College Student Accommodation Management Regulations


Chapter I General

Article 1 In order to strengthen student accommodation management, maintain normal student life order, and jointly create a clean, comfortable, stable and safe student accommodation environment and a civilized, healthy, enterprising and upward cultural atmosphere of the housing sector, the following management regulations are formulated.

Chapter II Management System

Article 2 The xxxx College Student Accommodation Management Committee shall be established. The school leaders in charge of student work shall be the directors, the heads of the logistics group and the student work department shall be the deputy directors, and the heads of the students in charge of the work of the institutes and the security department, the finance department, the Youth League Committee, The property company and the student council are appointed as members, responsible for the major issues in student accommodation management, guiding and coordinating the management of student accommodation, and the office is located in the property company.

Article 3 The student work office, logistics group, hospital, security department and property company shall participate in the management of student accommodation according to the determined duties and division of labor. The property company is responsible for the day-to-day management of student accommodation.

Chapter III Accommodation Management

Article 4 The school shall arrange the accommodation for students according to the principle of “relative concentration of hospital, profession, grade and class” when the students are staying. The students shall obey the arrangement and adjustment of the school.

Article 5 Students are not allowed to stay outside the school in principle. If there is a special situation that needs to be stayed outside, the student shall submit a written application, sign the parent of the student, approve the approval of the relevant competent department of the school, and then sign an off-campus accommodation agreement with the school. Students who are not allowed to go outside the school without relevant procedures should move back to school accommodation, and the school will give criticism and education or disciplinary action according to the situation. If a safety problem occurs during the school's accommodation and is not covered by the student and his or her parents, the school shall, in accordance with the relevant regulations, give appropriate treatment or disciplinary action.

Article 6 Students staying in the student apartment, with the receipt of the accommodation payment, go to the assigned student apartment management room to complete the accommodation procedures and collect the room key.

Article 7 Once the beds for students' accommodation are determined, no individual adjustments will be made in principle. Each bedroom has a dormitory, which is reported to the administrator's office of the building. The dormitory is not allowed to be exchanged at any time. The dormitory is responsible for the order of life, security, sanitation and public furniture.

Article 8 After the student accommodation arrangement is properly arranged, the apartment administrator must fill in the student accommodation registration form and report it to the property company for reference.

Article 9 When a student graduates or retreats or suspends school, he or she must go to the property company to go through the relevant formalities.

Can leave school.

Article 10 The property company shall arrange the beds in strict accordance with the fixed capacity of each room. The bed-related personnel who are vacated due to reasons such as unreported shall actively cooperate with the property company to make timely adjustments. No unit or individual may occupy the vacancy on any excuse.

Article 11 It is forbidden to stay in the student apartment.

Chapter IV Management of Public Goods

Article 12 Students must complete the registration of the public property registration card, the public facilities and the accompanying equipment in the dormitory, signed and accepted by the bedroom chief, and handed over upon graduation. The student’s personal borrower has the same procedure for borrowing, and will be refunded upon graduation. If there is any loss or man-made damage to the indoor public property, the party or the dormitory of the dormitory will pay for the price, otherwise it will not be able to go through the formalities of leaving school.

Article 13 The public furniture and public facilities in the apartment shall be managed by the apartment administrator.

The apartment manager should check or check regularly to make the account, object and card match.

Chapter V Hydropower Management

Article 14 All students must develop good water and electricity habits and consciously save water and electricity resources. It is necessary to put an end to the phenomenon of "long flowing water" and "long light", so that people can stop and walk away.
Article 15 Students should not use electric stoves, electric heaters, electric cups, rice cookers, electric irons, electric water heaters, air conditioners, etc. in the dormitory. Do not add wires. In case of accidents caused by illegal use of electricity, in addition to compensating for all losses, the relevant departments shall be reported to the parties concerned for accountability and punishment.

Article 16 The water and electricity consumption of student apartments shall be allocated according to the national standards. The cost of exceeding the standard of use is borne by the student, and the excess water is charged according to the civil fee. Students should take the initiative to cooperate with the property management department to pay the over-utilized water and electricity fee on a monthly basis.

Chapter VI Maintenance Management

Article 17 The large and medium-sized maintenance of the student apartment facilities shall be arranged by the property company for the annual holiday.

Article 18 The small maintenance of the public apartment of the student apartment shall be registered and repaired by the administrator in the administrator's office.

Article 19 The maintenance of students' indoor lights, faucets, doors, windows, furniture, etc. shall be registered and repaired by the students in the administrator's office.

Article 20 On the basis of repairs, apartment management personnel and maintenance personnel shall check the nature of the damage, which is normal loss and timely maintenance; if it is man-made damage, the party's responsibility must be investigated, and the penalty shall be repaired and handled according to the student management regulations.

Chapter VII Health Management

Article 21 Students should develop good hygiene habits, do a good job in bedkeeping, and maintain

The interior is clean and beautiful. Obey the management regulations for the garbage storage of student apartments, and put the garbage into the trash can before 8:30 am and before 2:30 in the afternoon.

Article 22 Consciously maintain the environmental sanitation of the apartment. Don't spit, don't throw litter from the window, dump the sewage, don't dump the garbage, don't scribble on the wall, don't keep pets in the apartment.

Article 23 Maintain a good outdoor sanitary environment and protect green spots and public facilities. Do not pollute the environment and do not trample on the lawn.

Chapter VIII Security Management

Article 24: Personnel responsible for safety duty must hang their work cards or wear duty.

Zhang, earnest duty, loyalty to duty, not off duty, slipping. The duty officer carefully implements various systems such as access, meeting, accommodation, and carrying items, and strictly manages them to prevent illegal elements from entering the apartment to carry out illegal and criminal activities.

Article 25 Students should consciously safeguard the safety of the housing area, enhance their safety awareness and legal concept, improve their prevention and self-management capabilities, and properly keep their valuables.

Article 26 Students should work on time. The opening time of the apartment is 6:00 in the morning, 11:00 in the evening, and 11:30 in the evening. After turning off the lights according to the specified time, you can't afford it. Late returnees should consciously fill out the late return registration form, present the relevant documents and explain the reason for the late return. For the late return or disobedience to the manager, the apartment manager will report to the hospital for criticism and education until disciplinary action.

Article 27 Each student shall be assigned a room key, which shall be kept in good condition, not transferred to others, and shall be promptly lost.

Report the dormitory management personnel, do not allow them to prepare their own keys. When graduating from school or dormitory adjustment, the key should be returned to the management office.
Article 28 In the event of a fire accident, effective measures such as alarming, evacuation, and fire fighting shall be taken in time to minimize the loss. When criminal, public security and other cases occur, the students present should protect the scene, report to the administrator, security department or public security department in time, and assist in handling.

Article 29 It is not in the memory of the apartment that it is flammable, explosive, corrosive, highly toxic and radioactive.

Article 30 The security department shall regularly inspect and exchange fire-fighting equipment. No one can arbitrarily use fire equipment.

Article 31 It is strictly forbidden to use open flames in apartments. If you can't burn paper and sundries, you can't use gas stoves, kerosene stoves, alcohol stoves, etc., all kinds of instruments with open flames, no candles.

Article 32 Accommodation students should keep the apartment quiet, do not play, squat, run, and play in the apartment. After the time of self-study and bedtime, they do not talk or play loudly, affecting others' rest.
Article 33 It is strictly forbidden for small business hawkers to enter the student apartment to sell goods, and students cannot engage in business activities in the apartment.

Article 34 Students shall not have alcoholism, mahjong, gambling, fighting, drug abuse, illegal publication of books and audio-visual products, etc. in violation of public security regulations.

Article 35 Males are forbidden to enter the female dormitory. If the class teacher or student cadre who enters the girls' building due to work needs to present the relevant documents, the administrator's permission is required to enter. Parents of girls who come to the school to visit relatives must register with their IDs and deposit the documents in the duty room before they can enter the girls' dormitory. When they leave, they will take the documents.

Chapter IX Supplementary Provisions

Article 36 These Provisions shall be implemented as of the date of promulgation, and the original student apartment management regulations shall be abolished at the same time.

Article 37 These regulations shall be interpreted by the logistics group.
