In the great process of building a well-off society in an all-round way, the community has become the basis and support for labor security work. As an old industrial city, in the face of the number of laid-off and unemployed people, many retirees, management difficulties, and employment difficulties, we regard community labor security as an important task. Taking advantage of the national community construction demonstration city, we will extensively carry out the activity of creating the “best community for employment service”, establish a typical, point-to-face, and push the labor security service work to a new stage and raise it to a new level. The laid-off and unemployed people and retirees in the city have all been included in the community management. Through community-recommended resettlement, nearly 30,000 laid-off and unemployed people have achieved re-employment in the community. In recent years, we have focused on creating the “Best Community for Employment Services” and have done the following work:
First, pay close attention to infrastructure construction and provide a good working platform for the best community creation activities.
The creation of the “Best Community for Employment Service” must first be supported by a good work platform. We have strengthened the foundation of the basic labor security work by strengthening four aspects and construction.
1. Strengthen institution building.
In accordance with the Ministry of Labor and Social Security's requirements for the “six in place” of community platform construction, we have achieved “four implementations” in institution building. The first is to implement the working organization. Labor security service stations and labor security service stations have been established in 21 streets and 182 communities in the city, which are included in the unified management of streets and communities, and are guided by the labor security department. The second is to implement the staff. In March 2003, we took the lead, and the joint finance and civil affairs departments formulated recruitment methods to openly select community full-time labor security workers for laid-off and unemployed people, veterans, and college graduates. The fourth is to implement work funds. According to the standard of 10,000 yuan per year for each service, we allocate the working expenses according to the proportion of the municipal and district finances, and incorporate them into the annual budget. The municipal finance also earmarked a special fund of 1.5 million yuan to strengthen the construction of the community labor security information network, and to provide some funds each year, giving incentives and financial subsidies depending on the effectiveness of the work of each street community.
2. Strengthen the system construction.
The first is the standardization of job evaluation. We implemented the “first-in-command” responsibility system for community labor security services, formulated the “Standards for the Work of Labor Security Services in Street Communities” and the decomposing system for the four levels of work objectives of cities, districts, streets and communities, and quantified them one by one. Level one. The second is the standardization of daily work. In particular, we have formulated a series of systems such as “Work Responsibilities of Community Labor Security Service Stations”, “Code of Community Labor Security Service Staff”, and “Community Employment Service Work Program” to ensure the orderly and orderly work of community labor security services. The third is the institutionalization of the best community creation. According to our request, in October 2003, the municipal government decided to launch the “Best Community for Employment Service” activity in the city and set the evaluation criteria, one year. In May this year, in the city's street community employment service and advanced recognition meeting, the clock community and other 10 communities with the most development jobs, the best network operation, the best employment service, and the least unemployed people were rated as the “Best Community for Employment Service” for the first time. 3. Strengthen network construction.
The first is a four-level architecture network that interconnects with a metropolitan area network. In order to cooperate with the four-level work organization structure of the city, district, street and community to facilitate the development of labor security work, we have divided the structure of the labor security network into four levels, namely, the labor market in the city center, and the urban labor force. Supplemented by the market, the streets and communities are extended to form a four-level metropolitan area network covering labor security in the whole city to realize information interconnection. We have a database server and a virtual private network server in the downtown labor market. The database serves as the city's data center to store community employment information in the city. The virtual private network server connects to the Internet through fiber optic cable. The streets and communities access the Internet through broadband access, and then pass through the server in the city center. After certification, it enters the intranet of the labor market.
The second is to support the development of network-specific software. The operation of the metropolitan area network must be supported by supporting software. For this reason, we organized technical special classes to develop a special information management software for community labor security work. Recently, we have taken the lead in installing the province's community labor security management unified software to achieve multi-directional interaction between nodes. Labor departments at all levels enter the community database through the labor market network to inquire about the relevant information of everyone in the community. Communities enter the internal repository through the labor market server. At the same time, download the latest employment information and policies and regulations from the labor market website, and announce to the community residents through color TV or touch screen. Community residents can access the “Huangshi Employment Information Website” to browse information through the Internet to realize information sharing throughout the city.
4. Strengthen the construction of basic databases.
Since 2002, the city has begun to conduct a general survey and registration of residents' employment through the community. Since July this year, we have organized a community labor security service agency to start a new round of community labor security survey. Each community labor security service station will distribute 200,000 questionnaires unified by the whole province to each household in the jurisdiction, one household, one table and one card, and the employment status, employment willingness, training requirements and skill level of the community residents. Investigate and register for the minimum living conditions. In accordance with our requirements, the community labor security service agency also established five accounts for residents, namely: laid-off and unemployed people's accounts, community employment information accounts, job placement accounts, skill training accounts, and social security relationship accounts, which laid off laid-off workers. Unemployment reasons, family status, social security relationship, employment willingness, placement, and training skills are “six clear”. All data is entered into the microcomputer, and it is included in the dynamic management and unified storage of the city's labor market information database, which is shared by the whole city. This provides a strong basis for employment services and strengthens pertinence.
Second, improve service measures and promote the full employment of laid-off and unemployed people in the community
In accordance with the requirements of the most development jobs, the best network operation, the best employment service, and the least number of unemployed people, the creation of the “Best Community for Employment Service” in the city is organized around four major work priorities:
1. Develop channels and vigorously develop community employment positions.
In order to achieve the most development jobs, the city's communities have opened up four channels. The first is to develop public welfare jobs. Through the development of "three guarantees", that is, preservation, green protection, cleaning, development of "three care", that is, care for the elderly, child care, care for the disease, the implementation of "three services", that is, domestic services, distribution services, health services, organization of the "three major Management is property management, vehicle management, and public management. 2. In-depth development of community employment introduction service activities.

The first is to hold a community employment activity week. After a week of concentration, the communities in the city will jointly use the community labor security platform to carry out post development, employment information exchange, and organize residents to go to labor market, to promote laid-off and unemployed people to achieve employment. Since last year, the city's community has held 225 job fairs for the “Community Employment Week” and placed 5,160 jobs. The second is to launch a reemployment assistance activity month. Third, based on the community, actively promote the socialized management services for unemployed and retired personnel
Social management is an important part of grassroots labor security work, and it is also an important part of the city's “best community for employment service” creation activities. The community of the city extends social management functions from three aspects, thus realizing the connection of labor security services. Dynamic management.
The first is to provide unemployment protection services through the community. The community undertakes the initial review, distribution and management services of the unemployed people, and all of them are included in the community to implement network management. If the unemployed have the ability to work and do not accept re-employment training twice and do not accept recommended employment three times, the Internet will automatically prompt to cancel their eligibility for unemployment insurance and urban residents' minimum living allowance. This move not only effectively prevented the recessive employment from taking the unemployment insurance phenomenon, but also mobilized the employment enthusiasm of the unemployed and the low-income workers. The medical service stations of 14 communities, such as the Bell Tower Community, have become the designated medical institutions for medical insurance in the city. The medical insurance computer card program has been fully opened. The insured personnel are free to register in all the designated medical institutions in the community.
