Second, the assessment content

Key project identification conditions. Project selection: Carry-over projects require fast implementation, large investment or completion in the same year; new projects require sufficient preliminary work, clear investment entities, and basic implementation of funds, with construction conditions for the first half of the year. Project scale: more than XX million yuan for agricultural projects; more than 100 million yuan for industrial projects; more than 10 million yuan for service projects; more than 50 million yuan for infrastructure projects; more than 10 million yuan for urban practical projects; and more than 30 million yuan for real estate projects The social undertaking project is more than 10 million yuan; the foreign investment project uses more than 2 million US dollars of foreign capital each year.

Assessment objectives. Project construction unit: mainly assess project progress, project management, quality and safety. Organization and service unit: Mainly assess the quantity, quality and work performance of the project.

Third, the assessment criteria

A percentage assessment system will be implemented for individual projects of key projects. At the same time, according to the different scales of key projects and the difficulty of completing the annual investment plan, the difficulty coefficient of project implementation will be added.

Basic score

1. Project progress. Completion of the annual project progress requirements and the project investment target scores, and the proportions of the annual project progress requirements are not deducted. For projects that exceed the annual project investment and progress requirements, the investment amount will exceed 3% plus 3 points, and the maximum bonus will not exceed 10 points.

2. Engineering management. The project team implements and implements the basic construction procedures, and the project construction implements bidding and construction management measures with solid scores. Otherwise, the points will be deducted.

3. Quality and safety. The project quality and safety management system is sound and the responsibility is implemented by 3 points, otherwise the corresponding deduction points; the project quality is excellent or the project quality control target is 7 points, and the qualified 5 points. In the event of a major quality accident or major safety accident during the implementation of the project, resulting in personal injury or property damage, a one-vote veto shall be implemented and the annual advanced participation qualification shall be cancelled.

1. Project size difficulty coefficient: According to the scale of key projects and the difficulty of completing the annual investment plan, the difficulty coefficient of individual project implementation is added. The key projects have an annual investment of more than 200 million yuan, a difficulty factor of 2.0; 150 million yuan to 200 million yuan, a difficulty factor of 1.4; 100 million yuan to 150 million yuan, a difficulty factor of 1.3, 70 million yuan to 100 million yuan, and a difficulty factor of 1.2. 4000-70 million yuan, difficulty factor 1.1; 40 million yuan or less, the difficulty coefficient is 1.0. The base score is multiplied by the project difficulty factor and is the final score for a single project.

2. The difficulty coefficient of the project: The main assessment of the implementation departments of the county and municipal direct projects is included in the overall completion of various projects of the key projects. Comprehensive county and municipal direct project implementation departments are included in the individual project scores of key projects, and after weighted average, they are the basic scores for the county and city direct project implementation departments. On this basis, due consideration should be given to the number of projects included in the key projects by the county and municipal direct project implementation departments, and the project quantity coefficient will be set. The number of county and municipal direct project implementation departments with the minimum number of projects is 1.0, which is used as the standard. For each of the other county and municipal direct project implementation departments, the quantity coefficient is increased by 0.025, and the basic scores of the county and municipal direct project implementation departments are multiplied by the quantity coefficient. Strengthen environmental supervision. Establish an external environment tracking and contact system for key projects, increase tracking and supervision, further optimize the construction environment, and ensure the smooth implementation of key projects.

Enjoy the preferential policy. All industrial projects and government-funded urban infrastructure projects enjoy the following preferential policies:

1. Exemption from the municipal public infrastructure supporting fee.

2. Pay the special funds for bulk cement immediately.

4. The education surcharge will be levied at a construction area of ​​5 yuan / square meter.

5. According to the implementation of the project, the financial interest subsidy will be prioritized according to the regulations.

7. Intermediary service charges related to the project will be charged 30% below the lower limit of the current charging standard.

For industrial projects newly invested in the urban area after January 1, XX, other preferential policies may be enjoyed in accordance with the “Notice on the Implementation Measures for the Reduction of Industrial Project Charges” issued by the Office of the People's Government of Hexi District. V. Award setting

There are four awards for key project assessments:

Focusing on coordination, service commitment, work efficiency, etc., the departments of assessment, law enforcement, comprehensive economy, national land, planning, environmental protection and other departments promote and support the construction of key projects. After comprehensive assessment, they have generated great efforts from the municipality. There are 3 advanced service departments with outstanding achievements.

Advanced Individual Award. A total of 120 people, including 100 project implementation units; 20 departments and units of the city and county.

Advanced collectives and advanced individuals shall be commended and rewarded by the municipal party committee and the municipal government.

Sixth, assessment management

Establish a project responsibility system. According to the division of work of the mayor, each key project shall be classified and classified, and the general manager of the county mayor shall be responsible for the project. The person in charge of the county people's government or the relevant competent department of the city shall be the person responsible for the project. The principal person in charge of the project unit shall be the first responsible person of the project.

Implement a target management system. The municipal government conducts supervision and supervision of each type of key projects in quarterly, and the municipal key engineering office is responsible for the coordination, supervision and service of project implementation.

The key projects are evaluated by the Municipal Development Planning Committee, and the results of the assessment are reported to the municipal party committee and the municipal government for examination and approval.
