Everyone pays 10 yuan a year. It really is not a big amount. Who owns this part of the money? No doubt, it is the government. It is reasonable to say that if farmers need to go to the hospital for medical treatment after paying the money, the government should If you take this part of the money and hand it over to the hospital, it will really reduce the burden on the peasant. But what is the truth?
In the local rural health insurance policy, there is such a provision: only patients can be partially reimbursed if they are hospitalized, and there is no fixed medical point in the local area. This means that only serious illness can enjoy medical insurance, and small things like colds and fevers. Ill, the treatment in the local clinic is not reimbursed. However, looking at the reality of the countryside, we can easily find that most of the people in the year of medical treatment are just a small illness such as colds and fever, in order not to delay the farming, they They all took some medicine at the local clinic, but the money for treating these insignificant diseases was no longer a small amount for them, so in fact, their medical burden was not alleviated. So how can we make the rural medical insurance work beneficial and truly realize that "the government pays, the hospital profits, and the farmers have protection"?
From the course of our investigation, we found the following problems:
The first is the problem of the policy itself.
We must first affirm the favorable starting point of the national implementation of rural medical insurance policy: let all farmers get benefits and obtain protection. However, regional differences make it inherently limited. It is impossible to achieve regional preferential measures with large gap between rich and poor. The preferential ratio is different. On the other hand, the restrictions on the reimbursement location and the reimbursement method make the target group very few, so in a sense, the essential meaning of the policy is lost.
The second is the problem in the implementation process.
When the policy is uploaded, many times there is only a simple communication. The concern is only how many people have participated in this policy, but they have not been concerned that several people who participated in this policy have received benefits, so They ignored the most critical steps: to inform participants about the meaning of the policy and how to exercise their rights. The third is the farmers' own problems.
Many farmers usually pay little attention to the government's policies, just follow the trend, then abandon one side, or wait for the offer to come home, and even more feel that they don't need it at home, so don't worry. Starting from these problems, it is not difficult to find the easiest and most effective way to solve the problem:
1. The formulation of national policies should be as close as possible to the local conditions. According to different regions, the gap between the rich and the poor, the awareness of the people, etc., put forward corresponding implementation policies. For the issue of medical insurance, the government should make the reimbursable places small, such as: Strengthen the management of rural clinics, and then give rural clinics the right to reimburse rural health insurance. At the same time, the scope of reimbursement can be more extensive, such as: cold, headache, fever and other small diseases.
