I have combined with the disposal of group incidents in recent years, talked about the new characteristics and new trends of the current mass incidents, and made some personal thoughts on the causes and work strategies.
I. Some new features presented by current mass events
1. The number has increased. Judging from the number of mass incidents, it is increasing year by year. In the first half of this year alone, there were 145 mass incidents in Hailing District, an increase of 64.8% over the same period of last year and an increase of nearly 80% over 2002. At present, many mass incidents have a certain brewing process, often in which the first and active elements plan, incite, cascade, and even organize and manipulate. Some group events are highly planned. In March of this year, during the city's special rectification campaign for construction and construction environment, some villagers in Lingdou Village of Taidong were besieging members of the working group because they did not understand the work of demolition. After the police station summoned the leaders in charge of the incident, a small number of people encouraged nearly 200 villagers in the village to go to the police station and demand that they be released. In May of this year, some villagers in Liuzhuang Village, Tangwan Town, Hailing District repeatedly went to the construction site of Shenghe Garden in Taizhou for work due to compensation for land acquisition. The district government sent a special working group to investigate, answer, publicize and educate the problems reflected by the villagers with little effect. A small number of leaders, while arranging the elderly and women and children in the village to stop work on the spot, organizing relevant personnel to illegally raise funds to petition, monitor the construction site, and clarify the methods of centralized signal and information transmission, etc., all of which show strong Organizational.
6. Increased cross-level group visits.
This year alone, there were 119 petitioning petitions in Hailing District, accounting for 81% of the total mass incidents. Among them, there were 6 cases and more than 70 people who went to the provincial departments to petition; there were 4 cases and more than 40 people who went to Beijing to petition. Last year, there were only 20 people visiting the province, and there was no incident of visiting Beijing. It can be seen that the number of petitioners in the leapfrog has doubled. At the beginning of June this year, more than 30 people from Liuzhuang Village went to Beijing for petition due to compensation for land acquisition. In the same month, 8 villagers in Beima Village, Taidong Town, went to the Beijing Central Commission for Discipline Inspection and the Ministry of Land and Resources for petition due to the compensation for land acquisition, and then returned to the Provincial Department of Land and Resources to continue their petition.
7. The difficulty of handling increases.
Because of the many reasons for mass incidents, sometimes even a variety of contradictions in a group incident are intertwined, and the number of people involved is large. Some deep-seated problems are difficult to be completely solved at one time, and their contradictions are multi-directional and complex. Sexuality, reversibility, and the rationality of some people's demands have determined that the handling will become more and more difficult. For a long time, public security organs have been pushed to the forefront of mass incidents, and the limitations of public security organs and the normative nature of work have made public security organs often feel that they are “out of reach” in dealing with a large number of mass incidents, or I can't help, and most of the problems raised by the people are often unanswered by the public security organs. Second, the cause analysis
1. Inevitably, various contradictions will occur during the social transition period. With the continuous advancement of the strategy of "ruling the country according to law" and the improvement of the socialist legal system, the people's consciousness of doing things according to law has increased, and the awareness of self-protection has been continuously enhanced. However, in fact, some areas have a situation in which the law-enforcement work is in the form. Many people have little understanding of laws and regulations, and they are not well understood. 3. The mindset of the people has caused certain pressure on the government departments. Chinese people have always been accustomed to "having difficulties, finding the government, having contradictions, and finding leadership." This is based on their trust in the government and the formation of certain dependencies. After China's accession to the WTO, the functions of the Chinese government have gradually shifted to services. Especially after the implementation of the Administrative Licensing Law, the functions and behaviors of the government have their own norms, and they are no longer the "universal government." There is a gap between the long-term mindset of the people and the "limited government."
4. The poor work style of a few functional departments and leading cadres is another important factor in the occurrence of mass incidents. There are many people's letters and visits and social contradictions, which can be solved at the grassroots level. However, because some of our grassroots leaders are in the process of reception and handling, the methods are simple and the work is exhausted, causing some contradictions and disputes to be dragged on for a long time. Even expanding, spreading, and forming mass incidents. For example, on July 2 this year, more than 300 people from Jiangyan Suchen and Yuxi took a boat to Taizhou “Guangxiao Temple” to respect the fragrance, and the vessel was parked in violation of the waters of Taizhou Ship Lock. The comrades of the relevant departments did not publicize, did not work, and sloppyly detained these vessels. As a result, nearly 200 people gathered at the intersection of Hailing and Xicang, intercepting vehicles and blocking traffic, causing bad influence. In addition, a small number of grassroots leaders have left the people, subjectively determined, rude, and even violated the law and discipline, causing tensions between the cadres and the masses, intensifying contradictions, and causing gatherings.
5. The irrationality of some policies and regulations is also likely to trigger mass incidents. Some local governments have introduced policies such as land acquisition compensation, demolition subsidies, and “buy-out years of service” and pension insurance standards in enterprise restructuring, and there are inconsistencies between departments and enterprises, and inconsistencies between before and after regulations, or When formulating standards, the interests of the group are neglected, and the subsidy standards are low and high, causing public resentment and causing petitions.
Third, disposal work measures
1. Policy formulation should be transparent.
Before making major decisions, the government and relevant departments must carefully organize investigations and studies, find out the actual situation, and listen to the wishes of the people. 4. Work style should be changed. The problem of the old and the big, effectively eliminated the hidden dangers and avoided the formation of new "visiting old households" and mass incidents.
5. Investigate and deal with blows to strengthen.
As a public security department, we must constantly improve the handling of group work plans and make preparations and guarantees for timely handling of mass incidents. It is necessary to improve the overall quality and adaptability of the disposal personnel, pay attention to working methods, and prevent the expansion of the situation due to improper disposal measures, resulting in intensification of contradictions.
