In order to effectively carry out the evaluation work of the "five good" township and village party organizations, in accordance with the spirit of the relevant archives of the higher authorities, combined with the actual conditions of our county, these measures are formulated.
First, the evaluation criteria and implementation evaluation should follow the Central and Provincial Party Committee's "Opinions on the in-depth implementation of the "three-level joint creation" activities of rural party construction" and the "2004-2008 rural grassroots organization construction "three-level joint creation" activity planning The creation criteria and target requirements determined in the “Opinions on the “Three-level Joint Innovation” Activities of Rural Grassroots Organizations in 2004” were carried out. The content of the assessment is mainly based on the work of 2004. It focuses on the rural grassroots party organizations' efforts to build a well-off society in an all-round way in rural areas, adhere to the party's policy of administering the party and strictly administering the party, and conscientiously fulfill the duties of building the party in the countryside. We will comprehensively strengthen the building of the rural party and continuously enhance the creativity, cohesiveness and combat effectiveness of rural grassroots party organizations.
In one of the following circumstances, the qualification for participation will be cancelled, that is, one vote is rejected: First, there are serious violations of law and discipline among members of the party and government, subject to party discipline, political discipline, or criminal responsibility; second, economic growth and major economic and social development. The development indicators are ranked lower, especially the village collective economy is weak; the third is that the planned fertility rate is less than 97%; the fourth is that certain work stipulated by party committees and governments above the county has major problems and causes adverse effects. Units that have occurred in vicious agriculture-related cases, large-scale mass incidents, fraud, etc., cannot participate in the selection.
Second, the scope and proportion of assessment
1. Appraisal scope: 15 townships, 448 administrative villages.
2, evaluation and commendation time: every month, the specific time will be announced separately.
3. Selection and recognition ratio. The newly selected, named and commended “Five Good” village party organizations accounted for about 20% of the total number of administrative villages in the county. The number of new “Five Good” township party committees accounted for about 20% of the total number of towns and towns in the county.
Third, the appraisal commendation program evaluation is divided into the following four programs:
1. Self-evaluation reporting stage. From the end of 2004 to the beginning of 2005, all township party committees and village party organizations should comprehensively summarize their own rural party construction work, and conduct self-inspection evaluation according to the standards, contents and objectives stipulated in this assessment method. If it is considered that the requirements of the standard are basically met, it can be reported to the party organization at a higher level and submitted to the written report.
2. Assessment recommendation stage. In the first month of the month, the township party committees sent evaluation teams to conduct a comprehensive inspection of the construction work of the villages in their respective villages, and in accordance with the evaluation criteria, the villages that reported the “Five Good” villages were evaluated. After the assessment work, the township party committees shall recommend to the county party committee the list of recommendations for the “five good” village party organizations in accordance with the number of quotas allocated by the county party committee. At the same time, report the “Five Good” townships to create and consolidate and improve the self-inspection report.
3. The county committee will confirm the acceptance and acceptance stage. In the month of January, on the basis of the recommendation of the township party committees, the county party committee combined with the party building inspection to conduct random inspections and acceptances of the “five good” village party organizations recommended by the townships and towns, and to assess the establishment of the “five good” township party committees. After the appraisal and acceptance work, the organization department of the county party committee proposed the list of the “five good” village party organizations and the township party committees that declared the “five good” and submitted them to the county party committee for research and determination.
4. Recognize the reward phase. After the approval of the county party committee, the list of recommendations of the “Five Good” township party committee was submitted to the municipal party committee for examination and approval, and the “Five Good” village party organization combined with the party building work commendation for naming and commendation.
Townships and villages with low assessment scores and poor work are listed as key management units and rectified within a time limit.
Fourth, the basic principles of assessment In the assessment, we must adhere to the following four principles:

The evaluation of the "five good" township and village party organizations should be carried out around the central task of the party in the countryside, closely following the theme of development, highlighting the two key points of the leadership team and the well-off construction performance.
The third is to persist in promoting democracy and not to engage in the principle of "lifelong system." It is necessary to fully carry forward democracy and adhere to the popular line. The preliminary list of the "five good" village party organizations and the "five good" township party committees to be commended should be publicized within the county, strengthen public opinion and supervision of party members and people, and insist on naming Commendation does not engage in "lifelong system", the units that have been commended must participate in a new round of selection.
The fourth is to adhere to the principle of combining quantitative and qualitative, and determining the merits. Ways and means of assessment In order to comprehensively, objectively and fairly measure and evaluate the actual situation of the construction of rural grassroots organizations by the township party committees and village party organizations, a combination of daily assessment and year-end assessment will be adopted, that is, for half a year. At the end of the year, combined with the annual assessment and the party management target management assessment, the township party committee and the village party branch will conduct a comprehensive assessment of the achievements of the rural party construction. The assessment should adopt a combination of qualitative and quantitative, point-to-face combination, and access to data and field visits:
First, look at the annual work summary of the township party committee and the village party organization to carry out the creation activities, listen to the work report of the main leaders of the unit to capture the creation activities, check the relevant archival materials, and understand the situation and effect of the creation activities; second, convene the county discipline inspection and plan birth.
