According to the curriculum, I am going to give lectures to you today. The topic I want to talk about is: on maintaining social stability.
Maintaining social stability is both an old problem and a new one. The problem of maintaining social stability in development is a real problem that all countries in the world must face and cannot avoid. It will run through the entire process of socialist development, especially in today's reform and opening up. Speaking of "stability," whether you are engaged in this work or not doing this work, you can say "one two three". This explains at least two points: First, social stability is closely related to everyone and every job. Second, we have a common understanding of the importance of stable work. These are the foundations for us to do a stable job. However, it is not enough to have such superficial understanding to really do a stable job. Doing a good job in the stable work in the new era requires us to comprehensively grasp the scientific connotation of maintaining stability from a global and historical perspective, further deepen our understanding of the importance of maintaining stability, carefully analyze and summarize the basic laws of social stability, and correctly handle reform and development. And a stable relationship, consciously obeying the service in the work to stabilize the overall situation, and provide a strong guarantee for speeding up the economic and social development of the region. This is the main purpose I have chosen to achieve this topic.
Next, I will focus on the theme of "maintaining social stability", combine the situation of giants and micro-stable social stability, and contact the realities of our district to take this opportunity to talk about some understandings and experiences, and to study, study and discuss with comrades. Mainly talk about the following three issues:

First talk about the first question.
I. Prepare for danger in times of peace, and correctly understand the current situation of maintaining stable work. With the rapid development of economy and the acceleration of scientific and technological progress, the trend of economic globalization and social integration is becoming more and more obvious, and countries are competing for living space and limited resources. Friction and wartime are staged in different regions, and there is a growing trend. In this context, to discuss the social stability of a region, we must consider the impact of the environment and the microclimate, which will help us to fully understand the stable work situation.
The international situation is turbulent. After the disintegration of the Soviet Union, the two-pole pattern of East-West confrontation represented by the two super-powers of the United States and the Soviet Union ended. Now it is developing in a multi-polar direction. Many economic powers want to share the leading power in the Eurasian region with the United States and the United States. In the reshuffle, the international situation is even more uncertain, and the struggle between the superpowers has made the frictions and struggles between the regions all happen, greatly increasing the factors of social instability. After the end of the Cold War, ethnic issues, religious issues, borders and resource disputes that were originally concealed by the bipolar pattern have been exposed. Local wars and armed conflicts have occurred one after another and have occurred all over the world. In the 1990s, there were successive Soviet disintegrations, the Boch civil war and the Chechen war, the civil strife in the Central African Republic, the war in Liberia and Guatemala, the NATO air strikes against the U.S.-led NATO, etc. In the past few years, in the short span of several years, the "9.11" terrorist incident, the US war against Iraq and hundreds of regional conflicts and terrorist incidents have occurred. These happen despite the premise that peace and development prevail, but it is enough to show that the earth we live in is still not very peaceful.
The hidden front struggle is sharp and complicated. At present, China's economic development, political stability, national unity, and social progress are generally good. However, we must also see that China still faces an intricate domestic and international environment, and factors affecting social stability still exist. The hidden front struggle is particularly prominent:
Outside the country, there are three points in general: First, the "Falungong" activities are very rampant. At present, the "Falungong" activities have been extended to 64 countries and regions, with more than 1,300 practice points and the establishment of the Falun Dafa Alliance. The second is that the "Falungong" cult organization has completely become the pawn of the Western anti-China forces, and the anti-China forces in the West. The "Falungong" cult organization was fully armed. The United States specially approved the land for Li Hongzhi, allocated funds for the establishment of a base, transformed Minghui.com, and allocated funds for it as an activity fund. The United States also provided a senior consultant for the "Falungong" organization. Help them make suggestions. "Falungong" organizations have established their own radio stations, TV stations, news agencies, newspapers and magazines and more than 100 websites abroad, renting foreign communication satellites, and constantly carrying out reactionary propaganda; third, "Falungong" and democracy movement, Tibetan independence, Xinjiang independence, and Taiwan independence The forces have been arrogant and have become the first of the "five poisons" that split China and attempt to subvert China.
From the domestic perspective, the "Falungong" activities have not stopped. First, the number of "Falungong" illegal propaganda materials has remained high. In the third quarter of last year alone, the province collected 180,000 copies of "Falungong" illegal propaganda materials. The second is the use of IP telephony to publicize and attack Xinnuo satellites and other events. In August, Zaozhuang and Liaocheng received more than 22,000 IP telephone calls for "Falungong" reactionary content. In August and October last year, "Falungong" repeatedly attacked my Xinnuo satellite. On October 15th, when my "Shenzhou V" manned spacecraft was launched live broadcast, Xinnuo satellite was attacked by "Falungong" illegal signals for 18 minutes and 44 seconds. Third, vicious incidents such as "Falungong" murder have occurred from time to time. In May and June 2003, the Chen Fuzhao series of murders of the "Falungong" addicts in Cangnan, Zhejiang Province, was even more shocking. Fourth, at present, the problem of rural cults is more serious. From a national perspective, in some places, cult activities are quite serious and threaten the stability of grassroots political power. The illegal activities of some cults have been repeatedly prohibited. For example, the actual god also called the Eastern Lightning, which is developing rapidly, and the scope of underground activities and all provinces, autonomous regions, and municipalities directly under the Central Government except the two. As far as our province is concerned, last year, the province’s public security organs established 1,058 Falun Gong cases, cracked 1,105 cases, and arrested 1,489 criminals. A total of 207 other cult cases such as “Century God” were cracked, and cult activities were investigated and stopped. 242 cases involving 10,334 people, including 1029 cult leaders.
From the perspective of our city, cult activities are more frequent. Recently, there have been many incidents in which the "Falungong" elements have threatened the party and government organs. There was also an incident in which "Falungong" elements wrote illegal propaganda content on the renminbi for dissemination and dissemination.
From the perspective of our district, the "Falungong" diehards are still waiting for an opportunity to carry out sabotage activities. Since 1999, with the correct leadership and high attention of the district committees and district governments, the whole region has united and cooperated closely, and has achieved great success in the work of “disputing the law” and firmly grasped the initiative of the struggle, especially 2001. Since the beginning of the year, there has not been a "Falungong" element in the region going to the province to go to Beijing to fight trouble. There has been no illegal gathering of "Falungong" elements in the district, and the "three guarantees" of the provincial party committee without entering Beijing, no interstitial, and no troubles have been realized. The goal of work and the struggle situation are increasingly moving in the direction that is beneficial to us. However, due to the influence of the big environment, there are also some problems: the incident of distributing "Falungong" illegal propaganda materials has occurred from time to time. On May 8 last year, a large number of flyers distributed by "Falungong" elements were discovered in Xiyuan Community and Xiaokangyi Village in our district. On September 8, another "Falungong" incident was issued. Other cults also took the opportunity to look up. The cult "Century God" has a certain number of believers in our district and has become a hidden danger affecting the social and political stability of our district. On June 3 and December 12 last year, there were two cases in the district where the use of the cult "Century God" to undermine the law enforcement. Four cult members were captured by my public security organs. In addition, the district is connected to five counties in the two provinces, and it is often affected and infiltrated by harassment by cult members in the surrounding areas.
The above situation shows that with the development of the struggle, some new trends have emerged in cult organizations such as "Falungong". If we say that the situation is relatively calm compared with the past, it also has a great relationship with the "Falungong" cult organization to seek a long-term confrontation with me and to go underground. It can be predicted that after a period of stagnation, the illegal activities of "Falungong" are likely to rebound to some extent. The infiltration and destruction activities of overseas "Falungong" organizations will be further intensified, and cult members such as "Falungong" in the province will continue to find ways to deal with me. We must always keep a clear head and further study and take effective measures to continuously push forward the prevention and handling of cult work.
The problems caused by internal contradictions among the people are more prominent, and mass incidents affecting social stability are frequent. At present, corporate bankruptcy, mergers and acquisitions, fund-raising financing, peasant burdens, laid-off workers, and retirees' living security have increased the potential for social instability, posing a greater threat to the stability of the public security. Although the number of letters and visits since last year has decreased, there are still many problems. Last year, the district received a total of 201 letters from the people. Compared with the same period of last year, it decreased by 91%, down 31.1%. Among them, 83 letters were sent, down 59, down 36.8%, and 118 from 1360, a decrease of 32 from the same period last year, down 20%, and the number of people decreased by 225, down 14%. In the visit of the people, there were 1309 visits from the group. The number increased by 10 from the same period last year, an increase of 80%, and the number of people increased by 14.9%. The main problems reflected are: the first is to solve the 53 cases of labor, welfare, employment placement, accounting for 26.5% of the total number of letters and visits; the second is 20 cases of various types of disputes and criminal reprimands, accounting for 9.8% of the total; 60 cases of letters and visits were issued, accounting for 29.7% of the total number of letters and visits; fourth, 19 cases of demolition, construction, environmental protection and soil management, accounting for 9.6% of the total; and 5, reflecting 22 cases of family planning, culture, education and health , accounting for 11.1% of the total; Six is ​​the peasant burden, the relationship between workers and peasants, 27 cases, accounting for 13.3% of the total number of letters and visits. It is worth noting that the city's letters and visits, especially the city's collective visits, are still quite prominent. Of the 77 collective visits, 53 occurred in the district departments, accounting for 69% of the total number of collective visits. It mainly reflects the problems of “three tows” and employment placement. These collective visits are mainly characterized by large scale, high frequency, emotional agitation, and difficulty in solving them. They have become the top priority of our petition work.
At present, various social contradictions are complicated, and there are still many contradictions and problems in rural areas, cities, factories and schools. The resulting collective appeals of various types of petitions have shown an increasing trend and have become a prominent problem affecting social stability. A noteworthy trend is that the current mass incidents are increasing in size, the behaviors tend to be fierce, and the organizational tendencies are becoming increasingly apparent. Prominent features: In the process of event development, it is often reasonable or unreasonable to ask for the wrong behavior, the excessive behavior of the majority and the criminal activities of the minority, to complicate the event. Many collective petitioners are in a fierce mood and often take excessive actions, such as blocking the door of factory enterprises and impacting party and government organs. Most mass incidents have undergone a certain period of gestation, and some influential and powerful figures are behind the scenes to exert pressure on the organization of the elderly, women to the organs, factory enterprises to sit in front of the door, block traffic, illegal demonstrations, etc. There is a clear tendency to organize. The proportion of legitimate complaints is growing. Except for a few people who are unreasonable, most of them are infringed upon their own interests, and they are not able to solve the problem in a timely and satisfactory manner. Only when they gather pressure on the government and relevant departments, many participants understand the law and pay attention to the behavior. And the heat, the pressure is getting bigger and bigger. The contradiction has developed to a deeper level. In many mass incidents, it is often the dissatisfaction of some people with individual grassroots cadres, dissatisfaction with a specific administrative act, dissatisfaction with certain law enforcement personnel, and the promotion of the government, the cadres, and the law enforcement agencies. Touch emotions and rebellious psychology. If these problems are not handled well, it is likely to cause big troubles and affect social stability.
Criminal cases and public security cases are still high. Over the years, through continuous efforts to crack down on rectification, the arrogance of criminals has been cracked down, the upward trend of criminal cases has been curbed, and the social stability of the whole region has been effectively maintained. Since the beginning of last year, the total number of cases filed has been reduced by % compared with the same period of last year. However, major criminal cases are still frequent, and the characteristics of violent, organized and intelligent are becoming more and more obvious. . For the current public security situation, the overall evaluation is four sentences; the overall situation is basically stable, the situation is quite serious; there are many favorable factors, and the key lies in work.
As far as the whole country is concerned, the overall number of cases has grown too fast, especially the important indicator for measuring the social security situation. The growth of major cases is too large. In the early 1980s, the number of major national cases was less than 50,000 per year. In 1993, it surged to 530,000, and now it has risen to 1.6 million - 1.7 million, and the momentum of growth is difficult to control. As far as the country is concerned, before 1998, urban crimes were more in rural areas. After 1998, peasant crimes became more and more prominent, up to 70%. What is the reason? Mainly related to the state of rural economic development. After the Third Plenary Session, 1979-1984 was the year in which farmers earned the most, with a per capita growth rate of 15.5%; from 1985 to 1988, it fell to 5.1%, and in 1989-1991, it fell to 0.7%. Later, Increased to about 3%. Farmers’ crimes have risen sharply, which is directly related to the slow increase in farmers’ income, the large difference between urban and rural areas, and the radiation of urban life. In addition, there are more than 200 million laborers in rural areas across the country. Some 100 million agricultural people have moved to cities, and some have already been employed. However, their hukou is unresolved, their identities are unclear, they cannot live in peace of mind, management is not good, and some will go to crime. In the late 1980s, Comrade Deng Xiaoping pointed out that in the 1990s, when the economy went wrong, it was likely to be in agriculture. Although Comrade Deng Xiaoping refers to economic issues, the economic foundation determines the superstructure, and the economy has problems. It is necessary to affect other social issues, and social security is the first to be included.
For our district, the development trend of the social security situation is generally consistent with the country and has a common law of development. In general, the incidence rate of criminal cases in our district is lower than the national average of about 20%. From the number of cases per year, 150 cases were filed on average from 1990 to 1996, 630 cases were filed on average from 1997 to 2000, and 700 cases were filed on average from 2000 to 2003. The number has increased exponentially year by year. No high. From the point of view of the number of arrests, from 1990 to 1996, the average annual arrest was about 100; since 1997, the average annual arrest has been about 150, showing a significant increase. From the composition of the case, from 1990 to 1997, rape and trafficking crimes were prominent; since 1997, theft and robbery cases have risen sharply, accounting for about 60-70% of all cases. These figures fully demonstrate that maintaining social stability and strengthening social security management should be the top priority.
The situation of safe production is grim. In 2003, there were 13 major accidents involving more than 30 deaths and 777 deaths in the country. There were 115 serious accidents involving 10-29 deaths and 1,732 deaths, an increase of 1 and 39 persons. These figures are shocking and the situation of safe production is becoming more and more serious. There are 13 mining enterprises affiliated to our district and town, with an annual output of 1.3 million tons of raw coal and 1 million tons of gypsum. Although there were no major safety production accidents in the whole district last year, there are still many hidden dangers from the many safety inspections. Some of them have not been rectified yet, and construction, fire and traffic accidents are frequent. Since the traffic accident, the dead, seriously injured, direct economic losses of 10,000 yuan, the situation of safe production is not optimistic.
Second, trace the roots of the source, carefully look for the root causes of stability and affect the social stability of the factors are multifaceted. Comprehensive analysis of the current unstable factors is mostly inseparable from the big background of social transformation. It is the interaction between various subjective and objective factors in the process of rapid social development, new and old system transformation, and interest pattern adjustment. The result of intertwined contradictions. Contradictions involve politics, economy, culture, education, ethics, law and other aspects. Specifically, there are four reasons:
Unstable factors brought about by social transformation. The two transformations we usually call, one is social transformation and the other is economic transition. The so-called "social transformation" means that systematic, large-scale, and fundamental changes are taking place at all levels of social life. It mainly includes: the transformation of political system, such as the gradual promotion of democratic politics, the transformation of the functions of state institutions, the transformation of management behaviors and management methods, etc.; the transformation of social structure, such as the re-adjustment of interest structure, the change of social status of all classes, The emergence of emerging classes, etc.; the transformation of the social supply system, changes in material output and distribution patterns that have a major impact on people's production and life, changes in social welfare, employment systems, etc.; thinking and behavioral methods and values The transformation is also an important aspect. At present, China is in a period of great social change. The series of changes brought about by social transformation are changing people's life, thoughts and behaviors. In this process, new thinking, new measures and traditions of reform and opening up Ideas and traditional practices inevitably lead to collisions and become important factors for instability. In the political transformation, it has successively implemented the separation of party and government, decentralization and decentralization, institutional reform, personnel system reform, establishment of a system of social consultation and dialogue, improvement of socialist democratic politics, strengthening of socialist legal system, reform of rural grassroots political system, etc. In the transformation of social structure, the members of the commune became peasant people, and the enterprise workers became all employees and employees. When they lost their jobs, they were laid-off workers. The factory manager became a manager and a boss, and a new class with strong capital appeared. Owner, and so on. These changes are not only changes in the title, but more importantly, the distribution patterns and changes in the level of social structure. In recent years, most people feel that the biggest change is the transformation of the social supply system. Some of the welfare benefits that can be enjoyed by institutions and enterprises are now gone. The house itself has bought, medical treatment has not been reimbursed, and pensions have become pension insurance. The salary of the enterprise is not recorded according to the length of service, and so on. All of these changes will eventually produce different reflections in people's minds, and will have a profound impact on people's thinking and behavior. Due to such complex reasons, people currently have different social mentalities. The extent to which members of society benefit from reforms, the amount of time before and after, and even a few people may have to make certain sacrifices for the time being, thus causing imbalances in people’s mentality, and some even have a sense of loss. It will become the root of social instability.
Unstable factors arising from the transformation of the economic system. Before the reform and opening up, under the planning system, China has long implemented the policy of “low wages and high employment”. The allocation of labor resources of enterprises is mainly through government planning and unified distribution. Regardless of whether the enterprise needs it or not, the state imposes a large number of people entering the enterprise every year, causing the company to work for two people or even multiple people, and people are overstaffed and inefficient. Nowadays, to develop a market economy, enterprises must reduce costs, improve economic efficiency, and enhance competitiveness. "Reducing staff and increasing efficiency" is an important way, and it is inevitable that unemployment will be laid off. On the other hand, fierce market competition will inevitably eliminate some enterprises, leaving some employees to leave their original posts. With the structural adjustment of the primary, secondary and tertiary industries, it will inevitably lead to changes in the flow of labor and employment structure, and some workers will be diverted. The current diversion is not a deployment in the past planning economy, but a self-employment. Before the new position is determined, some workers are actually in a state of laid-off unemployment. In addition, the current social security system has problems such as less coverage, low socialization, difficulty in collecting social security funds, and lack of means of regulation. Due to the imperfect security system, social security functions cannot be exercised, and social insurance, social assistance, social welfare, social welfare and other measures cannot be fully implemented. This group of people becomes a difficult group and the society has unstable factors. In particular, the increase in the income gap between different social groups and the increase in the gap between urban and rural social levels have caused an imbalance in the social mentality and become an important factor affecting social stability.
Unstable factors caused by weak bases. In the face of economic restructuring, China is also facing the adjustment of government management methods in order to adapt to economic globalization and WTO rules. The adjustment of the government's management methods will not happen overnight. Institutional construction and market order will inevitably lead to loopholes. Some problems will take advantage of the situation and have an impact on social stability and social security. In addition, some grassroots political power organizations are weak and weak, and their administrative and social control capabilities are not strong. The functions of maintaining social order and regulating social contradictions cannot function properly. When studying and formulating some reform measures, the strength of reform and the speed of development have not been organically combined with the psychological endurance of the people, from the reality, and from the people, causing the people to understand the policy of reform and deepen The measures for reform do not support. When social pressure is high and emotions are difficult to accept, they will collectively petition and discuss the arguments with the party committee and government. At present, some people have weak legal awareness, have more rights, and have fewer obligations. They only look at the interests of individuals, eyes and minorities, and do not talk about the interests of the collective, the long-term and the overall situation. As a result, the principles and policies of the party committee and the government are difficult to implement and some contradictions are made. Long delays, long time has become a problem that affects social stability.
The destabilizing factors brought about by the weakening of education for all and ideological and political work. Over the years, some places have paid close attention to economic construction and relaxed basic education for the people, especially the education of ideals and beliefs and basic education in rural areas. As Comrade Deng Xiaoping said in a conversation with the responsible comrades of the Central Committee in March 1989: "Our biggest mistake in the past ten years is in education." Reform and opening up have indeed made some farmers rich, but at the same time should see that Some farmers are not very wealthy. Especially in remote mountainous areas, there are still a few farmers who have not yet escaped poverty. About a quarter of the dropouts are caused by family poverty. The second is the overload of tuition and fees. Insufficient long-term investment has left many rural China small. The school was unable to generate income and had to rely on the students’ tuition and fees to maintain their lives. This will inevitably increase the various tuition and fees. Third, the rate of enrollment is low. Rural education is still relatively lagging behind for various reasons. Progression is not expected to make many students reluctant to continue school. Fourth, the burden of schoolwork is heavy. The imperfect evaluation system and the one-sided pursuit of the rate of enrollment have enabled many schools to run overtime and overwork. Some students are afraid of learning. Some of them are overwhelmed and tired of learning to drop out of school. The fifth is the uselessness of reading. Due to the difficulty of employment and the serious disconnection between education and social practice, many rural people have the idea that “there is no distribution in the examination, and they cannot allocate knowledge to use”, which makes the uselessness of reading spread rapidly in rural areas. The serious consequences of the backwardness of rural basic education are the low comprehensive quality of farmers, the poor employability and the many social contradictions. This loss is difficult to estimate, just as the serious consequences of the lag of citizens' ideological and moral education are difficult to estimate. We are in a special period of social transformation and economic transition. The new moral standards system has not yet been established. The old moral concepts still rely on inertia. A considerable number of people, especially young people, feel at a loss, leading to a sharp increase in juvenile crime. Brought a large number of long-term unsteady factors.
Unstable factors brought about by specific problems such as floating population and income gap. Since the reform and opening up, China's floating population has increased, mainly farmers, and a large number of people have flowed to cities. According to statistics, the number of farmers entering the city is 140 million, Shandong Province is more than 15 million, the city is about 100,000, and there are about 30,000 in our district. The widespread monopoly of urban citizen employment in the middle and long term of the city restricts and excludes the employment of farmers. The quality of the peasants themselves limits their development, and a considerable part of them become unemployed. The basic food, clothing, housing and transportation cannot be guaranteed. Some people originally wanted to get out of the countryside and get rich in the city, but they did not expect to become a new urban poor. Some policy provisions in the city also have some practical restrictions on the development of the floating population. At present, some policies and management methods in the city have aggravated the conflict and friction between the floating population and the city to a certain extent. Some of them have used the deviant or criminal behavior to obtain living materials, or vent their dissatisfaction with exclusion from social life. The wealth of our society has undergone tremendous changes along with the deepening of reform and opening up. The gap between the rich and the poor has accelerated and widened. The Chinese people have long been accustomed to the distribution of egalitarianism. The notion of “no undue and unfairness” is deeply rooted, and the inequality in the distribution of wealth in the real world has become a potential source of instability. In addition, people's moral values ​​have undergone great changes, traditional concepts have been increasingly challenged and destroyed, and its impact on social security issues cannot be ignored. For example, seeing righteousness is the traditional virtue of China, and now the phenomenon of not being righteous is more than All are. In addition, the investment mechanism of public security management is not compatible with social development. The development of economy and the advancement of science and technology also give criminals an opportunity to take advantage of high-intelligence and high-tech crimes. The political and legal organs are limited by funds and equipment. In many respects, it is impossible to implement the necessary prevention and countermeasures, which seriously affects the maintenance of stable work efficiency.
III. The important significance of maintaining social stability Social stability is the primary condition for all progress in China and an important guarantee for our party to govern and rejuvenate the country.
Without a stable environment, economic and social undertakings will be seriously affected. Social unrest, not only can not carry out reform and construction, but the achievements already achieved will also be destroyed; not only the "well-off" and "affluence" will be reduced, but it may lead to the collapse of multi-ethnic countries; not only the Chinese people and the Chinese nation suffer, It will also endanger many countries and regions in the world. Achieving the prosperity of the people, the prosperity of the country, and the national rejuvenation are the strong expectations and unremitting pursuit of the entire Chinese people, and all of this is inseparable from a stable social and political environment. Historical experience tells us which period of social stability, which period of economic and social undertakings will develop rapidly; on the contrary, it will stagnate or even regress. Since the Revolution of 1911, on the eve of the founding of the People's Republic of China, political corruption, invasion of powers, and constant war, the people's lives and basic living conditions cannot be guaranteed, and productivity has fallen sharply. After the founding of the People's Republic of China, the state's political situation was relatively stable in the 1950s, and productivity quickly recovered. Then, the decade of the "Cultural Revolution" began, and the political movement continued. Regarding the "Cultural Revolution", Comrade Deng Xiaoping commented: "The 'Cultural Revolution' has been delayed for ten years. If we add the time of the 'Left' error that began in 1957, the total should be twenty. Years. 多年來,正是因為正確處理改革、發展、穩定的關係,那種在許多開發中國家發生過的,“因變而亂、因亂而退”的惡性循環,在中國並沒有出現;正是因為人們像珍視自己的眼睛一樣珍視社會穩定,才有了今天現代化建設的偉大成就。堅持穩定壓倒一切,正確處理改革發展穩定的關係,在社會穩定中推進改革發展,通過改革發展促進社會穩定,這是必須長期堅持的基本方針。時移勢易,改革有了新的任務,發展有了新的目標。作為改革發展的前提,做好穩定工作,必然要有新的內涵。在今天,以人為本抓穩定,與時俱進抓穩定,以激發社會活力為目標抓穩定,是新的穩定觀的必備“要件”。
四、維護社會穩定的標準圍繞“蘇魯邊界平安區”建設,當前和今後一個時期,我區維護穩定的奮鬥目標是:推進依法治區,在改革發展中保持社會政治穩定,在社會政治穩定中推進改革與發展,促進“三大文明”建設協調發展,建設穩定的政治環境、良好的治安環境、規範的法治環境和優良的投資環境,把台兒莊建成蘇魯邊界社會治安形勢最好的區,構築“發案少、秩序好、環境寬鬆、服務周全、外商放心、民眾滿意”的安全寶地,打造“平安台兒莊”、“法治台兒莊”、“誠信台兒莊”的良好品牌。 The specific objectives are:

三是基本不發生群體性事件,一旦發生能及時化解。各級黨委、政府特別是政法部門,在處理群體性事件時,要沉著冷靜,分析問題的原因,找準問題的癥結,抓住主要矛盾及時化解,把危害降到最低限度,保持社會穩定。
四是暢通信訪渠道,實現依法有序上訪。要通過暢通信訪渠道,宣傳信訪條例,逐步做到依法有序上訪,要通過各級各部門紮實的工作,為民眾排憂解難,變上訪為下訪,把上訪的問題解決在萌芽狀態,解決在基層。

五、研究對策,努力打造“蘇魯邊界平安區”
去年10月,周永康部長來山東視察時,提出要充分發揮山東良好的基礎和有利條件,努力建設“平安山東”。對此,省委、省政府高度重視,張高麗書記、韓寓群省長多次作出指示,提出明確要求。最近,省委、省政府又專門作出決定,提出用三年時間,在全省集中開展建設“平安山東”活動。今年2月11日,省委、省政府召開了加快“平安山東”建設電視電話會議,對“平安山東”建設作出了全面部署。市委、市政府對此高度重視,把建設“平安棗莊”作為貫徹落實省委、省政府統一部署的戰略舉措,2月19日,我區召開了加快建設“蘇魯邊界平安區”動員會,區委陳書記對“蘇魯邊界平安區”建設的各項工作進行了安排部署,區綜治委出台了具體的實施意見,這就是我們做好新時期維護穩定工作的基本遵循。
做好維護社會穩定工作,要按照“圍繞發展抓穩定、抓好穩定促發展”的原則,建立維護社會穩定的長效機制,預防和妥善處理群體性事件,依法調節各類經濟關係,加強社會治安綜合治理,切實把維護穩定的各項措施落到實處,實現社會的長治久安。具體地講,要做好以下四個方面的工作:
要建立長效工作機制,確保社會穩定。建立維護社會穩定的長效機制,就是要在黨委、政府的統一領導下,各職能部門協調一致,齊抓共管,發動社會各方面的力量,依靠廣大人民民眾,共同維護社會穩定。在具體工作中,要強化“五個機制”建設。
1、強化領導機制,真正把維護穩定工作放到壓倒一切的突出位置。各級黨政主要領導是本轄區維護穩定的第一責任人,要堅決落實維護穩定領導責任制,切實把“誰主管、誰負責”,一級抓一級,層層負責抓落實的責任制真正落實到維護穩定工作的各個環節。各級黨委、政府要建立健全維護穩定領導機構和辦事機構,配齊配強工作人員,切實解決基層“有人幹事,能幹事”的問題。
2、強化責任機制,嚴格落實維護穩定的獎懲制約制度。認真落實目標管理責任制,把維護穩定工作的各項目標任務,繼續以《社會治安綜合治理責任書》、《信訪目標責任書》和《“處法”工作目標責任書》等形式,層層分解工作任務,量化指標,定期進行檢查,年終進行綜合考核評比,兌現獎懲。要認真落實“一票否決”、重大危害社會穩定問題責任查究和黃牌警告制度,對官僚主義作風嚴重,工作失職、瀆職,致使群體性事件屢屢發生,造成嚴重後果的,嚴格責任查究,該黃牌警告的,實行黃牌警告;該“一票否決”的,堅決給予“一票否決”,並依照有關規定,嚴肅追究主要領導和直接責任人的責任。
3、強化協作機制,構建維護穩定齊抓共管的工作格局。按照“誰主管、誰負責”原則,不得把本單位、本部門的矛盾推向社會,不得把本級應該處理的問題推向上級,該鎮解決的不能到區,該系統或部門解決的問題,不能推到區里解決。各部門、各單位都要發揮職能作用,主動協同有關部門,切實擔負起維護穩定的責任。要健全完善綜治委成員部門聯繫幫包制度;加強司法調解和審判工作,依法調處各種矛盾和糾紛,保護民眾的合法權益,把解決人民內部矛盾逐步納入法制軌道;對治安落後部位和突出治安問題,要實行定期排查和滾動治理,徹底改變落後面貌;要運用行政、經濟及法律手段,預防和妥善鼾群體性事件。
4、強化群防機制,形成全社會共同參與維護穩定的良好局面。大力加強以黨支部為核心的基層黨組織和民眾自治組織建設,努力提高基層的管理、控制能力。加強鎮綜治辦和派出所、法庭、司法所等基層政法組織建設,健全機構,配齊配強人員,提高素質,充分發揮作用。加強治保會、調委會、治安信息員隊伍建設,根據城市社區、農村和企業的不同特點,建立和完善新形勢下群防群治的組織形式、工作機制和經費保障機制。深入開展“平安鎮”、“平安村”、“平安鎮”、“平安社區”、“平安單位”創建活動,大力開展各種行之有效的群防群治活動,讓廣大人民民眾積極參與,形成全社會齊抓共管的局面。
5、強化保障機制,為維護穩定工作提供強有力的支持。各級黨委、政府要繼續發揚“三捨得”精神,重視和支持維護穩定工作。要把治安防範基礎設施建設納入社會發展總體規劃統籌安排,有計畫、有步驟地加以解決。積極探索社會化的經費保障機制,多渠道解決群防群治所需經費,按照“誰受益,誰出資”的原則,由受益單位和個人適當投入一定的人力、物力、財力,逐步建立一種齊抓共管、共同受益的機制。
超前防範,依法妥善處置各類群體性事件。群體性突出事件的發生,是影響社會穩定的重要因素,能否依法妥處置,事關改革發展穩定的大局。各級黨委政府和有關部門要高度重視這個問題,把它作為維護社會穩定的一項重要工作來抓。預防和妥善處置群體性事件,必須把握好以下幾個方面:
1、堅持預防為主的原則,及時發現和消除可能引發群體性事件的苗頭性問題。一是切實加強情報信息工作。在機關、企業、村居中設立維護穩定信息員,大型企業在成立維穩辦、落實相應的工作激勵機制,以便及時獲取信息,及時處置。二是深入開展矛盾糾紛排查調處工作。要把集中排查與經常排查結合起來,特別是做好敏感期、全區統一規定的每年2、3月份和8、9月份的集中排查調處活動。三是要進一步強化司法調解、行政調解和人民調解工作,充分發揮鎮社會矛盾排查調處中心的作用。四是拓寬基層信訪渠道,健全相應工作網路,強化依法信訪。繼續推行領導幹部和政法“五長”定期接訪制度。使問題早發現、早控制、早解決,把矛盾糾紛解決在基層,消除在萌芽狀態。
2、下大力解決當前比較突出的、關係民眾切身利益的社會熱點、難點問題。要採取有效措施,解決企業“三拖”、困難群體救助、農民負擔、幹群關係等問題,防止因這些問題引發群體性事件。各級領導機關還應克服官僚主義,關心民眾疾苦,大力加強信訪工作,變上訪為下訪,認真對待和解決民眾反映的各種實際問題,為民眾的投訴、求助提供方便暢通的正常渠道,慎重出台關係民眾切身利益的政策措施,對待的每一個舉措,都要認真聽取民眾意見,講明道理,求得民眾的理解和支持,把工作做細,把好事辦好。
