five-Year Plan", especially in recent years, the enthusiasm of road construction has become increasingly high. The awareness of "to be rich, to build roads first" has been deeply rooted in the hearts of the people. Members have proposed increasing the number of roads and bridges and traffic. This year's committee proposal is also mainly concentrated on these aspects, a total of 41. These proposals embodies and reflects the good wishes of governments and people at all levels to urgently improve transportation and build roads to become rich. Although a considerable number of projects proposed by the proposal did not enter the “10th Five-Year Plan”, it is indeed the focus of our work now and for a while. Therefore, the party group of our department attaches great importance to it, and especially emphasizes the need to deal with the relationship between the concentration point of the committee proposal and the focus of the traffic construction. It requires the organizers and departments to reflect some issues and suggestions on the members. If it is unresolved, it will not be delayed immediately; if it cannot be solved temporarily, it will create conditions as far as possible. If there are difficulties in solving the "10th Five-Year Plan" period, it must be registered and conduct field investigation and research for the next five-year plan. Painting solution. The second is to pay attention to actual results, solve practical problems as much as possible, and pay attention to protecting the enthusiasm of grassroots people to accelerate the construction of transportation infrastructure. At present, the task of traffic construction in our province is quite heavy, and the construction funds are extremely tight. During the 10th Five-Year Plan period, the demand for road construction funds in our province will reach 66.2 billion yuan, including 50.4 billion yuan for formal projects and 15.8 billion yuan for preparatory projects. It is necessary to raise construction funds, and the capital gap of key highway projects is as high as 10 billion yuan. However, we have always tried our best to overcome the difficulties raised by the CPPCC members in relation to the grassroots traffic construction projects and funding issues. We will do our utmost to raise funds and solve as many practical problems as possible to maximize the mobilization of the grassroots to accelerate the transportation infrastructure. The enthusiasm of the construction of the facilities, work together, and work together to make Hunan traffic. For example, "Proposal on Requesting to Bring the Xiangxi Autonomous Prefecture County to Township Highway into the County-to-County Town Road Construction Design Painting", No. 21 "Proposal for the Provincial Department to Support the Construction of the No. 2 Bridge in Our County", No. 10 The proposal of Longshan Liye to Luoyixi Highway, etc., has been investigated and found that the construction of these construction projects can indeed improve the transportation network of the region and the province. On June 13, the party group of our office held a proposal for a report meeting at the Rongyuan Hotel of the provincial party committee. The meeting invited the leaders of the three proposals and the leaders of the Provincial CPPCC Proposal Committee, the Provincial Government Office and the relevant departments directly involved. In response to the characteristics of this year's proposal on the collection of highway tolls, the party secretary and director of the department, Li An, on behalf of the party group, reported to the CPPCC members and leaders the collection of road construction and tolls and the handling of related proposals. The participating committee members and leaders fully affirmed the implementation of the CPPCC member's proposal by the party group of the Provincial Communications Department and the implementation of the communication and contact with the members. After the meeting, the party group of our department also convened a special party group meeting to study and further strengthen the work measures for the proposal. The leaders of the department “goed out” and “please come in” and applied for proposals on the spot, which played an effective role in promoting the work of the proposal of the Office. According to statistics, this year, the heads of our department, the departments and departments directly responsible for the comrades in charge of the site to handle a total of 18, 87 people.
The fourth is to carry out further processing, dynamic follow-up and implementation, to avoid the phenomenon of "answers are good, not implemented", "thunder is loud, rain is small" and so on. We carefully analyzed and classified the opinions of the members, and established a file for further processing on this basis. Respond to the members with comments, re-clarify the time, requirements and responsible persons. This year, we have identified 3 copies of the feedback from the feedback we received and followed up on the implementation. At the same time, the implementation of the commitments has been implemented dynamically. For example, Wu Chengcheng and other committee members proposed a proposal to support the construction of the Yongshun Fuji Bridge last year. Our office promised to provide financial support for the project after the implementation of the infrastructure program. This year, the committee members put forward the same proposal. Since the second half of last year, the Office of the Provincial Highway Bureau has actively organized and helped Yongshun County to complete all the preliminary work and bidding of the construction team, and arranged this year. The transportation poverty alleviation fund of 2.5 million yuan supports the construction of the project. The project started construction on May 18 this year. In this regard, the proposal leader is very satisfied.
In the process of handling the proposal, on the basis of investigation and research, we carried out on-site handling, field visits, discussion with members, visiting committee members and other forms of multi-channel handling activities, and strengthened contact with members, which deepened the relationship with the members. The feelings between the two also promoted the traffic situation and policies of our province, and received the members' understanding and support for our work, thus improving the satisfaction rate of the proposal. For example, 8 of the proposals undertaken by our office this year are temporarily difficult to solve due to national policies or conditions. We make full use of various opportunities, strengthen communication with members, make heavy traffic construction tasks and financial difficulties in our province, and the deployment and requirements of the provincial party committee and the provincial government for the construction of transportation infrastructure in our province, and report to the members clearly. With a sincere attitude, the members have been fully understood and achieved good results.
Leaders, with the support of the provincial CPPCC and the provincial government, the progress of the proposal of this year's proposal is relatively smooth. However, due to the limitations of objective conditions and the unsatisfactory work of our work, we have handled the work and the CPPCC. There is still a certain gap between the requirements of the members and the people. In the future, we will accept the criticism and supervision of the CPPCC and CPPCC members more humbly, further deepen our understanding, intensify our efforts, improve methods, improve the quality of handling work, and promote our work in order to realize a new leap in transportation in our province.
