2019 is the last year of implementing the "Eleventh Five-Year Plan" and an important year for realizing the leap-forward development of our community. It focuses on how many key and difficult problems have been solved in the activity, and whether the work has achieved practical results. In accordance with the requirements of the Office's Work Plan for the Implementation of the Work on Difficulty in Grasping the Difficulties, in order to further launch a new upsurge in the implementation of work, it is decided to carry out in-depth activities in the community to “make it difficult to grasp and implement”. The following work plan is now formulated:

First, the overall work requirements

Adhere to the scientific development concept as a guide, closely focus on the work of the central, provincial and municipal, district committees, district governments, and office centers, with the theme of “improving the executive power of cadres and promoting scientific development”, further focus on key and difficult issues, and find the right cuts. Point and breakthrough, focus on the implementation of various work measures, to overcome the difficulties of new achievements, to achieve new results in the work of cadre style, and promote the leaps and bounds of community work.

Second, focus on the task

1. Promote three-year large-scale work around the community environmental sanitation activities. Taking environmental sanitation and rectification activities as an opportunity, vigorously carry out health rectification work, comprehensively clean up and renovate the sanitary corners such as garbage pools and debris piles in the jurisdiction, dismantle the unsightly buildings, and resolutely take the three-year change as a political task. The importance and the firm determination of the city and district levels, as well as the promotion and demolition of various policies, so that the broad masses can recognize that the three-year change is a career that is conducive to the future. A country that benefits the country, the people, and self-interest, and builds a good situation in the whole community that is concentric and common.

2. Promote the top ten people's livelihood projects, paying close attention to and improving people's livelihood. We will increase employment and reemployment efforts, and actively open up a number of public welfare jobs such as child care and child care, community service, and effectively solve the employment problems of college students and laid-off workers. Strengthen the construction of social security system, promote the coverage of residents' medical insurance coverage, further expand social assistance activities such as pension and unemployment, and alleviate the practical difficulties of poor families and people in medical treatment, schooling and housing.

3. Focus on solving problems and maintain social harmony and stability. Intensively carry out large-scale adjustment and rectification work, and strive to solve outstanding problems in the interests of the people affected by land acquisition, demolition and environmental pollution, and effectively resolve various social contradictions. Give full play to the role of the people's livelihood researcher, the people's livelihood mailbox, the people's livelihood hotline and other carriers, and further open the channel of public opinion and public opinion. Strengthen the comprehensive management of community policing, continue to carry out "safety establishment" and legal community building activities, crack down on illegal crimes and enhance people's sense of security. Strengthen the safety supervision of the community and resolutely curb the occurrence of security incidents.

4. Comprehensively strengthen the construction of cadres, improve the execution of community teams and cadres, and do a good job in building a talent team.

Third, the main promotion measures

1. Strengthen organizational leadership. Our community should take the hard work and grasp the implementation activities as a key work and an important starting point for deepening the construction of cadres' work style, put it on the agenda, strengthen leadership, meticulously organize and solidly advance. The “top leader” of the community should bear the overall responsibility for the hard work of the community. It is necessary to personally study, personally plan, and personally deploy it. It should personally subcontract the key and difficult tasks, regularly schedule, put forward opinions, and implement it. The community should do a good job of division of labor, and be responsible for each job and every link, establish a ledger, master the progress, and ensure that the activity is effective.

2. Strengthen publicity and guidance.
