Although the completion of the collection of social security funds in our county is very good, there are many accidental factors, such as over-age workers and land-losing farmers. Due to the double impact of the “5.12” earthquake and financial crisis, the main source of insurance fund income--the ability of participating companies to pay significantly decreased, plus the implementation of a series of special support policies, resulting in some companies' payment incentives weakened, in the future In the work of our county, the collection of corporate premiums in our county will be more difficult.
3. The task of labor rights protection is heavier. With the in-depth implementation of the Labor Contract Law, the breadth, depth and intensity of the adjustment of labor relations will continue to increase. In the future, for a long period of time, the contradictions in labor relations will continue to be highlighted, and labor disputes will continue to increase. Especially in the context of financial crisis and post-disaster reconstruction, the bilateral rights protection will face many thorny issues; the wage arrears of migrant workers are increasing, and the task of safeguarding labor supervision is even more arduous.
4. The progress of post-disaster reconstruction is not fast. Mainly in the second half of the year, due to the complicated pre-work procedures of the county-level integrated service center, there are many projects that need to be rebuilt in the county. The focus of reconstruction is on culture, education and health, which leads to the establishment of the reconstruction plan of the bureau and the bidding for the network. After delaying, the main project was delayed.
Fourth, XX work plan

1. Focus on public services and promote urban and rural overall employment. We will comprehensively implement the provincial and municipal requirements for urban and rural labor security, combine the actual conditions of our county, and fully promote the standardization construction of township labor security institutions, and establish and improve the labor security work system and service network at the county, township and village levels as soon as possible. We will comprehensively start the registration of urban and rural employment and unemployment, and coordinate the promotion of urban and rural employment. Based on the actual situation of our county, we will continue to implement the special employment policy after the disaster, use the funds for reemployment after revitalization, strengthen vocational skills training, strengthen employment public services, and carry out employment assistance in depth to stabilize the county's employment situation.
2. Focus on new types of agricultural insurance and build a social security system covering urban and rural areas. In conjunction with the implementation of the Labor Contract Law, we will do everything possible to expand the coverage of social insurance. Increase the collection of social insurance premiums, do a good job of the payment of overdue fees, and ensure that the county's social insurance funds are fully warehousing. We will comprehensively implement the spirit of the Third Plenary Session of the XX Session of the Party and the Sixth Session of the Ninth Provincial Party Committee, and actively promote the establishment of a rural social endowment insurance system in accordance with the actual economic and social development of our county, and do a good job in social insurance for land-expropriated farmers. Strengthen the supervision of “two fixed points” for medical insurance, deepen the pilot of medical insurance for urban residents, and establish and improve the urban and rural medical insurance system. 3. Focus on labor inspection and promote harmonious and stable labor relations. We will adopt various methods to further strengthen the propaganda of the Contract Law, organize special inspections, and promote the full and effective implementation of the Labor Contract Law. Increase the intensity of special governance, especially to strengthen the handling of relevant complaints during holidays, to ensure that there is no arrears of wages for migrant workers throughout the year, and gradually establish a long-term mechanism for enterprises to work according to law and pay wages. We will further promote the substantive construction of labor arbitration institutions, strengthen the construction of labor dispute mediation systems, and improve labor dispute mediation and arbitration standards. 4. Focus on self-construction and improve the basic level of labor security. We will seize the opportunity of post-disaster reconstruction and make every effort to promote the post-disaster reconstruction of the labor security system.
