1.1.4 Scope of application.

1.2 Emergency organization and responsibilities
1.2.1 Emergency Leading Group and Responsibilities Under the leadership of the Municipal Party Committee and the Municipal Government, the Emergency Response Command of the Municipal People's Government for Emergency Environmental Incidents shall be established, which shall be composed of the relevant departments of the Municipal People's Government and the deputy mayor of the Municipal People's Government in charge of environmental protection work. 1.3.5.2 Major environmental pollution accidents cause deaths of more than 10 people and less than 30 persons, or more than 50 people and less than 100 persons;

1.4 Reverberation program and coordination content
