Traffic Police Brigade Service Assessment Quantification and Interim Provisions


Chapter I General

Article 1 In order to strengthen the team building work, standardize the service system, and improve the urban road traffic safety management level and work efficiency, according to the "Provisional Regulations on National Civil Servants", "People's Police Law" and relevant laws, regulations and relevant assessment requirements of the competent departments of higher authorities In accordance with the actual situation of the team, this provisional provision is formulated.

Article 2 The service assessment follows the principles of openness, equality, reward and punishment, and implements democratic appraisal. The single quantitative assessment is combined with the overall evaluation.

Article 3 This provisional provision applies to all police officers of the Second Squadron of the Traffic Police Brigade of Ruili City Public Security Bureau.

Chapter II Assessment Project

Article 4 The assessment items are divided into three categories: attendance, business performance, and police discipline. The assessment is conducted on a monthly basis.

Article 5 The attendance situation is divided into two types: full attendance and absenteeism.

Full attendance: no absence of any absence records.

Absence: The scope of absence examination includes the following:

1. Being late: late than the time when the check-in time is not reached;

2, early retreat: not leaving work early to work early to leave early;

3, off-the-job: leaving the post or the pipe section during working hours is off-job;

4. Completion: late or early leave for more than 1 hour for completion;

5. Leave and sick leave: Calculated according to the attendance record.

Article 6 Business results. According to the squad leader, field police, and internal police, the three categories were assessed.

Squadron leadership assessment project

1. Linked with the performance of the police officers in the class, and implement joint and several liability;

2. The individual checks the number of days on the road in the current month;

Field police assessment project

1. The overall evaluation of the jurisdictional road section is subject to the democratic review of the team leader;

2, management rate. Calculate the daily average management rate based on the number of violations performed by the squadron record and the number of days of attendance in the current month;

3, the individual in the month of the road to check the car verification days.

Internal police assessment project

1. Complete the overall evaluation of the normal business, which is subject to the democratic review of the team leader;

Article 7 Police and discipline. Violation of the police and the discipline is subject to the correction and notification by the public security inspectors at all levels, and the statistics are carried out on a monthly basis and are not accumulated in the following month.

Chapter III Assessment Methods

Article 8 The attendance shall be subject to the statistical data of the squadron attendance records;

The business results are carried out in the work log. The contents of the daily log are filled out by the police, checked by the internal staff, and signed by the leader of the class.

The police and the discipline are based on the written notices of the public security inspectors at all levels, and are accumulated once a month;

Article 9 The service assessment shall be conducted once a month on a monthly basis and completed within the first half of the following month, and rewards and punishments shall be carried out in a timely manner.

Article 10 The service assessment shall be quantified and the percentage system shall be implemented. The scores of the various assessment items are:

Attendance score of 15 points;

70 points in business results;

The policeman's discipline is 15 points.

Article 11 Calculation method of attendance score:

15 points for full attendance;

The absentee deduction points are:

1. Being late: 0.5 points for each late minute;

2, early retreat: every morning to withdraw a quarter of the deduction of 0.5 points;

3, off-the-job: deducting 0.5 points for each moment of derailment;

4, absenteeism: deduct 15 points at a time, and cancel the qualification for the month;

5, leave: the total of more than 15 points for the number of attendances in the month;

6. Sick leave: The total amount of deductions for the number of attendance days is 15 points.

Article 12 Calculation method of business scores:

Squad leader

1. 20 points for the number of days to check the car on the road every month to reach 10 days, and deduct 2 points for each day;

2. The average number of daily violations is 5 or more and 50 points; 3-4 30-40 points; 1-2 10-20 points; the average is less than 1 for 0 points;

3. The number of people who fail to pass the examination will reach 1/2 or more, and the joint responsibility will be implemented.

Field police

1. Count 20 points on the road to check the number of days to reach 20 days, and deduct 1 point for each day;

2. The average number of daily violations is 5 or more and 50 points; 3-4 30-40 points; 1-2 10-20 points; the average is less than 1 for 0 points;

Field police

1. 20 points for the number of days to check the car on the road every month to reach 10 days, and deduct 2 points for each day;

2. The average number of daily violations is 5 or more and 50 points; 3-4 30-40 points; 1-2 10-20 points; the average is less than 1 for 0 points;

3. If the internal business work causes major mistakes, the qualification for the current month will be cancelled.

Article 13 The police disciplinary measures shall be notified by the public security inspector to deduct 5 points once, and the deduction shall be completed.

Article 14 The assessment results are divided into five equal times, in order of total scores:

The total score is 90 or more, which is first-class;

The total score of 80-89 is divided into second-class;

The total score of 70-79 is divided into three grades;

The total score of 60-69 is basically qualified;

A total score of 59 or less is unqualified.

Article 15 One of the following acts during the month shall be disqualified from the assessment of the month:

One day of completion;

Notified by the public security inspector more than 3 times;

There are other violations of law and discipline, and the circumstances are serious.

Chapter IV Awards

Article 16 The award shall be combined with the promotion of the report and the economic encouragement.

The rewarding personnel will report on the squadron's full-time meeting;

Economically, the monthly service assessment bonus will be issued on an equal basis.

Article 17 According to the results of the examination, the monthly rewards for the first, second and third grades shall be awarded. The first prize is 300 yuan, the second prize is 250 yuan, and the third prize is 200 yuan. Basically qualified and unqualified. No rewards;

Chapter V punishment

Article 18 A combination of individual punishment and overall evaluation and punishment shall be applied to those who are absent from work and whose business performance is unqualified.

Article 19 For individual penalties, the police who have the following absenteeism in the current month shall be deducted from wages. The amount of deduction shall be:

Being late: taking a quarter of an hour as a time period, deducting a salary of 5 yuan at the end of the moment; deducting 5 yuan for each additional moment;

Early retreat: Take a quarter of an hour as a time period, deducting a salary of 5 yuan for each early leave; 5 yuan for each additional moment;

Disengagement: Take a quarter of an hour as a time period, and deduct a salary of 5 yuan for each off-the-job; add 5 yuan for each additional moment.

Completion: a daily deduction of 100 yuan;

Leave and sick leave are handled in accordance with the rules of the higher authorities.

Article 20 If the overall evaluation score is unqualified, the labor insurance and allowances for the month shall be deducted.

Chapter VI Supervision

Article 21 The service assessment shall follow the principles of openness, equality, reward and punishment, and implement democratic appraisal. The single quantitative assessment is combined with the overall evaluation. At the same time, it is supervised by the civilian police and superior leaders.

Article 22 The service assessment shall be carried out in accordance with the following procedures:

The squadron's internal staff summarizes the monthly service and forms a summary of service statistics;

The squadron leadership collectively conducted a democratic appraisal of the squadron's service work, and quantified the individual police scores;

The results of the scoring are submitted to the squadron for notification before the meeting;

Newspaper

The leader of the brigade approves the rewards and punishments.

Chapter VII Supplementary Provisions

Article 23 The number of attendance days referred to in these Provisions shall be subject to the attendance report for the current month, and shall not be counted in special circumstances such as security work and holidays.

Article 24 This Interim Regulation includes the number except “not included”;

Article 25 This provisional provision shall come into force on July 1 of the following year.
