In order to further promote the development of our school's scientific research, enhance our academic innovation ability, improve our academic innovation level, encourage and support our school's teaching and research personnel to work together, actively engage in scientific research, and have a high level and originality. Scientific research achievements, from the system and mechanism to ensure that innovative scientific research personnel and teams engaged in pioneering and original research, specially formulated this construction program.

I. Innovation team building goals

Targeting research areas and research directions that have development prospects and can be expected to produce important academic achievements, especially those that have a significant impetus or influence on the political, economic, and social development of the city and the province, and strive to pass the scientific research and innovation team. To build and nurture an academic team that can achieve significant academic results and have an important impact in relevant research fields.

Second, the application conditions of the innovation team

1. The academic leaders of the innovation team should have a high level of academic research, innovative academic thinking and organizational coordination. They should generally have a doctoral degree or a higher professional title, and the age should not exceed 55 years.

2. Innovative team members should have a relatively concentrated research direction or research issues of common interest. They can generally be formed on the basis of existing research groups, or they can be formed by themselves.

3. Innovative team members should have the spirit of striving to explore and unite and collaborate. They have achieved outstanding research results in relevant research fields, or have demonstrated significant innovation and research advantages in relevant research fields. The core members of the innovation team are generally 3-5 people, with a reasonable professional structure and age structure, and advocate the intersection of disciplines. Under the same conditions, the responsible team and most core members of the innovation team under the age of 40 will be given priority support.

4. The innovation team should be a research group naturally formed on the basis of cooperation, with a relatively concentrated research direction, scientific issues of common concern and a good foundation for scientific research cooperation. The "team" that is simply patched together is not supported.

5. The department and department of the innovation team have a good supporting environment, and the academic leaders and research backbones have sufficient time and energy to engage in scientific research.

Third, the innovation team declaration and approval

1. In principle, the school organizes the declaration work of the innovation team every two years.

2. According to the needs of discipline construction and social and economic development practice, the school will determine major research areas or key research directions, or the academic innovation team will be selected by the applicants.

3. The academic leaders who submitted the innovation team will submit a written application to the Academic Affairs Research Office. The specific contents include: the composition of the innovation team and the academic research ability; the main research direction and construction goals of the innovation team; the research ideas and work plans of the innovation team.

4. The Academic Affairs Research Institute will conduct a preliminary examination of the list of declared innovation teams. If the basic conditions of the application are met, the application materials will be sent to the experts inside and outside the school for review. If necessary, the applicants of the innovation team can be organized to conduct the review and defense. After review or defense, a list of candidate innovation teams is proposed by the expert group.

5. The school reviews and finalizes the list of innovative teams to be funded.

Fourth, the innovation team operation and funding

1. The innovation team is an academic research team that is voluntarily organized by teaching and research personnel. It does not have any independent administrative organization and staffing. The innovation team relies on a department or department to carry out academic research activities. It can be composed of personnel from the same teaching and research department, or it can be composed of personnel from different teaching and research departments.

2. For the academic innovation team that is approved to be established in the field of humanities and social sciences, the school will grant no less than 20,000 yuan in research funding; for the innovative team that is approved to be established in the field of science and engineering, the school will give no less than 40,000 yuan. Research funding.

3. The funding for the innovation team is directly issued in three phases. The first issue was issued 40%, the second issue was issued 30%, and the third issue was issued 30%.

For the innovative team that failed the mid-term assessment, the second phase of funding was suspended. For the innovative team that is qualified for the later evaluation, the third phase of funding will be issued. If the second phase of funding is suspended, it will be reissued. The innovating team with unqualified final assessment will stop the third phase of funding.

4. For innovative teams that have significant academic breakthroughs in their fields and conduct original scientific research, the school will increase funding based on the original value of the innovation team's original research. The maximum funding for innovation teams in the humanities and social sciences research field can reach 50,000 yuan; the maximum funding for innovation teams belonging to the science and engineering research field can reach 100,000 yuan.

V. Innovation team performance appraisal and reward

1. The innovation team independently conducts academic research and academic team building activities according to the reporting direction and research plan, and the school evaluates its work performance.

2. The innovation team has a construction period of three years.

3. After the school has been established for one and a half years, the school will conduct a mid-term assessment. Completion of 1 general core paper or 2 other professional journals or journals published 2 papers, 1 approved project, and 2 academic exchanges within and outside the province, the mid-term assessment is qualified.

4. The innovation team must complete at least the following scientific research tasks within 3 years, and the post-assessment evaluation is qualified.

Initially established a research team with reasonable structure, strong research ability, obvious academic research characteristics, reaching or close to the frontier level of the research field inside and outside the province, and having certain academic influence inside and outside the province.

Paper requirements. One of the following conditions: 1 international class authoritative paper, international second class authoritative paper or domestic first class authoritative paper; 2 domestic general core paper 3 or domestic second class authoritative paper 2; 3 domestic general core paper 2 or domestic 2 1 authoritative paper, 4 other professional journals or journals.

Scientific research project requirements. It is approved to set up one provincial-level scientific research project or two municipal-level research projects or two school-level projects. If the national project is approved, the paper requirements can be waived.

Participate in academic exchanges at home and abroad for at least 4 person-times.

5. The innovation team's scientific research results are confirmed as follows:

Only the research results surrounding the main research direction of the innovation team and the collective signature of the team members can be regarded as the achievements of the innovation team. At the same time, the scientific research results of the innovation team members must be completed after the team is established, and published in the assessment cycle, before accounting for the results of the innovation team assessment cycle. The classification of academic journals and the types and grades of the subjects shall be subject to the “Measures for the Recognition of Scientific Research Achievements Level of Xinyu College”. If the same paper is retrieved multiple times, it is counted only once. 6. After the qualified team has passed the assessment, they can continue to apply for a new round of innovation team funding. Innovative teams with unqualified mid-term assessments, according to the actual situation, the application team will continue to run to the later stage to assess or apply for cancellation. Teams that fail the mid-term assessment and fail to pass the assessment in the later stages will cancel the team title. Teams that pass the mid-term assessment and fail to pass the post-assessment may apply for another assessment after half a year. If they pass the assessment, they may reimburse half of the construction funds in the later period. If the assessment fails, the team title will be cancelled. Sixth, the other 1.
